In recent times, many major cities across the country, and Hanoi in particular, have taken steps to demonstrate their determination to overcome difficulties and increase the supply of housing for low-income earners, workers, and other groups with urgent housing needs; however, the reality has not met expectations. Therefore, a strong shift towards developing affordable housing models, in line with the central government's directives, is very correct and appropriate.
The Hanoi Department of Construction has added mechanisms and policies to support investment in high-rise housing to the draft Resolution of the Hanoi People's Council in accordance with the provisions of the 2026 Capital City Law. To ensure the pilot commencement of high-rise housing projects in June 2026, the Department of Construction has proposed important solutions to be implemented simultaneously.
Specifically, the Department of Planning and Architecture will review and propose suitable land plots, prioritizing areas with convenient public transportation connections, proximity to industrial parks and high-tech zones, and areas with a concentration of high-quality workforce. The Department of Finance will select investors according to a special mechanism.
The Department of Agriculture and Environment coordinates the review of eligible public land. The Department of Construction assists in completing design procedures and construction permits. Communes and wards coordinate in reviewing land resources, supporting land clearance, and working alongside investors to implement projects.
During the meeting, the leaders of the Hanoi People's Committee affirmed that Hanoi has been urgently researching and implementing new models in accordance with the directives of the Central Government; in order to soon establish a number of pilot projects on high-rise housing to focus investment, quickly implement, and create a model that can be replicated.
Departments and agencies must urgently review planning and land funds to allocate quotas for social housing in all types of housing development, from social housing and commercial housing to new urban areas.
The city will mobilize both public investment and socialized resources simultaneously. It will study adjusting the proportion of social housing allocated for rent to 20-30%, depending on the real estate project, especially in convenient areas near employment centers or public transportation; these are places with very high demand for rental housing.
City leaders have requested that relevant units immediately implement several key projects before June 15th, including the student housing project in the Phap Van - Tu Hiep area. For socialized projects, the city will review several cleared land areas with suitable planning to convert them into urban areas with social housing, meeting the growing housing needs of the people.
Hanoi's determination to implement high-rise housing projects in June, with clearly assigned tasks and decisive solutions as mentioned above, not only ensures that these projects will be implemented very quickly, but also reflects a shift in urban housing development thinking. This move will certainly help reduce the currently very high real estate prices, fulfilling the central government's directive that "the right to legal housing is a fundamental right of citizens."
