- Given the complex developments of foot-and-mouth disease (FMD) in several countries, especially China, which recorded its first cases of FMD type SAT1 infection in cattle in early April 2026, the specialized agencies and communes/wards in the province are proactively implementing many measures to prevent the risk of disease spread.

Foot-and-mouth disease (FMD) is a dangerous infectious disease in livestock, capable of rapid spread, widespread transmission, and causing severe damage to the livestock industry. According to experts, the FMD virus has 7 serotypes: O, A, C, Asial, SAT1, SAT2, and SAT3. In Vietnam, 3 serotypes have been recorded so far: O, A, and Asial.
Foot-and-mouth disease virus (FMD) type SAT1 is primarily circulating in Africa, but has recently appeared outside this region. Specifically, in early April 2026, China recorded over 200 cases in cattle for the first time. Notably, there is currently no vaccine available for the SAT1 type.
In response to this situation, the Provincial People's Committee issued a directive instructing relevant departments, agencies, and units, as well as the People's Committees of communes and wards, to implement measures to prevent the entry of FMD virus type SAT1 into the area.
Accordingly, the Department of Agriculture and Environment (DARD) has directed specialized units to proactively implement measures to prevent the spread of Foot-and-Mouth Disease virus (FMD) type SAT1. Mr. Tran Van Ngan, Deputy Director of the Provincial Agricultural Extension Center, stated: "The most important measure is close monitoring, early detection, and prevention of the risk of infection in the area. The Center has assigned staff to regularly monitor the disease situation in the area; coordinated efforts to promote awareness about the dangers of the disease and prevention and control measures. At the same time, we are strengthening inspections of vaccination work and sanitation and disinfection of the livestock environment in the communes to limit the risk of disease outbreaks."
In addition, from May 13th to 19th, the Department of Agriculture and Environment established inspection teams to review the implementation of measures to prevent the spread of Foot-and-Mouth Disease (FMD) type SAT1 and the vaccination of livestock in several communes across the province. The inspections focused on the dissemination and implementation of directives, disease surveillance in livestock, and the development and implementation of response plans for FMD, particularly for the SAT1 type. Through these inspections, the communes demonstrated proactive implementation of disease prevention and control measures.
In addition, authorities are strengthening coordination to strictly control the transportation of animals and animal products across borders and on transportation routes to prevent the trade and transportation of livestock of unknown origin.
In border communes, propaganda efforts have also been intensified to raise awareness of disease prevention among livestock farmers. Mr. Hoang Trung Dung, Vice Chairman of the People's Committee of Khuat Xa commune, said: To proactively prevent and control disease outbreaks, the commune has directed the specialized department to coordinate with villages to review the number of livestock, and directly disseminate information to people, especially livestock farmers near the border area, about measures to prevent and control FMD virus type SAT1.
The commune has provided 105 liters of disinfectant to all 21 villages for spraying to disinfect livestock pens and the surrounding environment; and coordinated with relevant authorities to strengthen inspection and control of livestock transportation and trading through the area.
With the involvement of specialized agencies and local authorities, livestock farmers have proactively implemented measures to protect their herds. Ms. Vi Thi Dang, from Khon Say village, Tan Doan commune, said: "My family currently has 3 cows and 8 pigs. Upon hearing about the new disease outbreak, my family has paid even more attention to cleaning the barns, regularly disinfecting, fully vaccinating the animals against various diseases, and increasing their nutritional intake to boost their immunity."
Although no outbreaks of Foot-and-Mouth Disease (FMD) type SAT1 have been recorded in the province to date, given the existing risk from the border area, proactively implementing preventive measures early and from afar is considered an important solution to protect livestock and minimize losses for farmers.
