From demanding strict action against officials who evade responsibility to linking the accountability of leaders to implementation results, Plan 232 recently issued by the Da Nang City People's Committee shows that the city wants to tighten public service discipline in the direction of genuine work, genuine inspection, and genuine accountability, instead of stopping at vague slogans.
Notably, this document directly addresses the issues of inertia, avoidance, and shirking of responsibility; it also sets forth a series of specific requirements such as "no vague responses to documents," using work efficiency and citizen satisfaction as criteria for evaluating officials, and strictly dealing with cases of delays and low work quality.
This is not the first time in 2026 that Da Nang has sent a message about tightening administrative discipline and order. Since the beginning of the year, the city has continuously issued many documents to rectify public service responsibilities, viewing administrative reform as an important solution to remove bottlenecks and promote double-digit growth targets.
On March 13th, the Chairman of the Da Nang City People's Committee requested a review, replacement, or transfer of civil servants and public employees who are incompetent, evade responsibility, or work half-heartedly. On April 17th, the City People's Committee further issued Plan No. 42 to achieve the economic growth target for the remaining nine months of 2026.
According to assessments, the city's GRDP is projected to increase by 8.45% in the first quarter of 2026, but several shortcomings remain, such as low public investment disbursement, reaching only about 8%; many projects are behind schedule; and administrative procedures still create difficulties for businesses. Therefore, the city requires departments and agencies to review these "bottlenecks," especially in the areas of public investment, land, and construction; and to rectify the situation of avoidance, shirking responsibility, and unclear responses to issues within their jurisdiction.
Specifically, on May 3rd, the Chairman of the People's Committee of Ho Chi Minh City continued to sign a document "severely criticizing" units for allowing delays in processing administrative procedures. A review on the National Public Service Portal revealed that the rate of delayed applications remains high, affecting the service index for citizens and businesses. Notably, the Department of Agriculture and Environment, the Land Registration Office, and their branches were directly reprimanded for numerous delays. The city requested urgent corrective action to ensure a 99% on-time processing rate by May 2026; simultaneously, it called for accountability reviews of relevant individuals and groups, and the replacement of officials frequently responsible for delays.
Returning to Plan 232, a notable point is that Da Nang not only requires a heightened sense of responsibility but also incorporates public service responsibility into a specific inspection and sanctioning mechanism. The plan requires inspections of at least 30% of subordinate units; strict handling of cases of delays and evasion of responsibility; and "publicly apologizing and immediately rectifying" if actions affect the rights of citizens.
Ultimately, administrative discipline and order are aimed at ensuring smoother workflow, clearer accountability, and alleviating citizens' anxiety about where their files are, who is handling them, and when they will be completed. Of course, there's always a significant gap between written regulations and reality, but Da Nang City's consistent focus on accountability, coupled with inspection, enforcement, and the responsibility of leaders, demonstrates a determination to reform in a substantive and practical manner.
In the context of Da Nang in particular and the whole country in general aiming for double-digit growth, improving the efficiency of administrative reform and tightening public service discipline are becoming crucial conditions for removing bottlenecks in development and creating a more favorable environment for citizens and businesses. This is also a way for people to better feel the spirit of a service-oriented government, where work efficiency and public service responsibility are prioritized.
