"The nation rejoices" was the shared sentiment of many central and local leaders, as well as the people, as they witnessed the simultaneous groundbreaking and inauguration of 80 major projects across the country yesterday morning (April 19). These iconic projects, with their enormous investment capital, not only contribute to shaping Vietnam's new image on the international stage but also serve as a leverage and foundation for national development in this era of national progress.

The groundbreaking and inauguration ceremony, presided over by Prime Minister Pham Minh Chinh , was held live at the main venue, Terminal 3 of Tan Son Nhat International Airport (Ho Chi Minh City), and streamed online to 79 locations in 34 provinces and cities nationwide.

Perhaps after 50 years since national reunification, Ho Chi Minh City has never experienced such a vibrant and festive atmosphere as yesterday, with the simultaneous inauguration of the T3 domestic passenger terminal at Tan Son Nhat International Airport, the most modern in the country, and the groundbreaking ceremony for the world-class Can Gio reclaimed land urban area project.

Reviewing the construction process of the T3 terminal project, Prime Minister Pham Minh Chinh acknowledged the tireless efforts of the investor, Vietnam Airports Corporation (ACV), and the contractors directly involved in the construction. According to the Prime Minister, the terminal, with a designed capacity of 20 million passengers per year and serving 7,000 passengers per hour, only started construction in August 2022, making the requirement to complete it on time seem very difficult.

However, after more than 20 months of intense construction, braving the sun and rain, and working through holidays and Tet (Lunar New Year), with the highest spirit from all relevant parties, Terminal 3 was completed two months ahead of schedule, providing the public with a new, spacious, and modern facility, applying the first-ever check-in technology in Vietnam. Prime Minister Pham Minh Chinh hopes that the success of Terminal 3 will serve as a positive impetus for the progress of the ongoing Long Thanh International Airport construction, aiming to essentially complete the project this year and create another milestone in infrastructure construction.

Tan Son Nhat Airport's Terminal 3, officially inaugurated on April 19th, is the most modern terminal in the country.

Terminal 3 (T3) is the largest domestic passenger terminal in the country, increasing Tan Son Nhat Airport's total operating capacity to 50 million passengers per year. Beyond the completed new infrastructure, a highlight of Terminal 3 is the ACV Self Services system – a modern aviation technology solution being implemented at leading smart airports such as Incheon (South Korea) and Changi (Singapore). Passengers can self-check-in at kiosks, drop off their luggage, and proceed through automated gates (e-gate) to board their aircraft. Notably, Terminal 3 utilizes chip-embedded citizen identification cards and facial recognition technology (Facial ID) in the check-in process, saving passengers significant time and reducing corruption. This represents a major step forward for Vietnam's aviation industry. The official opening of the new terminal will not only improve the experience for people and airlines, but also create conditions for Tan Son Nhat Airport to gradually become a dynamic aviation hub in the Asian region.

It is expected that Terminal T3 will have a positive impact on the Long Thanh airport project.

Meanwhile, the Can Gio coastal tourism urban area project in Long Hoa commune and Can Thanh town (Can Gio district) embodies Vingroup's aspiration to create a world-class ESG (environmental, social, and governance) urban area, showcasing Vietnam's ESG excellence on the global map. At the same time, Vingroup aims to develop Vinhomes Green Paradise into a new symbol of prosperity with a series of high-class, unprecedented projects in Vietnam.

Ho Chi Minh City People's Committee Standing Vice Chairman Duong Ngoc Hai emphasized that the Vinhomes Green Paradise reclaimed land urban area project is a key project of special importance to the future development of Ho Chi Minh City. With a scale of 2,870 hectares and an estimated population of approximately 230,000 people, Vinhomes Green Paradise is not just a simple urban area but is positioned as an ecological, smart, resort city with international standard services. This is a pioneering model in combining technology, renewable energy, ecosystem conservation, and human development.

Mr. Duong Ngoc Hai highly appreciated the project's planning vision, which prioritizes green and sustainable elements such as offshore wind power systems, zero-emission transportation, environmentally friendly materials, and especially harmony with the Can Gio Biosphere Reserve. The project also integrates iconic amenity complexes, promising to create tens of thousands of jobs, boost commercial service development, increase budget revenue, and improve the quality of life for residents.

"Once operational, the project will become a key destination in Ho Chi Minh City's strategy to become an international economic, financial, and tourism hub, in line with the city's orientation," the Vice Chairman of the Ho Chi Minh City People's Committee emphasized.

TURNING THE SITUATION OF THE COUNTRY'S STRATEGIC INFRASTRUCTURE

Along with Ho Chi Minh City, Prime Minister Pham Minh Chinh simultaneously launched and inaugurated nearly 80 major, key projects and works across the three regions of North, Central, and South Vietnam. Of these, 47 inaugurated projects were large-scale, technically complex projects playing a crucial role in socio-economic development. Notable examples include the completion of the Rach Mieu 2 bridge in Tien Giang and Ben Tre provinces, connecting the two banks of the Tien River; the opening of over 18 km of the Ben Luc - Long Thanh expressway project (in Ho Chi Minh City and Long An province), bringing people from neighboring localities to attend the grand ceremony; and the completion of four component projects of the North-South expressway, phase 2.

These four projects include two expressways: the Bai Vot - Ham Nghi expressway (35.2 km) and the Ham Nghi - Vung Ang expressway (54.2 km) in Ha Tinh province; the Bung - Van Ninh expressway (48.8 km) in Quang Binh province; and the Van Phong - Nha Trang expressway (83.3 km, with 70.35 km put into use on April 19th) in Khanh Hoa province. These five expressway projects, totaling 227 km in length, have been completed and opened to traffic, bringing the total length of expressways in operation nationwide to 2,268 km. The goal is to connect 3,000 km of expressways across the country, linking with the horizontal expressways and ring roads of Hanoi and Ho Chi Minh City to complete the national road infrastructure backbone.

Referring to the goal of completing 3,000 km of expressways during this term, Prime Minister Pham Minh Chinh said that when he took office, the Government was very worried. Because after 20 years of construction of the expressway system, by 2020, Vietnam had not yet reached 1,000 km of expressways. Setting a target of an additional 2,000 km in 5 years means completing four times the number of expressways completed in the previous 20 years. This is an extremely challenging task. However, at this point, we can confidently affirm that we will complete, and even exceed, the target of 3,000 km of expressways by the end of the year.

Similarly, the 33 newly commenced construction projects (including the Can Gio reclaimed land urban area) are all large-scale projects that play a role in transforming the urban landscape towards a synchronized and modern direction, such as: the multi-level interchange between Ring Road 3.5 and Thang Long Boulevard in Hanoi; component projects 1 and 2 of Ring Road 2 in Ho Chi Minh City; Terminal T2 of Dong Hoi Airport; upgrading and expanding Ca Mau Airport; the Ninh Binh - Hai Phong expressway; AEON Hai Duong shopping center; the third phase of the Thai Nguyen University construction project; Ca Mau General Hospital; infrastructure development in Tran De Industrial Park; and several social housing and resettlement areas in Vinh Phuc, Ha Nam, Long An, Vinh Long, and Dong Nai provinces…

Furthermore, from now until the end of the year, Phase 1 of Long Thanh International Airport, along with Noi Bai Terminal 2; Gia Binh Airport (Bac Ninh); and the Hanoi National Exhibition Center will be basically completed; national databases, digital infrastructure, social infrastructure, healthcare, education, sports, and cultural infrastructure will be put into operation; the Lao Cai - Hanoi - Hai Phong railway project will be accelerated; the Hanoi - Vientiane expressway, the Nam Dinh - Thai Binh - Hai Phong expressway, the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway; the Hon Khoai (Ca Mau), Can Gio, and Lien Chieu seaports are expected to be started; and the North-South high-speed railway line is scheduled to begin construction by the end of 2026…

These are projects that the head of government has affirmed are transformative, changing the strategic infrastructure of the country.

CREATING MOMENTUM, STRENGTH, AND POTENTIAL FOR THE COUNTRY TO REACH BREAKTHROUGH LEVELS.

According to reports from ministries, sectors, and localities, 80 projects that were launched or inaugurated during this period have a total investment of approximately 445,000 billion VND. Of this, 305,000 billion VND is for projects under construction, and 140,000 billion VND is for projects under inauguration. State budget capital accounts for 185,000 billion VND; non-state budget capital accounts for 260,000 billion VND.

The Prime Minister emphasized that this is the first time our country has seen such a large amount of investment resources deployed simultaneously, helping to complete socio-economic infrastructure, a synchronized and modern strategy, using public investment to lead private investment, activating and unlocking all resources for national development. This is one of the important solutions to achieve the task of promoting economic growth to over 8% in 2025; creating momentum, strength, and a foundation for double-digit economic growth in the following years.

"The inauguration and commencement of these projects are of strategic significance, realizing the Party and State's policies on comprehensive and inclusive strategic infrastructure development, overcoming bottlenecks in transportation and socio-economic infrastructure, creating a foundation and space for new socio-economic development, and protecting national security and defense for localities, regions, and the entire country; they are important driving forces for promoting national growth and development in the new period. At the same time, they create breakthroughs in economic connectivity, regional linkages, national linkages, and international linkages; connecting widely, synchronously, and comprehensively, improving the efficiency of infrastructure exploitation, promoting economic development, creating added value of land, forests, rivers, and water... contributing to improving the spiritual and material lives of people in the project areas, and enhancing national competitiveness," Prime Minister Pham Minh Chinh stated.

In line with the Prime Minister's directive, "during difficult times for the whole country, we must unite for the common goal, for the benefit of the people, the nation, and the country; harmonizing interests and sharing difficulties," Deputy Minister of Construction Pham Minh Ha stated that the construction industry is determined to complete all projects simultaneously and on time, or even ahead of schedule. The simultaneous implementation and completion of these projects will not only contribute positively to the recovery and socio-economic development, but also create a solid foundation for the country to enter a new era – an era of national progress. The projects that have just commenced will also contribute to realizing the goal of double-digit economic growth as directed by the Politburo, the Secretariat, the Government, and the Prime Minister.

By 2024, Vietnam has achieved significant goals, such as a GDP per capita reaching nearly $5,000, surpassing the lower-middle average. Regarding infrastructure, 80 key national projects have been simultaneously inaugurated or commenced. If there are no major obstacles like Typhoon Yagi last year between now and the end of the year, we will certainly achieve our strategic infrastructure goals, which are related to social welfare and national security.

Construction begins on the Can Gio reclaimed land mega-city.

The Can Gio coastal tourism urban area project, located in Long Hoa commune and Can Thanh town (Can Gio district, Ho Chi Minh City), covers a total area of ​​2,870 hectares and is being developed according to the world's most advanced urban model today - ESG (environment, society, and governance).

The project's strategic consultancy is provided by Boston Consulting Group (BCG), a leading global management consulting firm from the United States. The two parties will work closely to meet stringent environmental criteria, optimize energy and water usage, prioritize the use of recycled materials, and develop a smart urban management system. In particular, with the goal of developing a city that utilizes sorted renewable energy, Vingroup will invest in developing a wind power system 10 km offshore to provide clean electricity for the megacity and open up a green future for the entire region.

Besides pioneering the creation of world-leading ESG urban areas, Vingroup aims to develop Vinhomes Green Paradise into a new symbol of prosperity with a series of world-class, unprecedented projects in Vietnam.

The centerpiece is the "Blue Waves Theatre," a world-class architectural marvel designed by the renowned design firm Gensler. Other attractions include the world's largest artificial lake, Paradise Lagoon (443 hectares); the 5-star Landmark Harbour international marina capable of accommodating luxury superyachts; a chain of high-end hotels; and two 18-hole golf courses designed by legends Tiger Woods (West - Sunset) and Robert Trent Jones II (East - Sunrise)...

In particular, the 122-hectare entertainment and tourism complex includes a Safari, a theme park modeled after Disneyland and Universal Studios, and a 30,000 m² Winter Wonderland ice and snow amusement park. Vinhomes Green Paradise is also envisioned to become the economic and financial center of the region with a dynamic lifestyle and high-quality social infrastructure. This includes a 108-story tower – one of the top 10 in the world – a new symbol of Vietnam's sophistication, integrating multiple functions with a vibrant commercial base, high-end offices, and a super-luxury hotel.
