No postal service charges incurred when changing administrative boundaries

Vietnam Post has proactively deployed a series of synchronous solutions to ensure uninterrupted services, unaffected people and no additional costs in the context of administrative boundary changes from July 1, 2025.

As the owner of a shop selling Ha Giang specialties (formerly) across the country, Ms. Ngoc Anh has an average of nearly 50 orders per day.

"I am concerned about the change of administrative boundaries at two levels, will the name make the orders sent to the correct customer addresses? Will the recipient and sender addresses be entered at the new or old address?... If the address is wrong or the order is delayed because the system has not been updated, my reputation and income will be greatly affected," Ms. Ngoc Anh shared.

Similarly, Mr. Hoang Nam, the owner of a vermicelli business in Dien Bien, was also worried that he would have to go to the post office to update his address.

"I'm not tech-savvy, I thought I had to re-declare, but the Post Office staff instructed me to create an application right on the My Vietnam Post app, the old address is still working normally," Nam shared.

From July 1, 2025, the whole country will reorganize administrative units, reducing the number of provinces and cities from 63 to 34. This change entails adjusting the names, administrative codes and locations of thousands of communes and wards.

With nearly 13,000 service points nationwide, Vietnam Post has prepared in advance according to the principle of "no service interruption - no impact on people". The software system, address data and delivery routes are all updated synchronously, preventing lost mail or address confusion.

Vietnam Post has proactively developed a comprehensive response plan, synchronously deployed a group of key solutions from the Corporation level to each grassroots service point, providing maximum support to people in all activities.

“Customers do not need to worry if they do not know the new address, because both the old and new addresses are accepted and processed accurately by the system. People do not have to declare again, do not have to update anything, and especially, do not incur additional costs. Social security payments, social insurance, pensions, public administration, etc. are still guaranteed to be smooth as usual,” said a representative of Vietnam Post.

To avoid interruptions and errors in the processing of mail, Vietnam Post has developed an automatic conversion tool between old and new addresses https://diachi.vnpost.vn, allowing users to use both types of addresses. Accordingly, the system will automatically map between old and new addresses, making it easy for users to operate. This is one of the very convenient tools that allows flexible order processing, even with Excel files or API connections. Currently, the tool has been directly integrated into the My Vietnam Post application.

Mr. Nguyen Hong Long, Director of the Network Operations Center, said that Vietnam Post owns a massive digital address database with more than 23 million addresses that have been built, collected and standardized over many years. This is an important foundation for the Corporation to effectively deploy solutions to adapt to changes in administrative boundaries from July 1, 2025.

“As the new administrative address covers a wider area after the merger of provinces and cities, the digital address system of Vietnam Post continues to play an important role, helping with convenient lookups, effectively supporting production and business, service operations and public administrative activities. Changing local names will no longer be a concern for people or businesses, whether in remote areas or in the middle of a big city,” Mr. Long shared.

All operational software such as receiving, sorting, routing and delivering mail has been upgraded synchronously to suit the new boundaries. Vietnam Post has organized a nationwide system test and trained 100% of employees and postmen at service points to master the address processing process according to the new list. At the same time, people are also guided directly at transaction points or via the official application, website, and social network of the Post Office.

Changing administrative boundaries is an important step in the country's administrative reform. In this context, the proactive, flexible and dedicated actions of Vietnam Post have helped the service operate smoothly over the past two days, without disrupting people's lives and business activities.
