(LĐ online) - On the afternoon of July 15, Lac Duong District Party Committee held a Conference to summarize 10 years of implementing Directive No. 35-CT/TW, dated May 26, 2014 of the Politburo on strengthening the Party's leadership in citizen reception and handling of complaints and denunciations.

The conference was chaired by comrades: Su Thanh Hoai - Secretary of the District Party Committee, Chairman of the District People's Council; Ya Tiong - Standing Deputy Secretary of the District Party Committee; Bui The - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee.
Over the past 10 years, the District Party Committee, the Standing Committee of the District Party Committee, Party committees at all levels, authorities, agencies and units in Lac Duong district have regularly paid attention to leading and directing the serious implementation of the work of receiving citizens and handling complaints and denunciations (KNTC), recommendations and reflections. In particular, focusing on thoroughly grasping and strictly implementing the contents of Directive No. 35-CT/TW dated May 26, 2014 of the Politburo . The work of receiving citizens has had many positive changes, petitions, complaints, denunciations, recommendations and reflections of citizens have been received and processed promptly. The settlement of KNTCs basically ensures the correct authority, content, order, procedures and in accordance with the provisions of law. Thereby, contributing to protecting the interests of the State, the legitimate rights and interests of agencies, organizations and individuals, ensuring political security, social order and safety, limiting the emergence of "hot spots" of KNTCs in the district.

The district has organized 263 propaganda sessions on Directive No. 35-CT/TW, Party documents and State laws related to citizen reception and complaint settlement, attracting 28,727 participants. The Standing Committee of the District Party Committee and the Standing Committee of the District Party Committee have specified directives, programs, plans and documents on citizen reception, complaint settlement and protection of whistleblowers.
Based on the directive documents of the Standing Committee of the District Party Committee, the District People's Committee and Party committees, authorities, and socio-political organizations from the district to the grassroots level, many directive documents have been issued to implement the work of receiving citizens, resolving complaints and denunciations, and protecting whistleblowers. Of which, 89 documents have been issued to lead, direct, specify, and guide the implementation of Directive No. 35-CT/TW on receiving citizens and resolving complaints and denunciations.
The district's functional departments have coordinated to propagate, disseminate and educate the law to create a fundamental change in awareness and improve legal understanding, respect and compliance with the law on complaints and denunciations for cadres, civil servants and people in communes and towns in the district; distribute many legal documents, leaflets and brochures to contribute to preventing and limiting violations of the law on complaints and denunciations, maintaining political security and social order and safety. In the past time, the total number of public receptions (regular and ad hoc) in the whole district was 933 with 1,496 people (of which the district level received 422 with 763 people, the commune level received 511 with 733 people). The total number of complaints, denunciations, recommendations and reflections was 1,746 cases, the district level received 1,110 cases, the commune level received 636 cases, including 133 complaints, 33 denunciations, 1,580 recommendations and reflections. Of which, 108 complaints were under the authority of settlement (94 at the district level, 14 at the commune level); 17 denunciations were under the authority of settlement (13 at the district level, 4 at the commune level). The main contents of reflections and recommendations were land disputes, site clearance compensation and other related recommendations; Complaints related to violations in the performance of assigned duties and responsibilities by cadres, civil servants and public employees; complaints related to complaints about administrative decisions and administrative acts. To date, 100% of complaints and denunciations under its authority have been resolved.
In addition to the achieved results, there are still some difficulties, shortcomings and limitations such as: propaganda and dissemination work to raise awareness and responsibility for implementing the law on receiving citizens and resolving complaints and denunciations is not regular; heads of some Party committees, agencies and localities have not paid due attention to the work of receiving citizens and resolving complaints and denunciations; the quality of complaint settlement by some agencies and units is still limited; coordination between relevant agencies and units in resolving specific cases is sometimes and in some places still not close, the progress of settlement is still slow...
At the conference, delegates exchanged, discussed and presented the results and experiences in implementing Directive No. 35-CT/TW and the Party's guidelines and policies, and the State's laws related to citizen reception and complaint settlement in the past time. At the same time, they proposed new, creative and practical ways to continue effectively implementing Directive No. 35-CT/TW.

Concluding the conference, Comrade Su Thanh Hoai - Secretary of the District Party Committee, Chairman of the District People's Council requested Party committees and authorities at all levels in the district to strengthen leadership and direction in implementing the Party's guidelines, policies and laws of the State, especially the leadership and direction in implementing Directive No. 35-CT/TW, Directive No. 27-CT/TW and Regulation No. 11-QDi/TW of the Politburo on receiving citizens, handling complaints and denunciations and protecting whistleblowers. Thereby, promptly handling complaints and denunciations of the people, ensuring the legitimate rights and interests of the State, organizations and citizens, contributing to stabilizing order and social security in the locality...
