Substantive and effective cooperation in the 2022-2025 period

According to the Cooperation Agreement for the period 2022 - 2025, Viettel Group has sent experts to coordinate surveys, consult, and support Tuyen Quang province in developing programs, plans, master plans, projects related to e-government, smart cities, and digital transformation. Successfully created and declared 30,000 Elearning online training accounts for community digital transformation teams. Coordinated with the Department of Information and Communications (before the merger) to directly train 1,133 community digital transformation teams focusing on Mysign digital signature services and cashless payments. Added 65,446 broadband internet ports, bringing the total to 229,360 ports, reaching over 84% of villages/residential groups. Broadcasted 50 5G stations and increased the total number of 4G stations to 1,512 stations, ensuring coverage to 91.5% of the province's population. Providing 86 TSLCD lines for video conferencing in some old districts and arranging technical support personnel to ensure smooth service for meetings between the province and the Central Government and with districts/cities and communes. Consulting on the implementation of provincial government cloud computing infrastructure, connecting with the cloud computing platform of the Government and enterprises; reviewing and connecting shared platforms according to Project 06; implementing cashless payments at 38 markets with more than 20,000 participating traders. Cooperation to solve digital transformation problem for Tuyen Quang

Speaking at the signing ceremony, Chairman of the Provincial People's Committee Phan Huy Ngoc stated that in the period of 2022 - 2025, Viettel Group has cooperated with Ha Giang and the former Tuyen Quang provinces to carry out digital transformation and achieved many outstanding results. He also said that the cooperation process between the two sides still has some difficulties, which need to be implemented more effectively in the coming period, such as: Currently, there are still 179 villages in the province that do not have mobile information signals (of which 41 villages in 19 communes do not have national grid electricity); low population density, not enough conditions for infrastructure investment; most communes do not have specialized staff in information technology; Information technology infrastructure at the commune level is not yet synchronous... Chairman of the Provincial People's Committee Phan Huy Ngoc hopes that Viettel Group will support the province to effectively and successfully implement Resolution No. 57-NQ/TW of the Politburo, Resolution No. 71/NQ-CP of the Government and Plan No. 24-KH/TU dated August 11, 2025 of the Provincial Party Committee; maximize the strengths of both sides, mobilize comprehensive resources to support each other to perform well the functions and tasks to improve operational efficiency, contributing to bringing common benefits to the whole society; strengthen cooperation, support and promote research on the application of information technology and digital technology in the construction and development of e-government, digital government, digital economy, and digital society in Tuyen Quang province. With the characteristics of Tuyen Quang province, where over 20% of the population is poor and living in difficult conditions, the Chairman of the Provincial People's Committee requested Viettel Group to pay attention to supporting social security work in the province, including creating favorable conditions for the development of rural transport systems in border communes and remote areas of the province.

Agree on 6 contents of digital transformation cooperation

At the ceremony, the Provincial People's Committee and Viettel Group agreed to sign a Cooperation Agreement for the period 2025 - 2030 with 6 contents, including: Deploying and effectively using shared digital platforms, ensuring unified connection and interconnection between sectors and fields in the digital environment; developing digital infrastructure, digital human resources, digital government, digital society, digital economy. In which, the focus is on Complete the construction and put into operation 114 national and specialized databases, prioritizing key areas such as health, education, land, etc.; ensure connection and authentication with the National Population Database and synchronize with the National Data Center according to Plan No. 02-KH/BCĐTW. Coordinate the implementation of the construction of BTS stations with 4G mobile coverage throughout the province, ensuring that there are no more 4G signal depressions. Introduce related solutions for the province in organizing the Tuyen Quang Provincial Data Center in the direction of applying cloud computing technology, meeting Tier III standards, meeting the province's digital transformation needs and moving towards a data center serving AI development.
