(NLĐO) - The Prime Minister requested ministries, sectors, and localities to continue to support and remove difficulties for small and medium-sized enterprises.


In Directive No. 10 issued today, March 25th, Prime Minister Pham Minh Chinh requested the vigorous implementation of the goal of developing small and medium-sized enterprises (SMEs) rapidly and sustainably, increasing their quantity, quality, scale, operational efficiency, and making significant contributions to the economy . The aim is to have at least 1 million more enterprises by 2030.

The Prime Minister instructed ministries, agencies, and localities to uphold a high sense of responsibility, putting the people and businesses at the center, considering the difficulties of the people and businesses as their own difficulties in order to proactively support, accompany, and resolve them, and "avoid criminalizing economic and civil relations."

According to the Directive, one of the key tasks is to improve policies and laws, reform administrative procedures, and create a favorable and equitable investment and business environment for small and medium-sized enterprises.

Ministries, departments, and localities will continue to minimize administrative procedures, aiming to reduce processing time by at least 30% by 2025; reduce compliance costs by at least 30%; and abolish at least 30% of unnecessary business conditions. Management will shift strongly from "pre-inspection" to "post-inspection," coupled with strengthened inspection and supervision.

Focus on administrative reform, expediting investment procedures, and removing obstacles and difficulties for businesses and projects. Promote the development of e-government and digital government to help businesses access information and public services conveniently and quickly.

The Ministry of Finance is tasked with urgently researching and proposing a legal framework for managing and promoting the healthy and effective development of digital assets, crypto assets, and digital currencies, and submitting it to the Government by March 2025.

Regarding the State Bank of Vietnam, the Prime Minister requested the vigorous implementation of credit programs and policies for businesses. Credit should be focused on production and business sectors, priority sectors, and traditional economic growth drivers such as consumption, investment, exports, and new growth drivers such as digital transformation, green transformation, circular economy, sharing economy, science, technology, and innovation...

The head of government instructed ministries and agencies to promote the implementation of programs and solutions to support small and medium-sized enterprises in innovation, digital transformation, green transformation, and the development of new economic models and emerging industries and sectors. This includes focusing on areas such as artificial intelligence, big data, cloud computing, new energy, biomedical science, cultural industry, and entertainment industry.

The directive states that the private sector, with a focus on small and medium-sized enterprises (which account for approximately 98% of all active businesses in the economy), always plays a very important role in socio-economic development.

The private sector contributes over 50% of GDP, 30% of total state budget revenue, and creates over 40 million jobs (accounting for over 82% of the total workforce in the economy).

However, small and medium-sized enterprises (SMEs) still face many difficulties and challenges in achieving rapid and sustainable development in terms of quantity, scale, quality, and operational efficiency.
