Like “dancing with a stick in a deserted garden”. That was the feeling and a fairly complete picture after reading a series of articles in Lao Dong newspaper about Mr. Van Tran Hoan, Director of Song Hong Joint Stock Company, Chairman of Hai Phong Football Club, when he arbitrarily leveled the alluvial land along the river and then asked to rent it to build a football practice field.
It is worth mentioning that according to the investigation of Lao Dong Newspaper, in addition to leveling and arbitrarily changing the purpose of using thousands of square meters of Lach Tray River alluvial land, Mr. Hoan has also continuously committed many other "earth-shattering" acts related to illegal land encroachment in recent times.
And in each case, Mr. Hoan ignored the request of the authorities to handle and remedy the consequences after being discovered and recorded. In one case, Mr. Hoan not only did not dismantle the illegal construction but also built a larger and more solid construction after the authorities recorded the violation.
Organizations and individuals illegally encroaching on land in any form is not uncommon nationwide. However, the brazen encroachment of Mr. Tran Van Hoan in Hai Phong, as if he were “dancing with a stick in a wild garden”, is quite strange and rare due to the seriousness of the law being challenged.
And the challenge in this case comes from two possibilities: Either Mr. Tran Van Hoan is so bold as to disregard and challenge the law. Or the law enforcement officers have "turned a blind eye", "turned a blind eye", "supported", "created conditions" for Mr. Van Tran Hoan to disregard the law. Like the former Secretary of the Hanoi Party Committee Pham Quang Nghi recently said that behind every illegal construction project in Hanoi, there is a great force supporting it!
In any case, the laws on land and construction in Hai Phong have been "distorted" by Mr. Van Tran Hoan through his actions of leveling, encroachment, and non-compliance with the instructions of the authorities after being discovered.
This is unacceptable. Hai Phong authorities need to quickly intervene to investigate and strictly handle Mr. Van Tran Hoan as an individual, as well as any officials who cover up for Mr. Hoan, if any, to restore the integrity of the law.
The situation of individuals and organizations encroaching on land and illegally constructing; even some subjects deliberately encroaching on land and illegally constructing with the purpose of transferring and making illegal profits has been and is happening complicatedly nationwide.
Recently, many localities have experienced the situation of "one small thing leading to another", leading to hot spots and extremely serious consequences when hot spots break out.
There are many reasons leading to this situation. The most important of which is the state of deference, shirking of responsibility, "cover-up" and lack of determination from the beginning in handling the situation by local authorities at all levels, especially the responsibility of direction and handling by the leaders.
And in Hai Phong, in the past, there were many lessons about "one small mistake can lead to another", leading to hot spots in land management, if not too many!
