In the context of promoting administrative reform and streamlining the state apparatus, Decree No. 154/2025/ND-CP of the Government has just been issued, opening a new chapter in the policy of streamlining the payroll. With breakthrough adjustments, this Decree not only overcomes the limitations of the previous policy of streamlining the payroll but also lays the foundation for a more effective, fair and humane payroll streamlining mechanism.

How will these changes affect the staff, civil servants and public employees? How can agencies and units effectively implement these new regulations? Let's find out the outstanding innovations of this important Decree.

1. Expanding the scope of application

The new Decree has added the Vietnam Fatherland Front to the list of organizations subject to staff streamlining, and at the same time expanded the scope of application to contract workers who enjoy the same benefits as civil servants. In particular, the Decree for the first time includes the criteria for streamlining for cadres, civil servants and public employees with a total of 200 days or more of sick leave in a year, reflecting attention to special cases in practice.

2. Enhance support mode

One of the most prominent features of Decree 154/2025/ND-CP is the increase in the early retirement allowance from 3 months' salary to 5 months' salary for each year of early retirement. This is a significant level of support, creating motivation for officials and civil servants to proactively participate in streamlining the payroll. In addition, the new Decree adds the right to reserve social insurance payment time or receive social insurance in one lump sum, helping employees feel more secure when deciding to quit their jobs.

3. Detailed and transparent regulations

Decree 154/2025/ND-CP has overcome many limitations of Decree 29/2023/ND-CP by providing clearer and more detailed regulations on support policies for non-professional workers. Specifically, the Decree classifies support levels according to working time, ensuring fairness and suitability for each subject. At the same time, the Decree also clearly stipulates the funding source for implementation, avoiding overlap or lack of transparency in the implementation process.

4. Ensure the principle of fairness

By applying the principle of "one highest policy", Decree 154/2025/ND-CP has effectively prevented the exploitation of overlapping policies to enjoy multiple benefits. This not only ensures fairness for employees but also contributes to improving the effectiveness of state management in streamlining the payroll.

Cases that are being considered for simplification under the old Decree but have not been resolved will be applied according to the new regulations, ensuring continuous benefits for employees.

Decree 154/2025/ND-CP clearly demonstrates the superiority and comprehensive innovation in the policy of streamlining the payroll. With strong reforms in the scope of application, support regime and management mechanism, this Decree is expected to make an important contribution to improving the efficiency of the civil service apparatus, while better ensuring the rights of employees.
