Determined to achieve growth targets
On the afternoon of October 10, at the plenary session of the first conference "Vietnam Private Economic Panorama" (ViPEL 2025), Prime Minister Pham Minh Chinh emphasized that the private economy not only contributes to promoting growth and mobilizing huge resources but also ensures social security, and is an important force contributing to the cause of defending the Fatherland and developing the country.
Looking back on the nearly 40 years of renovation, the Prime Minister analyzed that Vietnam's economy has made remarkable progress based on three fundamental pillars: eliminating the subsidized bureaucratic mechanism, developing a multi-sector economy with a focus on the private economic sector, and proactively integrating deeply into the international community.
These orientations have brought about great results, making agriculture a solid foundation to help the country escape poverty and become an agricultural export powerhouse. Along with that, science and technology and foreign investment capital have created an important driving force, helping Vietnam surpass the middle-income threshold.
The Prime Minister affirmed that the next phase will be a new chapter, with digital transformation, innovation and science and technology as strategic levers. This is the path for Vietnam to rise to the group of developed, high-income countries, affirming its position and national pride in the international arena.

Faced with the difficulties and challenges of the third quarter, when the country had to endure "storm after storm, flood after flood", the head of the Government still showed a resolute spirit: "With high determination, great efforts, the spirit of Party direction, Government unity, National Assembly consensus, business accompaniment, people support, and the country's expectation, we only have to work, not retreat."
Regarding the economic growth target for the whole year, the Prime Minister said that if there are no major fluctuations, with high resilience and breakthroughs, economic growth can reach over 8%. "Talking must go hand in hand with action, if you can't do what you say, it's better not to talk," the Prime Minister stated.
The call for "3 pioneers, 2 strong"
At the event, Prime Minister Pham Minh Chinh sent a specific call to action to the business community, encapsulated in the formula "3 pioneers, 2 strengths and one consistent goal":
In particular, pioneering the realization of two "hundred-year goals" by 2030, Vietnam becomes a developing country with modern technology and high average income; and by 2045, becoming a developed country with high income. Pioneering in the patriotic emulation movement, with the goal that each enterprise and entrepreneur will have a new product that can be "weighed, measured, and counted" each year, contributing to making the country strong and prosperous. Pioneering in implementing social justice and security, so that no one is left behind on the path of development.
"2 strong", including: growing strong by surpassing oneself, overcoming one's limits to enter science and technology, innovation, green development, digital development, contributing to the formation of a circular and sustainable economy. Growing strong in international integration, ready to compete equally, fairly and effectively participate in the global value chain, diversifying markets, products and supply chains.
Regarding the consistent goal, the Prime Minister affirmed that the private economy is an important driving force of the national economy, and needs to be harmoniously and effectively combined with the State economy to move the country forward.
“I hope that businesses and entrepreneurs will be united, disciplined, creative and develop sustainably, not only enriching themselves but also enriching the country and the people,” the Prime Minister emphasized.
At the end of his speech, the Prime Minister sent the conference 20 words, as a guideline for action: "Constructive State - Pioneering Entrepreneurs - Public and Private Partnership - Strong Country - Happy People".
