Mr. LE QUANG TU DO, Director of the Department of Radio, Television and Electronic Information, Ministry of Information and Communications: Cross-border platforms must comply with Vietnamese law.
In recent times, the Ministry of Information and Communications has coordinated with relevant ministries and branches to organize meetings many times, and issued documents resolutely requesting TikTok and other cross-border platforms such as Facebook and YouTube to proactively prevent and remove violating information; at the same time, develop tools and techniques to scan, detect and handle violating information. However, social networking platforms such as TikTok use algorithms that have "evaded" the toolkit so that it cannot automatically scan and detect violations, making it difficult to handle violations. With the huge amount of information produced every day on social networking platforms such as TikTok, if social networks do not respond and do not cooperate to proactively and thoroughly block and filter, blocking and removing violating content will be ineffective.
The Ministry of Information and Communications will synchronously deploy legal, economic, technical, diplomatic , and communication solutions to require cross-border platforms such as TikTok to comply with Vietnamese law. Specifically, it will organize an interdisciplinary inspection team to comprehensively inspect TikTok's operations in Vietnam; coordinate with relevant ministries and branches to comprehensively assess the impact and influence of TikTok on the community, especially young people; improve the effectiveness of the scanning tool; develop a communication plan to promote and form healthy online cultural behavior trends...
Dr. NGUYEN VAN TUONG, Faculty of Education , University of Social Sciences and Humanities, Ho Chi Minh City: Teaching skills to interact with social networks
Every social network has two sides, good and bad, not just TikTok. Limiting the negative aspects is always a regular task of the management level, it is necessary to perfect the legal system related to online platforms. In particular, it is important to emphasize the age allowed to access and use social networking platforms.
In addition to the media management agencies having strict monitoring and handling mechanisms and policies, it is also important to proactively provide knowledge, skills and appropriate attitudes when using social networks for young people. Along with legal policies, there should be educational programs on skills to interact with social networks. Educating and equipping the young generation with skills to receive, analyze and evaluate information when using social networking platforms is best taught and equipped from high school onwards.
And most importantly, each social network user must be alert and have the skills to classify information. Users always have the right to refuse to receive or report harmful content to the social network platform management system for intervention.
Mr. VU NGOC SON, Cybersecurity expert, Vietnam National Cybersecurity Technology Joint Stock Company (NCS): TikTok must be controlled
It is not new in the world that online platforms violate the laws of the host country and are then forced to adjust to provide services, or even banned. This is also a form of protecting national sovereignty in cyberspace. I support controlling TikTok because this platform is generating a lot of bad, toxic, offensive content or fake news that can harm users if not controlled promptly.
On the service provider side, it is necessary to apply technical measures to detect and prevent content that violates Vietnamese law.
Here, artificial intelligence (AI) can be applied to analyze images, sounds, titles, and comments, thereby detecting content that needs to be removed. On the part of state management agencies, technology can be applied to post-check and detect clips with toxic content and many views to report to service providers for handling. On the part of users, especially young people, it is necessary to be aware of the risk of addiction of these platforms, and to have appropriate time frames and reasonable durations for viewing and entertainment on TikTok. It is best to set usage time configurations, avoid watching too much time, affecting the level of concentration with other activities in life, especially avoiding affecting study and work.
Mr. TRAN VIET DUONG, Owner of TikTok channel @duonggiaothong: Channel creators must aim for good content.
Ever since I created my TikTok channel, I have determined that my channel must focus on clean, positive and inspiring content for young people. In the process of building channel content, I also follow many different channels with cheerful and healthy content to learn and take that as a lesson for myself. In fact, although I have carefully studied TikTok's community standards, I cannot avoid some videos that are warned. From those cases, I try to avoid using copyrighted music or taking actions that can be dangerous when participating in traffic such as filming while driving, not wearing a helmet even when riding a bicycle...
In my opinion, the most important thing is that the channel creator needs to have a heart towards good content and to maintain this, the support of followers is very necessary. Of course, those who create clean content will sometimes feel disadvantaged because they do not attract many viewers and followers. But I believe that is only a small part because many TikTok channel creators do not focus on benefits, they are always willing to share clean content.
Singer DOAN TRUONG: Separating artists so TikTok can no longer make money
Artists themselves must know how to protect themselves and their families from Tiktokers, YouTubers or Streamers. I think artists need to “shield” their image when appearing at funerals and weddings. Do not stop to interact and exchange, give interviews to Tiktokers and YouTubers in public places. Do not watch nonsense channels, do not be fooled by sensational headlines or shocking cover images and click to watch, wasting time and being confused by fake information.
As long as everyone agrees to limit and be aware, these channels will never reach enough views and have no money. In addition, you should not rush to spread, propagate, do not click the follow, like, share buttons on these channels. Organizers and operators of funerals, weddings, openings, charities... need to have a careful plan, arrangement and prevention to limit the scope of activities and operations of Tiktokers and YouTubers. Just separate the artists and Tiktokers and YouTubers will have no way to make money.
