Urban development scenarios for Phu Yen

In the coming period, Phu Yen will focus on mobilizing resources and promoting investment attraction to upgrade existing urban areas and develop new urban areas, in line with the Provincial Urban Development Program and the National Urban Classification Plan.

Rapid urbanization rate

According to the Department of Construction of Phu Yen province, the province currently has 9 urban areas, including Tuy Hoa City (Type II urban area); Song Cau town (Type III urban area); Dong Hoa town (Type IV urban area) directly under the province; along with 6 Type V urban areas: La Hai town (Dong Xuan district), Hai Rieng town (Song Hinh district), Cung Son town (Son Hoa district), Phu Hoa town (Phu Hoa district), Phu Thu town (Tay Hoa district) and Chi Thanh town (Tuy An district).

Over the years, Phu Yen's urbanization rate has been quite rapid, in sync with the province's socio -economic development. While the urbanization rate for the entire province was only 20.54% in 2005 and 31.2% in 2015, it reached 41.5% in 2022.

Mr. Tran Xuan Tuc, Director of the Department of Construction of Phu Yen province, said: "The urbanization rate of Phu Yen province has been increasing gradually over the years. This demonstrates the attractiveness and development potential of the province's urban areas in the context of the high-speed urbanization of the South Central Coast region."

By 2030, Phu Yen province will have 18 urban areas, including one Type I urban area (Tuy Hoa City); one Type II urban area (Song Cau City); one Type III urban area (Dong Hoa town); six Type IV urban areas (Cung Son, Phu Thu, Tuy An, La Hai, Hai Rieng, Phu Hoa); and nine Type V urban areas (Tan Lap, Son Long, Son Thanh Dong, Hoa Tri, Xuan Phuoc, Xuan Lanh, Tra Ke - Son Hoi, Hoa My Dong, Phong Nien). Among these, Tuy Hoa City will be the core urban area and the comprehensive driving force of the entire province; Song Cau City will be the sub-regional center in the north of the province and a tourism city for the region.

According to experts, the urban network of Phu Yen province is currently relatively well-distributed and suitable to the natural characteristics and living habits of the people. In particular, urban areas are developing in accordance with their existing potential and advantages, and the general orientation of the provincial planning, forming urban development axes along National Highway 1A, including Song Cau - Chi Thanh - Tuy Hoa - Dong Hoa; along National Highway 25, including Tuy Hoa - Phu Hoa - Cung Son; and along National Highway 29, including Dong Hoa - Phu Thu - Hai Rieng.

It is known that in the Phu Yen Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister, the urban development goal of Phu Yen is to build a chain of coastal urban areas by 2030, basically becoming a province with a developed, dynamic and diversified economy, and a province in the upper group of provinces with high middle income nationwide.

The plan also outlines the development strategy for Phu Yen's urban system. This involves developing and distributing urban areas rationally throughout the province, creating balanced and harmonious development across regions. The focus is on efficient and economical land use, with urban development oriented towards green, smart, and distinctive growth, ensuring sustainable development. Each urban area will become a center and driving force for socio-economic development, science and technology, education and training, innovation, and entrepreneurship for each district, region, and the entire province. The goal is to achieve an urbanization rate of approximately 50% in Phu Yen by 2030.

“In the future, the areas surrounding Tuy Hoa City to the west (Phu Hoa urban area, Phong Nien urban area), the northern urban areas (Chi Thanh urban area, Song Cau urban area), and the southern urban area (Dong Hoa urban area) will continue to be invested in and upgraded to become satellite cities supporting Tuy Hoa city, serving the socio-economic development of the locality, creating connections for the development of tourism, industry, trade and services... associated with the marine economy. To achieve the above-mentioned goals, the province will strive to focus resources on investing in social and technical infrastructure for neighboring urban areas to connect the synchronized urban infrastructure system between Tuy Hoa city and surrounding urban areas. At the same time, we will call for investment in all sectors to develop urban areas in particular and the province in general,” Mr. Tran Xuan Tuc said.

Focus on mobilizing resources and attracting investment.

Currently, Phu Yen is considered to have a rapid rate of urbanization, especially the central city of Tuy Hoa. Besides the province's sound development policies, the role of investors is also a contributing factor in stimulating and promoting the development of the urban system through investment projects.

In recent years, Phu Yen has seen many new urban infrastructure projects from several major investors such as TNR, APEC, Vingroup, and Dat Xanh Mien Trung…

According to the Phu Yen Provincial Department of Construction, there are currently 11 housing development projects underway in the province. Nine of these projects are located in Tuy Hoa City, including: Nam Hung Vuong Social Housing (393 townhouses); Commercial and service area and shophouses on Hung Vuong Boulevard, Ward 7 (72 townhouses); The Light Phu Yen mixed-use building (176 apartments); Housing area east of Hung Vuong Street (58 townhouses); Mixed-use complex at 77-79 Nguyen Du; Housing area at Lot No. 1, east of Hung Vuong Street (112 townhouses); Housing area at Lot No. 2, east of Hung Vuong Street (120 townhouses); High-end mixed-use housing area south of N3 road, Hung Vuong Street (64 townhouses); Housing area at Lot No. 3, east of Hung Vuong Street (94 townhouses).

Two other projects located outside Tuy Hoa City include the Hoa Vinh Market Street Residential Area in Dong Hoa District (387 terraced houses) and the Bac Luc Khau New Urban Area (Area A) in Song Cau Town (466 plots of land for townhouses and villas).

In addition, there are 4 projects currently undergoing investment procedures, including the residential area west of Le Duan Street, An Phu commune (Tuy Hoa City); the high-end mixed-use housing area on the land north of N3 Street, Hung Vuong Street (Tuy Hoa City); the high-end mixed-use housing area at 296 Tran Hung Dao Street, Ward 6 (Tuy Hoa City); and the Anh Duong New Urban Area (Tuy An district).

According to the Phu Yen Provincial Housing Development Plan for the period 2021-2025, the province has 559 projects. Of these, 513 are commercial housing projects, urban areas, residential complexes, enclosed residential areas, and residential area infrastructure projects; 18 are social housing projects; and 28 are resettlement housing projects (land allocation for households to build their own houses).

The total land area required for housing construction during the above period is over 796 hectares, with a total housing development capital of over 77,300 billion VND for the 2021-2025 period.

According to Mr. Le Tan Ho, Vice Chairman of the People's Committee of Phu Yen province, in the Phu Yen Provincial Planning for the period 2021-2030, with a vision to 2050, which was recently approved by the Prime Minister, the urban system of Phu Yen will be divided into three main development hubs.

This includes the coastal urban development hub comprising Tuy Hoa City expanding to the south (coastal city, provincial regional center), Song Cau town, Tuy An town, and development in conjunction with the North Van Phong area (Khanh Hoa province).

The mountainous urban development hub includes La Hai town, Xuan Lanh town, Xuan Phuoc town (Dong Xuan district); Cung Son town - the central urban area of ​​the sub-region, Son Long town - the ecological urban area of ​​the Van Hoa plateau, Tra Ke - Son Hoi town (Son Hoa district); Hai Rieng town, Tan Lap town (Song Hinh district); developing connections with the Central Highlands region (Gia Lai, Dak Lak).

The urban development hub in the semi-mountainous area includes Phu Hoa town, Phong Nien urban area, Hoa Tri urban area (Phu Hoa district); Phu Thu town, Son Thanh Dong urban area, Hoa My Dong urban area (Tay Hoa district).

According to Mr. Le Tan Ho, in order to realize urban development goals, in the coming time, Phu Yen province will mobilize resources to prioritize investment in forming a chain of coastal urban areas with the center being Tuy Hoa City expanding to the south.

“During the period 2021-2030, Phu Yen will focus on mobilizing resources to upgrade existing urban areas and develop new urban areas in accordance with the Provincial Urban Development Program for the period 2021-2025 and up to 2030, as well as in accordance with the approved National Urban Classification Plan for the period 2021-2030,” Mr. Ho said.
