Disciplinary action: Warning issued to the Rector of Hai Phong University.

According to the leaders of the Inspection Committee of the Hai Phong City Party Committee, the Standing Committee of the Hai Phong City Party Committee has met and unanimously agreed to discipline the Standing Committee of the Party Committee of Hai Phong University for the 2020-2025 term with a warning.

Previously, the City Party Committee's Inspection Commission investigated signs of violations by the Party Committee of Hai Phong University and several related party members in the leadership, direction, and organization of the enrollment, training, and awarding of university degrees in English language, part-time study program (second degree), cohort 21 and class K21N.

Hai Phong University has dormitories that violate fire safety regulations, forcing students to evacuate abruptly in the middle of the night to find alternative accommodation.

Considering the content, nature, extent, consequences, and causes of the violations, the Hai Phong Inspection Committee recommends that the Standing Committee of the City Party Committee consider disciplinary action against the Standing Committee of the Party Committee of Hai Phong University for the 2020-2025 term.

At the same time, Hai Phong also decided to impose disciplinary measures within its authority in the form of a warning against Mr. Nguyen Van Kinh, Secretary of the Party Committee for the 2020-2025 term, Chairman of the school board, Mr. Nguyen Hoai Nam, Deputy Secretary of the Party Committee, Principal of the school, and Mr. Doan Quang Manh, Vice Principal.

In addition, Mr. Do Phuong Lam, Party Secretary and Director of the Center for Foreign Languages, Informatics, and Continuing Education, was also disciplined with a warning.

According to the leaders of the Hai Phong City People's Committee, it is likely that the announcement and reorganization of the leadership personnel of Hai Phong University will take place next week.

Delays in issuing diplomas affect the rights of students.

Previously, in 2022, the K21N English Language undergraduate class, part-time study program for a second degree, cohort 21 (referred to as the K21N English Language class), had 65 students enrolled and trained by the Center for Foreign Languages, Informatics and Continuing Education under Hai Phong University.

Hai Phong University is organizing classes at the Hanoi College of Informatics, located at 73 Nguyen Chi Thanh Street, Dong Da District, Hanoi. The entire training program will begin in June 2020 and end in March 2022, with all modules taught online.

By March 2022, class K21N had completed four semesters, passed all tests and graduation exams, and paid all tuition fees to the school. On March 31, 2022, the graduation recognition committee met and recommended awarding diplomas to 52 students who met the requirements.

However, Hai Phong University later announced that the inspection and review process had revealed that the records and documents related to class K21N did not meet the requirements.

Among these irregularities, one student did not have their first university degree and transcript at the time of admission but was still deemed eligible.

Furthermore, during the training process, some course exam papers lacked the signature of the second examiner, some examiners did not clearly state their full names, and some papers even lacked the signature of the invigilator.
