Recorded at Dong Mai Industrial Park and Hai Yen Industrial Park, the average total amount of industrial wastewater generated at these two industrial parks is 165,000m3 and 378,000m3/year, respectively. Currently, both industrial parks have wastewater treatment and monitoring systems operating continuously 24/7. All wastewater is collected and treated through a centralized system before being discharged into the environment. The results of periodic monitoring and automatic monitoring at both industrial parks in 2024 show that no wastewater samples exceed the permitted standards according to QCDP 3:2020/QN. The discharge stations are equipped with automatic monitoring systems, directly connected to environmental management agencies, helping to ensure transparency and timely detection and handling of incidents.
Mr. Hoang Xuan Hung, Deputy Director of Viglacera Infrastructure Development Investment Company, the investor of the two industrial parks, said: “To control environmental pollution to the maximum, environmental incident prevention and response work is also focused on. The unit coordinates with local authorities and secondary enterprises in the area to develop specific plans, arrange on-site forces, and regularly organize training and drills. Thanks to that, the environmental quality in Dong Mai and Hai Yen industrial parks is maintained stably, contributing to building a green and clean production space.”
By the end of 2024, the province had 8 industrial parks in operation. All of them have invested in technical infrastructure to meet environmental protection requirements according to regulations, reaching 100%. The total amount of wastewater generated at 8 industrial parks in 2024 is about 30,073m³/day and night, collected and treated to meet Column B - QCVN 40:2011/BTNMT standards and local technical regulations before discharge. All industrial parks have installed automatic wastewater monitoring systems, transmitting data to the Department of Agriculture and Environment and the Ministry of Agriculture and Environment for monitoring and supervision.
The infrastructure of the industrial parks has completed a centralized wastewater treatment plant with a total capacity of 71,400m³/day and night. The treated wastewater all meets standards before being discharged into the environment. At the same time, 173 secondary projects operating in the industrial parks strictly implement environmental regulations, such as preparing environmental impact assessment reports, environmental licenses; signing contracts for solid waste and hazardous waste treatment; ensuring wastewater connections according to standards. 100% of the industrial parks have issued environmental protection regulations, assigned specialized staff, and implemented a periodic reporting regime.
Not only industrial parks, the industrial cluster system in the province has also gradually improved environmental protection work. Currently, the province has 11 industrial clusters, of which 4 have come into operation. All have technical infrastructure meeting the requirements of the Law on Environmental Protection, increasing the number of industrial clusters meeting standards by 1 cluster compared to the time before the law took effect. In 2024, the total amount of wastewater generated at the 4 industrial clusters is about 346.3m³/day and night, all of which are treated to meet standards. Secondary units in the industrial clusters also comply with environmental laws and treat waste in accordance with contracts with infrastructure investors.
In fact, domestic and industrial wastewater treatment projects find it difficult to attract investors due to large investment rates, low treatment costs, and long construction periods. The renovation of drainage systems in existing residential areas is complicated and costly, so it is not attractive to businesses. In many areas, drainage systems built many years ago have degraded, are prone to cracking, leaking, and causing ineffective wastewater collection...
To overcome this situation, the province has proposed that the Ministry of Construction soon issue unit prices for drainage and wastewater treatment services to attract investment projects. At the same time, it proposes to develop a Law on Water Supply and Drainage to enhance management efficiency. Completing support mechanisms and policies will help attract private capital to participate in the field of centralized wastewater collection and treatment; creating a synchronous and long-term legal corridor for environmental protection in industrial parks and industrial clusters.
