On the morning of November 2, the Provincial People's Committee held a meeting of the Provincial Steering Committee on the North-South Expressway Construction Project for the 2021-2025 period, the section passing through Phu Yen . Comrades: Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Tan Ho, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Ho Thi Nguyen Thao, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee co-chaired the meeting.
According to the Department of Transport, by October 31, localities had handed over 86.58km of land to investors, reaching 96.08%. The remaining volume is about 3.92%, equivalent to 3.54/90.12km, mainly residential land of households. For the critical road locations that determine the progress of the North-South Expressway project, provincial departments and branches coordinated with localities to resolve for contractors to organize mass construction of 78.63km, reaching 90.85% of the handed over land, reaching 87.27% of the entire project.
Up to now, the province has 4 completed resettlement areas, the remaining 8 resettlement areas are under construction, reaching 90-100% progress. Regarding the relocation of technical infrastructure systems, 1 locality has basically completed, 3 localities are implementing the relocation and 2 localities are selecting contractors. The total cost of compensation, site clearance and resettlement in the province is about 1,948 billion VND. The accumulated disbursement to date is more than 793 billion VND, reaching 40.72%. The disbursement of site clearance capital is slower than the expected plan.

Speaking at the meeting, Chairman of the Provincial People's Committee Ta Anh Tuan highly appreciated the efforts of localities and investors in the project implementation. However, there are still two major issues that need to be focused on: site clearance and technical infrastructure relocation.
The Chairman of the Provincial People's Committee requested localities to soon complete resettlement areas to stabilize people's lives. Regarding the relocation of technical infrastructure, units and localities need to carefully review unit prices, norms, and investment levels, absolutely not allowing any loss.
Regarding construction materials for the construction of the expressway, comrade Ta Anh Tuan directed: The licensing of exploitation and supply of construction materials for the North-South expressway project is applying a number of special mechanisms. However, rights must go hand in hand with responsibilities; this special mechanism must not be taken advantage of to commit violations or profiteering. The province has assigned construction material mines to contractors, and has also carefully calculated the volume of construction materials for the project. Contractors must manage closely, and if there is any phenomenon of selling to outsiders, they must be held responsible. In particular, the implementation of the project must also ensure conditions for traffic safety, construction safety and minimize impacts on people's lives.
