The highest priority set by Dong Nai province is to avoid delays and postponements in the construction progress of all projects.
Construction sites are speeding up again.
In early February 2026, after more than a year of construction, the Long Khánh Ring Road 1 was officially opened for technical traffic when the construction volume reached approximately 80% of the signed contract value.
Following the technical opening ceremony, the investor also directed the construction contractors and the supervisory consulting unit to continue focusing resources, accelerating progress, ensuring quality and safety so that the project can be completed soon, put into operation, and maximize investment efficiency.
Therefore, immediately after the end of the 2026 Lunar New Year holiday, the contractors promptly mobilized their workforce and machinery to resume construction on the project. "The project's construction was instructed to commence by the unit on February 23rd, the 7th day of the Lunar New Year, the first working day of the new year," said Mr. Dang Nam Phuoc, Director of Project Management Board Area 2, the project's investor.
To date, after a week of resuming work, contractors at this project have basically mobilized the necessary manpower and machinery for construction.
At Component Project 1 of the Bien Hoa - Vung Tau Expressway, the contractor Construction Corporation No. 1 - JSC (CC1) maintained construction throughout the Tet holiday. Accordingly, during the Tet holiday, this contractor mobilized 40 workers and 16 pieces of equipment, equivalent to about one-third of the workforce compared to normal days.
From February 24th, the 8th day of the Lunar New Year, the construction workforce of CC1 on the project site has been basically fully reinforced to the level before the Tet holiday. “After the Tet holiday, the construction workforce on the site has been mobilized again to strive to complete the construction volume of the contract package by the end of April as per the signed contract,” said Mr. Tran Dinh Thao, the project manager of CC1, the contractor for Component 1 of the Bien Hoa - Vung Tau expressway project.
For Component 3 of the Ho Chi Minh City Ring Road 3 project, Tan Nam Construction Joint Stock Company, the contractor for package 26, officially resumed construction after the Tet holiday on February 26th, the 10th day of the Lunar New Year. Due to the large number of workers being from distant provinces, this contractor's resumption of construction was later than some other contractors. Despite the later restart, the contractor has mobilized a significant amount of manpower and equipment compared to the period before the holiday. "In the next few days, we will have enough manpower and machinery to participate in construction," said Mr. Cao Xuan Vinh, Deputy Director of Tan Nam Construction Joint Stock Company and Project Manager for package 26 of Component 3 of the Ho Chi Minh City Ring Road 3 project.
According to Mr. Nguyen Linh, Deputy Director of the Provincial Investment and Construction Project Management Board, in accordance with the directives of the Provincial People's Committee, the unit has also requested contractors working on projects under the Provincial Investment and Construction Project Management Board's management to urgently organize and implement construction projects immediately after the Tet holiday.
We must prevent a recurrence of the situation where "documentation is done during the dry season, construction is carried out during the rainy season."
With the goal of avoiding delays and disruptions to project construction, starting from February 25th, the 9th day of the Lunar New Year, the Provincial People's Committee issued a document to the directors of departments and agencies; the chairmen of the People's Committees of wards and communes; and the directors of project management boards regarding the urgent organization of project construction after the 2026 Lunar New Year holiday.
Accordingly, the Provincial People's Committee requested contractors to mobilize sufficient manpower, machinery, equipment, and materials, and to organize simultaneous construction on all fronts. Taking advantage of favorable weather conditions during the dry season, they should organize overtime work, increase shifts, and implement a "3 shifts, 4 teams" system to accelerate progress and ensure early completion and commissioning of projects as planned, especially for Component 1 of the Bien Hoa - Vung Tau Expressway and Component 3 of the Ho Chi Minh City Ring Road 3.
Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized: In 2026, the progress of projects in the province must be reformed, aiming for early completion and accelerated disbursement of public investment capital from the beginning of the year. The requirement to start construction immediately after the Tet holiday aims to take advantage of favorable weather conditions during the dry season, accelerate progress, and ensure early completion and commissioning of projects. This will increase the efficiency of public investment capital. "We must put an end to the situation where paperwork is done during the dry season and construction only begins during the rainy season, as has happened before," Vice Chairman Ho Van Ha demanded.
