Motorcycle and scooter emissions testing to begin June 30, 2026.

The Ministry of Agriculture and Environment has issued Circular No. 92/2025/TT-BNNMT stipulating the National Technical Standard on exhaust emissions from motorcycles and mopeds participating in road traffic, effective from June 30, 2026.

Motorcycle and scooter emissions testing must be carried out by certified emissions testing facilities that meet the requirements for road traffic safety and order.

Based on the functions and tasks assigned by the Government, the Ministry of Construction will organize the implementation of exhaust emission testing for motorcycles and mopeds participating in road traffic in accordance with the law.

According to statistics from the Vietnam Register (Ministry of Construction), there are currently more than 70 million motorcycles and scooters nationwide, while it is estimated that approximately 5,000 qualified facilities are needed to meet the demand for exhaust emission testing.

The Ministry of Construction is finalizing a draft decree amending and supplementing several articles of Government Decree 166/2024, which regulates the conditions for conducting motor vehicle inspection services; the organization and operation of vehicle inspection facilities; and the service life of motor vehicles. The draft proposes relaxing the business conditions for motorcycle and moped exhaust emission inspection services to facilitate the participation of organizations and individuals.

The draft proposal suggests amending the requirements for fixed motorcycle and scooter emission testing facilities to require a minimum area of ​​only 10 m2, corresponding to one emission testing device, instead of the current regulation of 15 m2.

This proposal is based on the results of testing and reassessing the minimum area that can be required for a motorcycle and scooter emission testing facility; reducing the minimum area requirement to 10 m2 is deemed appropriate.

According to the drafting agency, this regulation is also intended to encourage organizations and individuals, especially small-scale motorcycle and scooter repair and maintenance facilities, to participate in providing motorcycle and scooter emission testing services.

The draft also stipulates that vehicle inspection facilities authorized to conduct and issue emission inspection certificates for motorcycles and mopeds must meet the following conditions: the emission measuring equipment must have emission inspection management software, and there must be a separate area for motorcycle and moped emission inspection.

Circular No. 92/2025/TT-BNNMT also clarifies that, if necessary, the method for measuring exhaust emissions from motorcycles and mopeds participating in road traffic shall be carried out according to the national technical standard on exhaust emission measurement methods issued by the Ministry of Construction.

In fact, immediately after the emission standards are implemented on June 30, 2026, starting from July 1, 2026, Hanoi will pilot low-emission zones in several wards within Ring Road 1, such as Hai Ba Trung, Cua Nam, Hoan Kiem, O Cho Dua, Van Mieu - Quoc Tu Giam, Ba Dinh, Giang Vo, Ngoc Ha, and Tay Ho.

In low-emission zones, gasoline-powered motorcycles and scooters will be banned from circulation at certain times or in specific areas; ride-hailing vehicles will also not be allowed to operate. For cars that do not meet emission standard level 4, the city will restrict and eventually ban them from these areas at specific times or on specific routes.

The implementation of numerous regulations on emission control and low-emission zones not only helps identify areas where polluting vehicles are restricted, reducing air pollution, but also decreases the number of vehicles that do not meet emission standards and cause environmental pollution.
