Previously, on January 31, 2024, the People's Committee of Phu Quoc City issued Administrative Sanction Decision No. 353/QD-XPHC against Mr. Le Trong Dai (born in 1982, residing in Ho Chi Minh City).

According to the penalty decision, Mr. Dai committed an administrative violation: converting land designated for perennial crops to non- agricultural land for production and business (commercial and service land) in an urban area with an area of ​​461.3 m² without permission from the competent state authority at land parcels No. 423, 424, 426, map sheet No. 122, located in group 3B, neighborhood 1, Duong Dong ward (Phu Quoc city).

Currently, 18 foundations for columns and reinforced concrete slabs have been built on the land, covering a construction area of ​​461.3m².

Specifically, the construction project on the three plots of land for which the Department of Natural Resources and Environment of Kien Giang province issued land use right certificates on May 18, 2018, with Mr. Mai Van Son and Ms. Tran Thanh Thuy as the registered owners, was subsequently transferred to Mr. Le Trong Dai's name by the City Land Registration Office Branch on January 11, 2024.

Accordingly, Mr. Dai was fined 14.5 million VND and ordered to restore the land to its original condition before the violation for an area of ​​461.3m² at plots No. 423, 424, 426, map sheet No. 122, belonging to group 3B, neighborhood 1, Duong Dong ward, according to the survey and inspection report dated January 22, 2024, of the People's Committee of Duong Dong ward, as stipulated in point a, clause 4, Article 11 of Decree No. 91/2019/NĐ-CP.

In addition, Mr. Le Trong Dai is required to return the illegal profits obtained from converting land used for perennial crops to non-agricultural land (commercial and service land) in urban areas, amounting to 3,776,316 VND, as stipulated in point c, clause 4, Article 11 of Decree No. 91/2019/ND-CP.

However, to this day, Mr. Dai continues to violate the law, brazenly constructing illegal structures, despite being ordered to cease such actions by the competent authorities.

According to observations by a reporter from Nguoi Dua Tin , this illegal construction project is nearing completion. The road leading to the construction site is also being widened to facilitate the transportation of construction materials by heavy machinery.

Speaking with reporters, the leader of Duong Dong ward said that the authorities are advising the competent agencies to thoroughly address the illegal construction. The ward committee has drawn up a report, reminded and warned the landowner not to continue the violation, but the people still disregarded the law and continued to build illegally, even at night.

At the same time, local authorities have been compiling documents to handle this illegal construction in accordance with the law.
