Over the past four days in Phnom Penh, with a busy schedule, the first official visit of National Assembly Chairman Tran Thanh Man, leading a high-level delegation of the Party and State of Vietnam to the Kingdom of Cambodia, and attending the 12th Plenary Session of the International Conference of Asian Political Parties (ICAPP) and the 11th Plenary Session of the International Parliamentary Assembly for Tolerance and Peace (IPTP 11), has yielded many important results.

The visit is of great significance, affirming the foreign policy of the 13th Party Congress, which gives high priority to the "good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability" with Cambodia, demonstrating the trust and close ties between the high-level leaders of the two countries, as well as between the Chairman of the Vietnamese National Assembly and the high-level leaders of Cambodia.

At the Cambodian National Assembly headquarters, adorned with flags and flowers, a large number of representatives from the leadership of the National Assembly agencies and members of the Cambodian National Assembly were present. Presiding over the solemn welcoming ceremony for National Assembly Chairman Tran Thanh Man and the high-level delegation of the Vietnamese Party and State, Cambodian National Assembly Chairman Samdech Khuon Sudary respectfully invited the Vietnamese National Assembly Chairman to review the Honor Guard. Immediately afterwards, the two National Assembly leaders and their official members held talks, discussing many important issues.

On the very first day of their visit, dignitaries from both countries attended the inauguration ceremony of the Cambodian National Assembly building – a gift from the Communist Party of Vietnam, the State, and the people of Vietnam. This is a symbolic project of the traditional solidarity and friendship between Vietnam and Cambodia, presented by the Party, State, and people of Vietnam to the Party, State, and people of Cambodia during the State visit of General Secretary Nguyen Phu Trong to the Kingdom of Cambodia in July 2017, and construction began in December 2021.

Speaking at the inauguration ceremony, the Speaker of the Cambodian National Assembly expressed her deepest gratitude to the Party, State, and people of fraternal Vietnam for their support and assistance in the construction of this very meaningful project. She stated that this new administrative building complements and meets the practical needs of the Cambodian National Assembly, contributing to the need for governance reform, human resource development, a digital parliament, and improved operational efficiency of the Cambodian National Assembly for many years to come.

Samdech Techo Hun Sen and the leaders of the Kingdom of Cambodia warmly welcomed and highly appreciated the significance of the first State visit to Cambodia by National Assembly Chairman Tran Thanh Man in his new capacity; affirming that the National Assembly Chairman's visit contributes to further strengthening the friendly and close relationship between the two countries.

Joining the delegation and speaking with reporters, Deputy Prime Minister Ho Duc Phoc said that Vietnamese businesses investing in Cambodia have achieved very positive results recently. Bilateral import and export turnover is increasing steadily. The Cambodian market is very promising, with products such as cashew nuts, rubber, and minerals...

The Cambodian government has also addressed issues related to tax mechanisms, including the retention of corporate income tax, and mechanisms to facilitate the construction of housing for workers in factories and industrial zones. Regarding many specific issues, the Deputy Prime Minister stated that the governments of the two countries will continue to exchange views and work together to reach an agreement and create favorable conditions for Vietnamese businesses to invest in Cambodia.

Assessing the results of the working trip, according to Vu Hai Ha, Chairman of the National Assembly's Foreign Affairs Committee, in all high-level contacts between the two sides, Cambodian leaders highly appreciated Vietnam's development. It is encouraging that in recent times, the trade turnover between the two countries has achieved remarkable growth. Vietnam will be Cambodia's third largest trading partner, after China and the United States. This shows that Cambodia considers Vietnam a very important market with over one hundred million people and enormous potential for cooperation.

The leaders of the two countries particularly emphasized the historical significance and value of Vietnam-Cambodia relations and unanimously agreed on the need to promote innovation and diversification of propaganda and education methods so that the people of both countries, especially the younger generation, understand and correctly perceive the traditional friendship, solidarity, and comprehensive cooperation between the two Parties, two countries, and two peoples, and resolutely prevent hostile forces from distorting and dividing the Vietnam-Cambodia friendship.

During their time in beautiful Cambodia, international delegates and tourists easily encountered graceful young women performing the apsara dance beside peaceful ancient temples along the Mekong River. According to legend, apsara are cloud and water fairies in folk tales. The Cambodian people revere apsara as the Goddess of Prosperity.

The Apsara dance, the dove of peace, and the Romdoul flower, the national flower of the Kingdom of Cambodia, were impressively stylized on banners, posters, and in the grand hall of the international conference, which attracted hundreds of delegates from political parties from 49 Asian countries, other continents, and regional and international organizations.

In recent days, the Chairman of the National Assembly of our country has delivered important speeches affirming Vietnam's consistent stance in supporting the efforts of international and regional organizations in creating an environment of peace, security, and stability in the region.

Yesterday morning, the 11th Conference of the International Parliamentary Assembly for Tolerance and Peace (IPTP 11) took place at a luxurious hotel on the banks of the Mekong River. Speaking before nearly 200 delegates, including parliamentary leaders, parliamentarians from countries and regional and international parliamentary organizations from 58 member parliaments and guest parliaments and partners, including 11 Speakers and Vice-Speakers of Parliaments, the Secretary-General of the IPU, the Secretary-General of ASEAN, the Secretary-General of AIPA..., National Assembly Chairman Tran Thanh Man emphasized: Vietnam is a peace-loving nation with a tradition of tolerance, humanity, and harmony.

"Having gone through many wars for national independence and reunification, Vietnam especially cherishes the values of peace, stability, and friendship so that every citizen can enjoy independence, freedom, prosperity, and happiness...". With that spirit, the Chairman of the National Assembly expressed confidence that the Parliament and its members will play an active role and have an important voice in promoting the rule of law, building trust and mutual respect, and jointly finding sustainable peaceful solutions to regional disputes as well as pressing global challenges today.
