Temporarily detain the subject who helped LHD Company defraud and appropriate over 432 billion VND

Through the extended investigation of the case of "Fraudulent appropriation of property", "Bribery", "Receiving bribes", "Extortion of property" and "Gambling" that occurred in Phu Quoc special zone (An Giang province), masterminded and led by Nguyen Van Nguyen and Dang Van Linh. On the afternoon of December 6, the Investigation Police Agency (PC01) of An Giang Provincial Police announced that it had issued a decision to prosecute additional defendants and an order to temporarily detain Bui Quang Huy (born in 1986, residing in Nam Thai Ninh commune, Hung Yen province) for the act of "Fraudulent appropriation of property".

Regarding this case, the Investigation Police Agency of An Giang Province Police issued a decision to supplementary prosecute Nguyen Van Nguyen and Dang Van Hung for the crime of "Giving bribes"; issued a decision to supplementary prosecute the case of "Forest destruction" and a decision to supplementary prosecute the accused Dang Van Linh for the crime of "Forest destruction".

According to the investigation results: Bui Quang Huy - Director of Dat Vang Dao Ngoc Special Zone Company Limited, when hired by Dang Van Linh to determine the current status of purchased land, draw up drawings, and divide project areas according to requirements, Huy knew this was not the company's registered business line, but still agreed to measure and draw up plots for Linh with a salary of 1 - 4 million VND depending on the area.

During the implementation process, Huy knew that the land plots did not have land use right certificates and had not been licensed by competent authorities. At the time Linh sold and delivered the land to customers, Huy knew that he had not yet applied for a project or moved the forest boundary, but he still sold according to the drawings, plots, and the current status measurement results given to Linh.

Huy's actions actively assisted the LHD Company group, including Nguyen Van Nguyen, Dang Van Linh, Le Minh Diep, and Dang Van Hung, in illegally dividing and selling land plots at 8 ghost projects, set up by LHD Company to appropriate the assets of 347 victims, with a total amount of over 432 billion VND.
