Thai Thuy's economy: Creating momentum for a breakthrough.

In 2025, the final year of implementing the Resolution of the 16th District Party Congress, the socio-economic landscape of Thai Thuy continues to record many bright spots. The economy experienced remarkable growth in the first quarter, and the economic structure shifted strongly and in the right direction, creating momentum for breakthroughs in the coming years.

In the first quarter of 2025, the total production value of Thai Thuy district is estimated to reach over 8,600 billion VND, an increase of 10.65% compared to the same period in 2024.

Impressive growth, industry leading the way.

In the overall economic development picture of Thai Binh province in the first quarter of 2025, Thai Thuy district continues to affirm its position with double-digit growth, providing a solid foundation for breakthrough development goals in 2025. According to the report of the District People's Committee, in the first quarter of 2025, the total production value of the district is estimated to reach over 8,600 billion VND, an increase of 10.65% compared to the same period last year. This is a positive sign, reflecting the strong development of the economy. Specifically, the value of agricultural, forestry, and fisheries production is estimated at over 1,180 billion VND, an increase of 0.45%; industry, handicrafts, and basic construction are estimated at over 5,770 billion VND, an increase of 13.58%; and trade and services are estimated at over 1,600 billion VND, an increase of 8.8% compared to the same period. Furthermore, financial and budgetary management has been carried out strictly and effectively since the beginning of the year. Total state budget revenue is estimated at over 580 billion VND, equivalent to 26.3% of the provincial budget estimate. Total local budget revenue is estimated at over 536 billion VND, equivalent to 29.6% of the provincial budget estimate. This is a favorable momentum for Thai Thuy district to continue maintaining double-digit growth, aiming to transform and "reach out to the wider world".

Mr. Do Phuc Hau, Deputy Head of the District's Economic, Infrastructure and Urban Development Department, stated: In recent years, the district's industrial production value has averaged an estimated increase of 22.85% per year. The district has planned 10 industrial parks with a total area of ​​3,622.5 hectares and 7 industrial clusters with a total area of ​​381.2 hectares. Notably, the Lien Ha Thai Industrial Park has attracted more than 30 investors with a total registered capital of over 1.5 billion USD. In early March 2025, the VSIP Thai Binh Industrial Park project commenced construction with a scale of 333.4 hectares and a total investment of over 4,932 billion VND. This project will not only create more than 30,000 jobs for local people but also significantly contribute to the shift in the district's economic structure from agriculture to industry and services. Taking advantage of its potential and strengths, the district has proposed to the Provincial People's Committee the establishment of 3 new industrial clusters. Specifically, the Thai Do Industrial Cluster is planned on an area of ​​53.1 hectares in Thai Do commune, with a total infrastructure investment of nearly 580 billion VND; the Thai Giang Industrial Cluster has a scale of 75 hectares in Thai Giang commune, with a total investment of approximately 846 billion VND; and the Thuy Ninh Industrial Cluster is planned on 75 hectares in Thuy Ninh commune, with an estimated total infrastructure investment of 870 billion VND. These projects are expected to attract many FDI enterprises, create jobs for local workers, and contribute to economic growth.

Mr. Do Tien Sy, Secretary of the Party Committee of Thuy Ninh commune, said: "When the Provincial People's Committee approved the Thuy Ninh Industrial Cluster project, the local government and people were very happy and excited. The project is expected to create momentum to promote socio-economic development, open up many job opportunities, increase income, and improve the lives of the people. The commune government is committed to closely coordinating with all levels and sectors to ensure the project is implemented on schedule, effectively, and in a sustainable manner. The formation of the industrial cluster will contribute to shifting the economic structure and bring a new look to the model new rural commune."

Land clearance creates momentum for breakthroughs.

Identifying land clearance as a breakthrough step, paving the way for key projects to be implemented on schedule, and creating a solid foundation for socio-economic development. When land clearance bottlenecks are removed, investment capital flows are unlocked, infrastructure is completed, thereby promoting sustainable economic growth. Therefore, Thai Thuy district is focusing intensely on land clearance. Notably, in recent times, the district has completed land clearance on more than 1,145 hectares and relocated approximately 4,000 graves to implement important projects such as the Lien Ha Thai Industrial Park, the new National Highway 37, planned roads No. 2 and No. 5, and the coastal road.

For the VSIP Thai Binh industrial park project, land clearance has reached approximately 90%, creating favorable conditions for commencement and attracting investment. In the first quarter of 2025, the district approved 42 land clearance plans, recovering over 238 hectares, with a total compensation and support cost exceeding 573 billion VND. Currently, projects such as the CT.08 expressway, the Thai Binh LNG thermal power plant, and the ammonia plant are being accelerated in land clearance to attract investment and promote economic growth. The district has mobilized the entire political system, coordinating closely with communes, towns, and specialized agencies to resolve difficulties and obstacles during implementation. Public awareness campaigns have been intensified to ensure people understand the significance and importance of the projects, thereby gaining their consent to hand over the land. Mr. Dinh Ba Luong, Chairman of the Son Ha Commune People's Committee, said: The CT.08 expressway project passing through Son Ha commune requires land clearance of over 43 hectares. To carry out land clearance, the commune has closely coordinated with the District People's Committee and the Land Fund Development Center to implement steps to determine land ownership and population, and to arrange resettlement areas for affected households. To date, the commune has completed the planning for 1.1 hectares of residential land in Kim Thanh village and 1.5 hectares of land for expanding the cemetery in Nam Hung Tay village. With the motto "close to the people, serving the people," the local government has promptly disseminated information, mobilized support, and resolved difficulties, creating high consensus among the people and ensuring land clearance is completed on schedule.

Regarding the Thai Binh LNG Thermal Power Plant project, the people of Thai Do commune have shown high consensus and are ready to welcome and support the project. Mr. Ta Ngoc Khoi, Chairman of the Thai Do Commune People's Committee, stated: In implementing the land clearance for the Thai Binh LNG Thermal Power Plant project, the commune government has closely coordinated with relevant agencies, completing the review of all agricultural and aquaculture land belonging to 287 households, and sending land acquisition notices to each household. Currently, over 95% of the people have voluntarily handed over their land for clearance ahead of schedule. The high level of consensus from the people is a crucial factor, creating favorable conditions for the project to commence on schedule, contributing to the socio-economic development of the locality. Hopefully, Thai Do will be an attractive destination for investors in the future.

According to Mr. Mai Tien Trinh, Director of the District Land Development Center: The Center has completed land clearance for over 600 hectares in the Lien Ha Thai Industrial Park. Currently, the Center is focusing on land clearance for the VSIP Thai Binh Industrial Park project, with the conversion of land and residential land expected to be completed in 2025. For roads No. 1 and No. 2, land clearance is underway for 0.36 km involving 9 households. Simultaneously accelerating the land clearance progress for the CT.08 project, the Center is coordinating with the Vietnam National Coal and Chemical Industry Corporation (Vinacomin) to review, determine compensation and support prices, and inventory assets on the land for the Ammonia Production Plant project, covering 19.6 hectares with a total investment of nearly 6,500 billion VND. With the spirit of "clear responsibilities, clear tasks, clear accountability, and clear completion time," the Center strives to complete land clearance according to the set plan.

Continuing the growth momentum

Striving for double-digit growth, the ultimate goal is to improve the material and spiritual lives of the people. Alongside the restructuring and merger of provincial and commune-level administrative units and the organization of a two-tiered local government system, Thai Thuy district focuses on socio-economic development, concentrating on achieving double-digit growth. According to the leaders of the Thai Thuy District People's Committee, building on the economic growth momentum, the district will continue to strengthen and promote unity within the political system; closely coordinate with the business community and the people to successfully achieve the set goals and tasks; focus on improving the investment environment and attracting businesses to industrial parks and clusters; and create all favorable conditions for the development of production and business. At the same time, it will effectively implement Resolution No. 10-NQ/TU of the Provincial Party Committee on land clearance; accelerate administrative reform; and enhance the sense of responsibility of cadres, civil servants, and employees. Emphasis is placed on inspection, supervision, and handling of complaints and denunciations to create a stable environment for development. In implementing the restructuring and merger of provincial and commune-level administrative units and the organization of the two-tiered local government system, the district continues to ensure that cadres, Party members, civil servants, and the people have absolute trust and confidence in their work, ensuring regular and continuous operation without affecting citizens and businesses. Cadres, Party members, civil servants, and workers affected by the restructuring and streamlining process are encouraged to uphold a sense of responsibility, be pioneers and role models, strictly comply with organizational assignments, and be ready to sacrifice personal interests for the common development of their homeland and country. Agencies, units, and localities continue to improve administrative reform, promptly resolving applications for citizens and businesses, and avoiding delays. At the same time, strengthen land management and promptly handle land violations in accordance with the law. Implement social welfare policies effectively and improve people's living standards.

The Thuy Son industrial cluster is a bright spot attracting FDI investment in Thai Thuy district.
