Vice Chairman of the An Giang Provincial People's Committee Ngo Cong Thuc emphasized that the five important coastal zoning plans for the Phu Quoc Special Economic Zone absolutely comply with the general plan approved by the Prime Minister , from the nature and indicators of land use, population to architectural and landscape space… The overarching principle is development without sacrificing the environment, green development, preserving public spaces for the people, and giving absolute priority to clean energy. The plans require the use of renewable energy, especially solar energy, for service facilities, golf courses, and technical infrastructure. Phu Quoc will not only be beautiful in its landscape but also smart and green in its operation.

Accordingly, the zoning plan for Bai Sao (An Thoi), covering over 436 hectares, is positioned as a mixed-use tourism urban area with an open structure. This area is not only intended for high-end eco-resorts and water sports but also for community spaces. Exploiting the advantages of the beautiful beach must go hand in hand with respecting the overall island planning; strict control is needed to avoid coastal "urbanization," and land use and tourism housing indicators must be carefully reviewed to ensure sustainability. Simultaneously, the width of the beach park, the number and location of public access points to the beach must be specified so that residents can benefit from nature fairly.

Next, with a planned area of over 2,326 hectares, Bai Truong (Sub-zone 2) is considered the main mixed-use urban and tourism center of Phu Quoc, integrating commercial services, entertainment, and resettlement. The Bai Truong planning must protect and develop a continuous coastal park strip and a system of public spaces. Planning here must not exceed the permitted population and building height limits, while also incorporating public transportation, social housing, and parking solutions to alleviate pressure on infrastructure.

For Ong Lang Beach - Cua Can (Sub-zone 2), with the largest area among the approved sub-zones at over 4,431 hectares, the orientation is to become the urban and eco-tourism center in the northern part of the island. The harmonious connection between forest, river, and sea in this area is a crucial factor. The development plan ensures ecological standards, increases the proportion of green space, sets back buildings along rivers and coastlines; connects green infrastructure, forms a continuous network of open spaces, and directly connects with the protective forest and natural landscape viewpoints.

Regarding the planning for the eastern coastal area, over 1,673.8 hectares will be designated as a service and tourism zone, ecological resort, and marine sports area of the island, creating a coastal landscape axis and open spaces connected to the protective forest, clearly defining restricted construction zones to protect the ecological corridor.

In addition, the planning for the northwestern coastal area, covering over 1,171 hectares, is designed with the characteristics and functions of a tourism service area; high-end resorts, entertainment, golf courses, casinos, water sports, and traditional craft village tours. The plan avoids the trend of coastal concrete development, strictly controls density, building height, and scale along the coastline; and applies solar energy for lighting, erosion control, and climate change adaptation.

The assessment and guidance of the five coastal zoning plans for Phu Quoc are of strategic importance, helping to shape a modern urban and tourism landscape, control sustainable development, and create a foundation for Phu Quoc to become a high-end international tourism and service center. The comprehensive planning will make Phu Quoc attractive to international investors, creating high-end resorts and services; each zoning area will become a tourism highlight, contributing to making Phu Quoc a true "pearl island" in Southeast Asia.

According to Ngo Cong Thuc, Vice Chairman of the People's Committee of An Giang province, the province has requested relevant departments, agencies, the Phu Quoc Special Economic Zone, and the consulting unit to urgently complete the dossier so that the Provincial Appraisal Council can give its final opinion, ensuring it meets the conditions for submission to the competent authority for approval. Once the dossier is completed and appraised, the plan will have a solid legal basis, preventing spontaneous or overlapping development. A clear planning dossier will build confidence among businesses, especially international corporations, in exploring investment opportunities in Phu Quoc. This will shape the face of the Pearl Island, creating distinctive coastal areas and elevating Phu Quoc into a high-end tourism and service center, promoting sustainable development, balancing economic exploitation with nature conservation, and enhancing the international standing of Phu Quoc.
