Laying the foundation for a new government
Speaking at the opening of the session, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The first session of the 19th Provincial People's Council took place in a very important context, right on the first working day of Tuyen Quang province after the merger with Ha Giang province. This is the first session of the Provincial People's Council after the merger, with the task of perfecting the organizational structure of the Provincial People's Council, Provincial People's Committee and specialized agencies, ensuring that the local government operates stably and effectively, serving the people in the spirit of innovation and development.

Comrade Nguyen Van Son affirmed: The contents approved at the first session are the foundation and legal basis of utmost importance. Based on the functions, tasks and powers of the Provincial People's Council and the Provincial People's Council delegates stipulated in the Constitution and laws, inheriting the experiences and achievements of the People's Councils of previous terms, the Tuyen Quang Provincial People's Council formed on the basis of merging the Tuyen Quang Provincial People's Council and the Ha Giang Provincial People's Council needs to have a deeper understanding of the trust and expectations of voters, fully identifying the difficulties and advantages in the new development stage of the country and the new province after the merger.

At the meeting, delegates were informed of the number and list of delegates of the Provincial People's Council for the 2021-2026 term. Accordingly, the 19th Provincial People's Council for the 2021-2026 term has 100 delegates (of which, the Ha Giang Provincial People's Council delegates before the merger had 48 delegates, the Tuyen Quang Provincial People's Council delegates before the merger had 52 delegates); the Chairmen, Vice Chairmen, and Heads of the Provincial People's Council Committees introduced themselves at the meeting; the Standing Committee members of the Provincial Party Committee presented flowers to congratulate the Chairman and Vice Chairmen of the Provincial People's Committee.

The meeting also discussed and approved 4 resolutions on the establishment of Committees of the Provincial People's Council; resolution promulgating the Working Regulations of the 19th Provincial People's Council, term 2021 - 2026; resolution on the Plan to organize regular sessions in 2025 of the 19th Provincial People's Council; resolution on the establishment of specialized agencies under the Provincial People's Committee.

The meeting announced the resolutions of the Standing Committee of the Provincial People's Council on: Approving the number and list of Deputy Heads and Members of the Committees of the Provincial People's Council for the 2021-2026 term; appointing members of the Provincial People's Committee for the 2021-2026 term; establishing the Provincial People's Council Delegation and assigning the Heads and Deputy Heads of the Provincial People's Council Delegation; announcing the Decision of the Standing Committee of the Provincial People's Council to appoint the Chief of Office, Deputy Chiefs of Office of the National Assembly Delegation and the Provincial People's Council.
Serving the People Better and More Practically
Speaking at the meeting, Provincial Party Secretary Hau A Lenh emphasized: this is a meeting of special historical significance, marking the beginning of a new development period after the two provinces of Tuyen Quang and Ha Giang merged into a unified administrative unit - realizing the Party's major policy on streamlining the apparatus, expanding development space, building a strong, effective and efficient two-level government, serving the people better and better, for the goal of rapid and sustainable development.

Comrade Secretary of the Provincial Party Committee Hau A Lenh requested that, in the new context with wider development space, greater room and resources, but at the same time facing a larger workload, higher levels of decentralization and delegation, and the requirement to serve the people better and more closely to reality, the Provincial People's Council, Provincial People's Committee and all levels and sectors urgently complete the organizational structure, personnel, and working regulations. At the same time, clearly assign tasks, ensure connectivity, synchronization and conformity with the two-level government model; continue to consolidate and improve the quality of the organization, advisory and support apparatus, and improve the capacity of the Provincial People's Council delegates to meet the requirements of the tasks in the new period.
The Provincial Party Secretary requested that the People's Council, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council and each delegate continue to strongly promote the supervisory role, focusing on supervising the arrangement of administrative units ; continue to grasp the ideological situation of cadres, civil servants, public employees, workers and people during the arrangement process; and resolve the regime and policies for cadres, civil servants, public employees, workers and people affected.

Provincial Party Secretary Hau A Lenh requested that the provincial People's Council delegates be close to the people, closely follow the grassroots, listen to and grasp the legitimate thoughts and aspirations of the people to promptly reflect and make recommendations to the authorities, truly represent the will and aspirations of the people, contributing to strengthening the people's trust in the Party, State and local authorities.
The Provincial Party Secretary noted that the amount of work to be done from now until the end of 2025 is very large; the requirements for leadership and direction in implementing the tasks of socio-economic development, ensuring national defense and security, building the Party and the political system after merging administrative units must be continuous, synchronous, comprehensive and smooth. Party committees, party organizations, agencies, units and localities need to uphold the spirit of responsibility, solidarity, effort, creativity, determination, effectively overcome difficulties and obstacles to successfully implement the set targets and tasks.
Comrade Secretary of the Provincial Party Committee Hau A Lenh affirmed that the merger is a great journey, inevitably facing difficulties and challenges, but more than ever, it is necessary to promote the spirit of "dare to think, dare to do, dare to take responsibility for the common good". He believes that with the glorious revolutionary tradition, with the spirit of solidarity, innovation and the desire for development, the Party Committee, government and people of Tuyen Quang province will overcome all difficulties, successfully carry out the assigned political tasks, and bring the province to rapid and sustainable development.

A solid start after provincial merger
In his closing speech, Chairman of the Provincial People's Council Nguyen Van Son affirmed: After a working session of urgency, seriousness, democracy and full of responsibility, the first session of the 19th Provincial People's Council has completed all the contents and programs set out and achieved great success. He emphasized that the session has important political significance, for the first time organizing the provincial local government according to the unified model; the Provincial People's Council has completed the organization of the apparatus, resolved many important contents as a basis for the new government apparatus to operate stably and effectively, meeting the requirements of socio-economic development tasks, maintaining national defense and security and taking care of people's lives.
On behalf of the Standing Committee of the Provincial People's Council, he congratulated the comrades who have just been elected to hold key leadership positions in the provincial government apparatus, the Provincial People's Council Committees, specialized agencies under the Provincial People's Committee and the Office of the National Assembly Delegation and the Provincial People's Council. That trust is an honor, and at the same time a great responsibility before the Party Committee, the government and the people of all ethnic groups in the province. He expressed his belief that the newly-reformed leadership team will uphold the spirit of responsibility, dedication and effort for the benefit of the people, contributing to the sustainable development of the province.

He suggested that immediately after the meeting, the Provincial People's Committee and relevant agencies and units urgently implement the resolutions approved by the Provincial People's Council, develop specific plans, organize synchronous and effective implementation, promptly resolve issues arising in the process of operating the new apparatus, ensure that the apparatus of local administrative agencies operates continuously, without interruption, without leaving vacant areas and creating high consensus in society.
Regarding the activities of the Provincial People's Council, he emphasized the need to continue to innovate working methods, improve the quality of supervision activities, increase contact, listen to and reflect the thoughts and aspirations of voters, and promote the role of the local state power agency.
The Chairman of the Provincial People's Council believes in the bright future of the nation, believes that Tuyen Quang province will successfully complete the goal of becoming a fairly developed province in the coming time, where the people have a prosperous and happy life; firmly step with the whole country into the era of modernization, digitalization, greening and sustainable development.
