Having lived in Pa U for many years, Mr. Vang Hu Cho, Vice Chairman of the People's Committee of the commune, understands the changes and difficulties that the La Hu people are facing. Mr. Cho shared: “Compared to the past, the lives of the people have changed significantly, and their awareness has also improved noticeably. However, the commune still faces many difficulties and therefore needs the attention of all levels and sectors. Recently, the Provincial Party Standing Committee issued Resolution No. 15-NQ/TU, which is very practical. The people hope that the resolution will create more momentum for economic development and improve their living standards.”

Mr. Lo A Cong from Nam Suong village (Hua Bum commune) happily shared: “We are very happy and hopeful about the new resolution. Certainly, all levels and sectors will pay more attention to supporting the provision of seedlings and livestock, and providing technical guidance to help the La Hu and Mang ethnic groups develop production and gradually increase their income; and children will be able to study in more adequate and modern conditions.”

To ensure the resolution's effectiveness, local authorities in areas inhabited by the Mang and La Hu ethnic groups are continuing to promote and encourage people to focus on economic development, diversify crop and livestock structures to suit local conditions, and gradually apply science and technology to production to increase income and improve living standards. At the same time, they are strengthening the dissemination of policies supporting production development, creating conditions for people to access capital, technology, and economic development orientations suitable for each locality.

Furthermore, efforts will be made to encourage ethnic minorities to change their perceptions, gradually eliminate outdated customs, reduce child marriage and consanguineous marriage; raise awareness of healthcare, maintain environmental hygiene, build a civilized lifestyle, and create conditions for children to attend school, limiting the rate of school dropout. Emphasis will be placed on leveraging the role of village elders, community leaders, and influential figures to act as a bridge for disseminating information and mobilizing the people. This will foster consensus among the people, raise awareness, and inspire a proactive spirit to develop the economy, build a stable life, and gradually achieve socio-economic development goals in the Mang and La Hu ethnic minority areas.

With its specific content and objectives, Resolution No. 15-NQ/TU will certainly create new momentum and bring about comprehensive changes in the Mang and La Hu ethnic minority areas of the border province of Lai Chau .
