Since April 1, localities have been actively inspecting compliance with regulations under Directive 19/CT-TTg 2024 of the Prime Minister dated June 24, 2024 on strengthening fire prevention and fighting in multi-storey houses, multi-apartment houses, and individual houses combined with production and business.

A series of violations

According to the actual observations of Hanoi Moi reporters in the districts of Cau Giay, Nam Tu Liem, and Bac Tu Liem, many business owners have strictly implemented regulations on fire prevention and fighting. However, there are still many boarding houses that have not met the requirements on fire prevention and fighting according to Directive 19/CT-TTg 2024.

According to a survey at alley 105 Doan Ke Thien street, Mai Dich ward (Cau Giay district) on April 15, there are many boarding houses for students and families to rent, but the fire prevention and fighting work is very superficial, lacking necessary equipment. Commonly, there is no second exit. This situation also occurs at house number 19, 21A alley 39 Ho Tung Mau street. Here, the first floor area has dozens of motorbikes but the fire prevention and fighting system is installed roughly, without fire-proof doors.

Also in Cau Giay district, in recent days, the authorities of Trung Hoa ward have discovered unsafe fire prevention and fighting equipment in many boarding houses. Specifically, at the facility in lane 219/16 Nguyen Ngoc Vu street, the garage is damp, flammable items are placed all over the first floor; many rooms are closed, there is no second exit, the landlord cannot fix it, so they are forced to suspend operations. At the mini apartment building in lane 93 Trung Kinh street, there are 20 households renting rooms, but on the first floor, the electrical wiring system is not covered by conduit, the situation of cooking using electrical equipment when there are many motorbikes parked next to flammable materials is still common.

In Nam Tu Liem district, according to data from Phu Do ward People's Committee, the ward has 529 boarding houses, many of which are old, built 15-20 years ago, so the quality of the houses is degraded, the old construction structure makes it difficult to fix fire prevention and fighting. Many rental establishments do not meet the requirements for adding and fixing fire hydrants on each floor, installing fire-prevention doors is also not feasible when the old staircase system does not have enough space for installation, and the minimum parking area of 6m2/room cannot be met.

Firmly suspend

Speaking to reporters of the Hanoi Moi Newspaper, Vice Chairman of the People's Committee of Mai Dich Ward (Cau Giay District) Nguyen Tuan Anh said that since the beginning of the year, the People's Committee of the ward has issued a decision to establish 7 working groups, notify 1,011 boarding houses and mini apartments for rent in the ward, conduct re-inspections, and fine 280 establishments for violations with a total fine of nearly 138 million VND. The authorities also instructed the establishments to correct the violations before April 1.

However, up to now, the remedial work of the establishments has been slow, many establishments have not fully remediated but are still operating. In this situation, the Ward People's Committee has assigned the Mai Dich Ward Police to complete the dossier, propose to temporarily suspend and suspend the operation of 7 mini-apartments and 31 boarding houses.

According to Mr. Nguyen Tuan Anh, during the inspection, the working group noted that some establishments did not comply with fire prevention and fighting regulations due to insufficient space for construction; and insufficient funds to fix the problem. "Strictly complying with the Prime Minister's directive, the People's Committee of Mai Dich Ward will issue a temporary suspension notice to establishments that do not fix the problem, and at the same time publicize it on the media, universities, andeducational institutions so that students and workers are aware and do not use the services at the above locations," said Mr. Nguyen Tuan Anh.

In the spirit of implementing Directive 19/CT-TTg 2024, Vice Chairman of Xuan Dinh Ward People's Committee (Bac Tu Liem District) Nguyen Tu Manh said that since the beginning of the year, the ward has established 2 inspection teams to review, make records of violations, and require households to correct existing fire prevention and fighting shortcomings before March 31. Since April 1, through strict inspection, the ward People's Committee has compiled records, temporarily suspended 30/205 unqualified boarding houses, and sent notices to stop operations to self-correct the consequences. If after 7 days, these establishments do not supplement the missing items, the ward will propose to cut off electricity and water according to regulations.

"Currently, the Ward People's Committee has sent decisions on administrative penalties for violations of fire prevention and fighting to 15 establishments. In the coming time, the ward will continue to inspect, handle, temporarily suspend or suspend the remaining households," Mr. Nguyen Tu Manh affirmed.

In fact, a series of boarding houses and mini apartments have been temporarily suspended and are at risk of ceasing operations in the city, mainly due to the conversion of their functions from residential to rental boarding houses. The division of rooms at a low cost, taking advantage of limited space, resulting in a lack of a second exit, no access for fire trucks, no solution to prevent fire from spreading, and inadequate fire alarm and fire hydrant systems... Although the Government has set a deadline for owners of establishments and boarding houses to have time to equip themselves and upgrade their infrastructure to meet fire prevention and fighting requirements, many establishments still do not comply. Therefore, the temporary suspension of operations is necessary to ensure fire safety, property and people's lives.
