On the morning of August 20, 2025, the Working Group of the Ministry of Home Affairs, led by Ms. Nguyen Thi Chinh, Head of the Department of Document and Archive Management, Department of State Records and Archives, worked with the Department of Home Affairs of Lao Cai province on document and archive work after the reorganization of the apparatus and operation of the 2-level local government; working with the Working Group were representatives of the leaders of the Department of Home Affairs, Department of Science and Technology, Office of the Provincial People's Committee, and Provincial Historical Archives Center.

In the working program, the Working Group of the Ministry of Home Affairs listened to reports and exchanged professional work on state management of documents, archives and the situation of document digitization in the past time in the province. The Working Group inspected and assessed the current status of paper documents and the ability to meet the requirements of warehouses, equipment for safe storage of paper documents, digital documents and archive databases of the locality, the conditions to ensure the reception of digitization software and digital archives of Lao Cai province. From the characteristics and actual conditions of human resources and physical facilities of each locality, the Working Group had specific instructions on the direction, development of management plans and handling of professional work on documents and document databases before, during and after the implementation of arrangement and merger of provincial-level administrative units and reorganization of commune-level administrative units; professional work on statistics, packaging, sealing, handing over documents, zoning data on the system; Measures to ensure the safety of archived documents, information security and minimize impacts and disruptions to management and service activities for people/businesses.

To continue to effectively implement the work of documents and archives in the province, the representative of the Department of Home Affairs requested the Department of State Records and Archives, the Ministry of Home Affairs to continue to pay attention to providing professional guidance, transferring technology in using digital software, digital archives to better implement the state management of documents and archives in the province in the coming time./.
