The Investigation Police Department of the Provincial Police has issued a decision to prosecute and a 4-month temporary detention order against Truong Thi Sen (born in 1974, residing in Hoa Khanh commune, Buon Ma Thuot city) to investigate her alleged acts of abusing trust to misappropriate property and using forged seals and documents of agencies and organizations.
According to the initial investigation, in October 2019, Ms. Ha Thi Le Phuong (born in 1964, residing in Da Lat City, Lam Dong Province) and Sen agreed to each contribute 750 million VND to purchase three plots of land from Mr. Pham Hoai Thu (born in 1958) and Ms. Nguyen Thi Ha (born in 1958) in Cu Prao commune (M'Drak district).

On October 2, 2019, Phuong and Sen paid a deposit of 200 million VND to Mr. and Mrs. Thu and committed to paying the remaining amount of 1.3 billion VND in full 20 days later. Immediately afterwards, Ms. Phuong also transferred 560 million VND to Sen as capital contribution to pay for the land purchase. On October 10, 2019, Sen (representing the buyer) and Ms. Ha (representing the seller) went to a notary office in Krong Pac district to draw up a notarized land transfer contract.
However, Sen failed to pay the full 1.3 billion VND by the deadline, so Mr. and Mrs. Thu reclaimed the transfer contract. The land sale transaction was therefore unsuccessful.
To carry out the fraud, Sen ordered two fake land use right certificates online, registered in Ms. Phuong's name. Sen also misappropriated the money Ms. Phuong gave him for personal use.
