The 25th session of the 16th Provincial People's Council approved the reorganization of the apparatus in the spirit of Resolution No. 18-NQ/TW of the Central Committee.

On the afternoon of January 21, 2025, the People's Council of Lao Cai province, term XVI, 2021 - 2026, held the 25th session (session to resolve arising work) to promptly complete the organizational arrangement according to Resolution No. 18.

Speaking at the opening of the session, comrade Vu Xuan Cuong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The 25th session of the 16th term Lao Cai Provincial People's Council is the first session of 2025 and the 16th session to resolve arising work in the 2021-2026 term, organized by the Provincial People's Council according to the Law. Attending the session were comrade Trinh Xuan Truong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Standing Committee of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, Fatherland Front Committee, National Assembly Delegation of Lao Cai province; delegates of the People's Council; leaders of departments, branches and sectors of the province.

At the 16th session to resolve arising work, the People's Council of Lao Cai province carried out the arrangement of the apparatus organization in the spirit of Resolution No. 18-NQ/TW of the Central Committee, accordingly, Lao Cai province passed the Resolution on the arrangement of the apparatus organization and merger, dissolution of villages and residential groups in Sa Pa town and Lao Cai city; adjusted the assignment of civil servant staff quotas in 2025 when implementing the arrangement and consolidation of the apparatus organization of provincial agencies.

Delegates voted to pass the Resolution.

The delegates of the Provincial People's Council focused on discussing and contributing many profound, enthusiastic and responsible opinions. The meeting reached a high consensus and voted to pass the Resolution on establishing departments and branches on the basis of consolidation in the spirit of Resolution No. 18-NQ/TW of the Central Committee on reorganizing and streamlining the apparatus, including:

1. Resolution on the establishment of the Department of Home Affairs of Lao Cai province on the basis of merging the Department of Home Affairs with the Department of Labor, War Invalids and Social Affairs.

2. Resolution on the establishment of Lao Cai Provincial Department of Finance on the basis of merging the Department of Finance with the Department of Planning and Investment.

3. Resolution on the establishment of the Department of Science and Technology of Lao Cai province on the basis of merging the Department of Science and Technology with the Department of Information and Communications.

4. Resolution on the establishment of the Department of Culture, Sports and Tourism of Lao Cai province on the basis of merging the Department of Culture, Sports and Tourism with the Department of Tourism.

5. Resolution on the establishment of the Department of Ethnic Minorities and Religions of Lao Cai province on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the state management apparatus on religion from the Department of Home Affairs.

6. Resolution on the establishment of the Department of Construction of Lao Cai province on the basis of merging the Department of Construction with the Department of Transport.

7. Resolution on the establishment of the Department of Agriculture and Environment of Lao Cai province on the basis of merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment.

8. Resolution on the arrangement and consolidation of the organizational structure of the Office of the National Assembly Delegation and the Provincial People's Council.

9. Resolution on establishment, merger and dissolution of villages and residential groups in Sa Pa town and Lao Cai city, Lao Cai province.
