Mr. Phan The Trung, a resident of alley 1, said that the unfinished construction caused a lot of inconvenience to people participating in traffic. Specifically, many circular manholes were designed to be located in the middle of the road, rectangular manholes were located on both sides of the road, and the manholes were all higher than the current road surface.
Meanwhile, the alley in front of Mr. Trung's house is flooded every time it rains. This situation is very dangerous for people and vehicles, especially at night or when these covers are hidden in stagnant water.
Mr. Tran Trung Kien, a resident of alley 1, said that the unfinished construction is not safe, as there are many people and vehicles on the road every day, including students. On the other hand, because the road surface has not been paved, the cement curbs designed along the edge of the road cause many difficulties for people to enter and exit their homes.
Mr. Kien recommended that the investor speed up the construction progress to complete the road, so that people can travel safely and get in and out of their homes conveniently.
Observing alley No. 1 on the morning of August 18, 2025, the row of circular manhole covers protrudes higher than the current road surface, making it easy for road users to slip. The manhole covers at flooded sections of the road, at the intersections at the beginning and end of the alley, are more likely to cause accidents.
Regarding the above recommendations, Vice Chairman of Binh Minh Ward People's Committee Tran Van Tung said that recently voters and residents in Binh Trung quarter have reflected on this content. On August 5, 2025, the Economic , Infrastructure and Urban Department of Binh Minh Ward coordinated with the Project Management Board of Investment and Construction of Area 1 (formerly the Project Management Board of Investment and Construction of Tay Ninh City, abbreviated as BQLDA) to inspect the alley No. 1 project.
At the time of inspection, the drainage works along the alley had been completed, the location of the culvert coincided with the center of the road. The road surface of alley 1 had been constructed to a layer of 1x2 M250 stone concrete 22cm thick, now only the stage of laying a layer of C12.5 hot asphalt concrete to the design elevation is completed, at which time the road surface elevation will be equal to the current manhole covers. At the time of inspection, the construction volume is estimated to reach 65%.
Mr. Tran Van Tung added that due to the time of merger and implementation of the two-level local government model, there were procedural problems related to public investment capital, so the State Treasury has not yet disbursed capital for the Project Management Board to pay the contractor.
In fact, although the contractor has exceeded the construction volume, there is currently no funding source to carry out the next step to complete the project. According to the announcement of the Project Management Board, the project is still within the construction period of 120 days, starting from April 29 to August 27, 2025. The Project Management Board commits to try to complete the capital disbursement procedures, so that the construction unit can complete the project on schedule.
With the row of round manhole covers protruding high in the middle of a narrow alley, placing a warning sign will further obstruct traffic. Therefore, while waiting for the asphalt paving contractor to complete the project, residents in the neighborhood should be extremely careful when driving to avoid obstacles on the road surface./.
