Industrial promotion activities are being implemented with increasing effectiveness.
According to Mr. Nguyen Dinh Thang, Deputy Director of the Hanoi Department of Industry and Trade, in more than 10 years of implementing industrial promotion activities under Decree No. 45/2012/ND-CP on industrial promotion, the Department of Industry and Trade of Hanoi has achieved a number of outstanding results, such as: organizing 625 vocational training and skills upgrading classes for nearly 22,000 rural workers, and 16 vocational training and skills transfer classes for 800 workers in the northern mountainous provinces.
The project involved building demonstration models, investing in equipment upgrades, and applying advanced and modern machinery to production for 120 rural industrial establishments; supporting cleaner production assessments for 260 industrial production facilities and enterprises; and organizing 157 training courses to improve management skills, business administration, design, import/export, sales management, financial management, etc., for over 17,000 leaders and managers of businesses and establishments.
The city's industrial promotion program also supports the development of typical rural industrial products through the organization of 21 fairs and 5 exhibitions of handicrafts and rural industrial products, with over 7,300 booths from more than 3,000 establishments and businesses; and supports over 300 establishments in participating in domestic fairs and exhibitions with over 600 booths.

" Industrial promotion activities, with partial funding support from the State budget, have encouraged many businesses and rural industrial establishments to boldly invest in implementing measures to boost and develop their production and business activities," Mr. Thang commented .
Flexibility to overcome new challenges
Besides the achievements, the leaders of the Hanoi Department of Industry and Trade also stated that during the implementation of industrial promotion activities, the Hanoi Department of Industry and Trade also encountered some difficulties that need to be resolved.
In particular, Decree No. 45/2012/ND-CP, issued a long time ago, has some provisions that are outdated compared to practical implementation. Implementing industrial promotion programs at the commune and district levels still faces many difficulties related to geography, transportation, and human resources. The mechanisms and policies for the program are still inadequate and do not meet the requirements of businesses and rural industrial establishments.
Furthermore, some production facilities have limited capacity, low access to science and technology, low productivity and quality, low digital transformation, low trade connectivity, and low product design and packaging innovation. Their product lifecycles are slow to change, and information on market demand, especially export markets, is limited, making production and business operations difficult. Meanwhile, funding support is insufficient, and many facilities are hesitant to participate in industrial promotion activities.
With 10 years of experience in implementing and successfully carrying out industrial promotion activities, Mr. Thang said that the city has drawn valuable lessons and solutions to help improve the effectiveness of project implementation.
Specifically, the development of industrial promotion programs, plans, projects, and tasks must be specifically assigned and delegated to agencies and units within the locality for the implementation of industrial promotion activities. The Department of Industry and Trade is the agency assisting the People's Committee in performing the state management function regarding industrial promotion; the Center for Industrial Promotion and Industrial Development Consulting is a public service unit under the Department of Industry and Trade responsible for implementing industrial promotion activities.
Integrate the content of existing projects, programs, and plans, such as: Developing a Creative Design Center, introducing, promoting, and selling OCOP products and traditional craft villages associated with tourism, the One Commune One Product Program, etc.
Strengthen leadership and guidance at all levels, sectors, and social organizations in directing, coordinating, and implementing industrial promotion activities. Enhance the role and responsibility of agencies and units organizing and implementing industrial promotion activities; regularly inspect and monitor the implementation of the program to ensure it targets the right beneficiaries, achieves the right objectives, and complies with the law and regulations of the city.
Annually, the plan for implementing the industrial promotion program is issued, closely aligned with the needs of rural industrial enterprises and the budget allocation. Proactive proposals and recommendations are made to adjust the industrial promotion plan for each period and year, in accordance with relevant policies and the actual situation, in compliance with regulations, thereby improving the program's effectiveness; prioritizing new initiatives with significant ripple effects and impacts on rural industrial development.
Regularly review, develop, supplement, and revise the city's mechanisms and policies in the field of industrial promotion; ensure that the selection of beneficiary enterprises and establishments is transparent, targets the right beneficiaries, complies with regulations, and fosters connections with the business community and rural industrial establishments.
Diversify forms of information and communication so that rural industrial establishments can grasp and actively participate in the program. Strengthen the application of mobile platforms, smart information technology, and e-commerce in promoting and introducing products.
