Ninh Thuan province leaders said that farmers in the province face challenges such as extreme weather threatening crops, inadequate technical infrastructure for high-tech agricultural production, limited investment resources and mechanisms and policies to attract investment from private enterprises.
After 2 years of focusing on applying high technology, Ninh Thuan's agriculture has achieved comprehensive development in terms of scale, productivity and quality. The shift in the structure of the agricultural sector has taken place in the right direction, with the production value and proportion of agriculture applying science and high technology increasing sharply. Some special products of Ninh Thuan have gradually affirmed their competitive position in the market, built their brands and expanded. In addition, the province has formed a number of large fields and specialized areas serving the processing industry, as well as high-tech agricultural production areas.
Currently, the value of high-tech agricultural production in Ninh Thuan is estimated at about 938 million VND/ha, high-tech melon and grape production, reaching more than 1.2 billion VND/ha/year. The People's Committee of Ninh Thuan province recognized 3 production areas that meet the criteria of high-tech agricultural areas. The area of high-tech agricultural production currently reaches 565 hectares, of which 4 enterprises are recognized as high-tech enterprises.
According to Mr. Dang Kim Cuong, Director of the Department of Agriculture and Rural Development of Ninh Thuan, during the implementation period, the value of high-tech agricultural production in Ninh Thuan increased by an average of 32.31% per year, contributing to the province's agricultural production ratio in 2023 being 13.16%.
Among the achievements of high-tech agriculture in Ninh Thuan, the development of the province into a center for high-quality shrimp seed production in the country is a notable point. Currently, there are 27 shrimp seed production enterprises applying high technology, all of which ensure adequate production conditions and disease safety. Mr. Dang Kim Cuong pointed out that, over the past many years, Ninh Thuan has actively implemented policies to support agricultural and rural development, as well as policies to attract and encourage businesses to invest in this field and promote production linkages and technological innovation such as: Program to support businesses in science and technology, support businesses and organizations to become high-tech agricultural enterprises; thereby, actively contributing to the development of large-scale production models, linkage models between businesses, cooperatives and farming households, from production to processing and consumption according to the value chain.
Support policies have created favorable conditions for cooperatives and households to invest in water-saving irrigation models, safe production according to VietGAP standards and high-tech applications. The attraction of these policies is demonstrated by the fact that Thai An Grape Cooperative seeks capital from banks to invest in high-tech grape growing. However, to attract capital from banks, it is necessary to have support from the province through the announcement of Thai An grape growing areas, helping banks have a basis for disbursement. This makes it easier for farmers to have capital to plan growing areas and expand the area in accordance with the province's planning.
Notably, GC Food Group is a typical example of taking advantage of the province's preferential policies to expand investment in the high-tech agricultural sector. The group's aloe vera products are used by large enterprises such as Vinamilk and TH Truemilk to produce soft drinks and cosmetics. GC Food Group also received an investment license for a beverage factory in Thanh Hai Industrial Park in 2023 to expand aloe vera product processing activities.
Some experts say that despite many achievements, Ninh Thuan also faces many difficulties and challenges. Specifically, the province's high-tech agricultural models are not yet synchronized and the production scale is still small, resulting in low competition. Investment resources in high-tech agricultural production are also limited, and the linkage between production and processing has not really achieved outstanding results. This makes the development of high-tech agriculture in Ninh Thuan not attract many investors, and there are still many issues that need to be solved for sustainable development.
According to Mr. Nguyen Minh Tin, Deputy General Director of GC Food Group, this unit is focusing on rejuvenating aloe vera varieties using tissue culture technology to solve the problem of soft rot disease on aloe vera plants in Ninh Thuan. The Group is investing in research and deploying Invitro tissue culture technology to create new, high-quality and disease-resistant aloe vera varieties. The Group currently owns a tissue culture room with an area of about 200 m2, producing hundreds of thousands of seedlings each month, to meet the demand for raw materials for aloe vera product processing factories. At the same time, the Group proposes to expand the area of aloe vera raw material areas to ensure a stable supply for production.
Dr. Phan Cong Kien, Deputy Director of Nha Ho Cotton Research and Agricultural Development Institute, said that the unit has developed a high-tech grape growing process, including growing in greenhouses with nylon roofs, water-saving irrigation systems and automatic climate control. Currently, the institute is selecting and testing a number of new grape varieties for expanded production.
Director of the Department of Agriculture and Rural Development Dang Kim Cuong said that the department is coordinating with the Nha Ho Cotton Research and Agricultural Development Institute and related units to select and test new grape varieties, aiming to contribute to the goal of restructuring the agricultural sector.
In the coming time, Ninh Thuan will continue to focus on training human resources, transferring new technologies and organizing training courses to improve agricultural production efficiency in the context of growing digital trade. At the same time, the province will focus on expanding the consumption market and exporting local agricultural products. In addition, the province will focus on developing science and technology in crop innovation, while promoting the application of new production models, processes and new crop varieties through programs and projects.
