Modern educational thinking is self-study, each individual has the right to choose his or her future according to his or her ability. The process of educating people needs to be persistent, long-term and has many difficulties.
The score distribution of the 2025 High School Graduation Exam is shown on the basis of data that has confirmed the above at a satisfactory level, ensuring the goal of confirming the general, basic, foundational level, being classified, and being used for university admission with reliability.
“Classification is the process of identifying and distributing learners into groups with corresponding levels; from there, orienting training, allocating resources and building personalized learning paths. The exam is considered for graduation, the basis for university admission, so classification is mandatory. In terms of management, this solution is economical and effective, as everyone can see.
The 2025 high school graduation exam score distribution ensures the goal of confirming general, basic, and foundational levels, and is used for reliable university admissions.
Prof. Dr. Pham Hong Quang
“We need to put an end to the mindset of absolute scores, which is becoming increasingly outdated in the context of educational globalization. Learning is a process, and exams are just a step of confirmation for individuals,” said Professor Pham Hong Quang.
Answering the question “What does a score mean?”, Professor Pham Hong Quang said: A score is only truly valuable in the context of a specific person with a certain level of academic ability. The high scores of specialized students compared to general students without environmental context will be an inaccurate indicator.
Regional characteristics with very different learning conditions are also factors that need to be considered more broadly in the issue of what is being called "standard".
For example, with the IT exam scores, the top 10 provinces with the highest average scores are the provinces in disadvantaged areas (according to the old place names) such as: Lai Chau, Son La, Gia Lai, Tuyen Quang, Phu Tho, Hoa Binh ... Many disadvantaged provinces have candidates in the top 10 for some subjects. This, according to Professor Pham Hong Quang, demonstrates the efforts in innovating teaching and learning methods of localities, as well as the effectiveness of Circular 29 on extra teaching and learning.
“When considering student admission, some countries consider essays and teacher recommendations to provide additional context for assessment. Assessment cannot be separated from the environment in which that ability is formed, and how.
If the exam is too easy, the score distribution will be “uniform”, the trust of universities will not exist and there will be unfairness for outstanding students. High requirements are the principle in teaching and correctly assessing each student’s ability is a teaching requirement”, Professor Pham Hong Quang further emphasized.
According to Professor Pham Hong Quang , each student, through the learning process and the High School Graduation Exam, self-confirms their own abilities and positions themselves to continue studying or working, or studying and working, according to the appropriate roadmap. Only then will they truly be happy to promote their role in personal development and contribute to society. Educators and society should help them with this.
There needs to be a roadmap for evaluating the 2018 General Education Program and a roadmap for making exam questions from 2026, especially in the new context. In the context of deep international educational integration, both society and experts should not discuss whether the exam questions are "easy or difficult" but together: measure and classify the learners' abilities correctly; from the family, society and school as the pillars.
Talking about the impact of the High School Graduation Exam on teaching methods, Professor Pham Hong Quang highly appreciated the innovation in the way of making questions for Literature. The questions are in the right direction for developing capacity when the learning materials in textbooks are the materials to create educational ideas.
Mobilizing knowledge of history, culture, geography, politics , the breath of life... inspires students during exams and teaching.
Overall assessment, Professor Pham Hong Quang commented: This year's high school graduation exam has achieved educational values, shaping a new trend in general education: basic, foundational with the philosophy of valuing solidity in broad foundational knowledge, helping students have 3 abilities: world view, exploratory thinking and flexible thinking.
