Inspection and post-inspection of medical examination and treatment facilities.

On June 3rd, the Department of Medical Examination and Treatment Management (Ministry of Health) issued a document to the Departments of Health in provinces and centrally-administered cities, requesting them to strengthen inspections and post-inspections of medical examination and treatment facilities.

The official document states: According to information from several media outlets, newspapers, and citizens, recently in various provinces and cities, there have been instances of some medical examination and treatment facilities operating without licenses; operating outside the scope of their licensed expertise; and advertising and publishing information about medical examination and treatment services in violation of the law.

To ensure the legitimate rights and interests of citizens in accessing and using medical examination and treatment services; and to promptly detect, prevent, correct, and strictly handle violations of the law, the Department of Medical Examination and Treatment Management requests the Departments of Health in provinces and cities to strengthen inspections and post-inspections of medical examination and treatment facilities that have been granted operating licenses by competent authorities.

Inspection and post-inspection activities focus on the following areas: Issuance of Certificates of Professional Practice; Certificates of Completion of Practical Training; Professional Practice Certificates/Licenses for practitioners at medical examination and treatment facilities; conditions stipulated in Article 49, Clause 2, and Article 52 of the Law on Medical Examination and Treatment 2023; implementation of new techniques and methods in medical examination and treatment that have not been licensed by the competent authority; advertising content that is inaccurate or exceeds the scope of expertise licensed by the competent authority...

The Department of Medical Examination and Treatment Management proposes strict handling in accordance with current laws if violations are discovered after inspection and post-inspection; requires medical examination and treatment facilities to immediately rectify any shortcomings and violations that have been discovered; monitors and urges the implementation of conclusions and recommendations for handling and reports the results of implementation as prescribed.

Provincial and city health departments should accelerate digital transformation in the management of medical and pharmaceutical practices in their areas; and continue to require medical examination and treatment facilities and practitioners under their management to promptly update data to the National Management System for Medical Practice and Examination and Treatment Activities according to the guidance of the Ministry of Health (if data has not yet been updated).

In addition, strengthen the dissemination, guidance, and training on current legal regulations regarding medical examination and treatment for medical facilities, practitioners, and the public within the managed area. Simultaneously, promote the public disclosure of information channels for receiving feedback and suggestions from the public, such as hotlines, email addresses, online portals, or other appropriate forms, in order to promptly receive information about signs of violations; verify, clarify, and strictly handle reported cases in accordance with the law.
