Lai Chau (Vietnam) - Hong Ha (China) cooperate in border management and development

On May 29, in Lai Chau province, a border management conference was held between Lai Chau province (Vietnam) and Hong Ha district (Yunnan province, China) in 2025. The two sides affirmed their determination to effectively implement cooperation agreements, promote infrastructure connectivity, develop the socio-economic development of border areas and strengthen coordination to ensure security and order in border areas.

The meeting was co-chaired by Mr. Kieu Hai Nam, Director of the Department of Foreign Affairs of Lai Chau province and Ms. Luu Phuong, Deputy Head of the Foreign Affairs Committee of the People's Government of Hong Ha district.

According to Lai Chau Province's Electronic Information Portal, speaking at the talks, Mr. Kieu Hai Nam said that the talks took place in the context of the friendship and cooperation between Vietnam and China continuing to develop strongly and positively in many fields. In particular, the visit to Vietnam by General Secretary and President of China Xi Jinping from April 14-15 created an important milestone, contributing to orienting the substantive cooperation between localities of the two countries.

In that spirit, Mr. Kieu Hai Nam suggested that the foreign affairs agencies of both sides continue to play a good role as a bridge, advising on the effective implementation of the "Agreement on friendly cooperation between the People's Committee of Lai Chau province and the People's Government of Hong Ha district, Yunnan province"; at the same time, strictly implement the three legal documents on the Vietnam-China land border signed by the two governments .

The leaders of Lai Chau Provincial Department of Foreign Affairs also proposed that the two sides increase information exchange related to border management; organize consultations, field talks, and deploy construction of border works to ensure compliance with regulations of the Joint Committee of the two countries. The two sides need to actively coordinate with relevant agencies and localities to speed up the progress to restore operations at the Si Choang - Den Suoi Thang opening; advise on the early restoration of operations at the traditional Po To - Cua Cai opening; Gia Khau - Seo Co San openings and deploy steps to survey, discuss, and agree to establish border market areas (points) in locations in Phong Tho district (Lai Chau) and Kim Binh district (Yunnan).

Speaking at the meeting, Ms. Luu Phuong agreed with the proposals from Lai Chau and affirmed that Hong Ha district is ready to coordinate effectively to implement the agreed cooperation contents.

She suggested that the two sides promote border exchanges and economic development along the border; coordinate to support businesses of both sides to learn about and develop cross-border tourism; promote infrastructure construction at border gate areas, especially the construction of multi-purpose bridges and trade at the pairs of openings as the two sides have inspected and surveyed.

She emphasized the importance of coordinating to ensure security and order, border security, protect forest resources; strengthen coordination in information exchange, and respond to climate change...

At the meeting, the two sides also proposed many specific contents such as: introducing agricultural products and medicinal herbs of Lai Chau province to businesses of the neighboring country; coordinating information exchange, building and signing a coordination mechanism between localities of the two sides on forest fire prevention and fighting...
