More than 400 officials from departments and branches of Lam Dong province (new) are expected to be mobilized to 113 communes and wards to support the operation of two-level local government, contributing to building an administration for the people, promoting socio -economic development in the province in the era of development.

"All beginnings are hard"

Ta Hine Commune was established on the basis of merging the entire area and population of Ninh Loan, Da Loan, and Ta Hine communes, with a total area of over 12.8 thousand km² and a population of over 23 thousand people. Deputy Director of the Management Board of Tuyen Lam National Tourist Area Che Vu Vu was mobilized and appointed to hold the position of Chairman of Ta Hine Commune People's Committee from July 1. He shared that in the early days of operation, the facilities were still lacking: the Public Administration Service Center was located outside the premises of the Commune People's Committee, machinery and equipment were degraded, not meeting the requirements for operating management software; the qualifications and capacity of some cadres and civil servants did not meet the work requirements of the two-level local government, and needed further training; The locality has a large ethnic minority population, so there are still difficulties in modern public administrative transactions... The commune proactively overcomes difficulties, initially public administrative activities basically meet the needs of the people and expect to operate more smoothly in the future.

Dam Rong 2 Commune was formed on the basis of merging Ro Men and Lieng S'rong Communes, Dam Rong District (old), with a high proportion of ethnic minorities. The workload and intensity are very large, the task requirements are high, some cadres and civil servants have long been familiar with the old working environment, now they are initially familiar with the new work, so they are still confused. However, the advantage is that the majority of cadres and civil servants in the commune have university degrees, have IT degrees, and work experience; the physical facilities, information infrastructure and equipment are guaranteed, thanks to the inheritance of the district and the two previous communes, which were newly built and equipped, meeting well the needs of public administration activities. "There will be new things that need to be approached and familiarized. With the efforts of the entire political system and the consensus of the people, Dam Rong 2 clearly identifies the focus and breakthrough to gradually change the face and improve people's lives," said comrade Ha Bien. Village elder Kon Sa La Phin said that people expect the new communal government to continue to be close to the people, closely follow the people and pay more attention to the people's thoughts and aspirations to build a prosperous life, contributing to the development of the province.

It is noted that in some communes and wards in Lam Dong province (new), there are still some difficulties and problems that need to be addressed, such as the process of handling administrative procedures on the electronic one-stop system, standardizing the civil status database; arranging funds to purchase equipment and machinery; some communes and wards still have inadequate physical facilities, and the working space at the public administrative service center is still cramped. Although the quality of the staff, civil servants and public employees assigned and arranged in the new communes and wards basically ensures professional qualifications and ability to perform tasks, it needs to continue to be improved to completely transform from administrative management to administration serving the people.

From July 13 to 26, the People's Committee of Lam Dong province (new) organized a training course on operating the administrative procedure settlement information system according to the two-level local government organization model to guide and help officials and civil servants quickly access and proficiently use the steps and processes in settling administrative procedures, operating the public service system according to the new model. A number of departments and branches also organized training courses to improve skills and expertise for provincial and commune-level officials and civil servants (new) after the arrangement, especially focusing on areas with many difficulties and problems. The Land Registration Office and the Department of Agriculture and Environment of the province increased staff and workers to guide and support communes, wards and special zones for 3 months to settle administrative procedures in the land sector. In the first half of July, the whole province received nearly 30,000 administrative procedure dossiers with the on-time settlement rate reaching over 97%.

"I work as a commune cadre"

In fact, in many provinces and cities in the past, the increase of cadres from the province and district to the grassroots level created positive changes. For example, the Dak Nong Provincial Police (formerly) deployed the clever mass mobilization model "I am a commune police officer" since 2020, increasing thousands of provincial police officers and soldiers directly to the communes, concretizing the policy of "Sticking to the grassroots - Serving the people", contributing to strengthening trust, building a solid people's position, and ensuring good security and order at the grassroots level.

Lam Dong Province (new) has the largest area in the country, with 103 communes, 20 wards and 1 administrative special zone. The staff and civil servants are the key factor for the two-level local government model to operate effectively and efficiently. The scale of the new wards and communes is larger, the management requirements are expanded, requiring the capacity of staff to be improved, especially in areas requiring specialized knowledge.

The two-level local government operates smoothly and continuously, but the implementation of tasks still faces many difficulties and challenges, including personnel work. Communes far from the center still lack human resources compared to actual needs. The commune level received 1,065 additional tasks from the district level. Commune-level civil servants previously mainly performed specific professional tasks, but now in the context of new work with a large volume, they are inevitably confused. Many leadership positions have not been appointed due to a lack of civil servants with guaranteed expertise and capacity. Fields such as digital transformation, information technology, environmental resources, construction, transportation, finance, accounting, etc. all lack personnel with appropriate qualifications.

In 124 commune-level administrative units, up to 113 communes and wards have registered support personnel, with some localities registering up to 12 officers to strengthen support in all areas, except office, accounting and culture and information. The total number of personnel needing support is up to 408 officers, civil servants and public employees, mainly focusing on the fields of information technology, environmental resources and accounting.

Currently, many cadres in the provincial departments and branches have high knowledge, qualifications, expertise and strategic thinking ability. When seconded to the grassroots, it is an opportunity to practice and challenge through practice, promote the spirit of innovation, creativity, proactive adaptation and daring to think and dare to do . In particular, cadres with good expertise and skills have the opportunity to accompany the grassroots to remove difficulties, clear bottlenecks, and help the locality change; young seconded cadres promote the spirit of vanguard, volunteerism, dynamism, enthusiasm for work, close to the people, stick to the locality, accumulate valuable experience, helping them to advise correctly and accurately on macro issues in the future, more suitable to the actual situation. Along with that, grassroots cadres also learn more experience and working methods from provincial cadres, increasingly mature, contributing to creating changes in socio-economic development in the locality.

The selection and allocation of cadres to the grassroots level will be carefully calculated based on the practical needs of the locality, ensuring "the right role, the right lesson", focusing on young factors, with the desire to contribute, efforts to overcome difficulties, high sense of responsibility, appropriate professional qualifications, ready to "go together" with the people, in order to create a new vitality, ensure the operation model of the new wards and communes is smooth, effective, and well serves the needs of people, organizations and businesses. For communes with a large number of ethnic minorities, attention will be paid to arranging cadres who are ethnic minorities. Thereby, avoiding wasting qualified human resources after the dissolution of the district level, at the same time creating conditions for cadres in the two provinces of Binh Thuan (old) and Dak Nong (old) to have time and conditions to work near home.

To implement the model "I am a commune cadre", the reinforced cadre team will be trained, coached, and fostered in skills, expertise, and moral qualities, lifestyle, and attitude toward serving the people to quickly catch up with the work progress, connect, share difficulties, and promptly support and guide the grassroots cadre force. The motto "clear people, clear work, clear time, clear results, clear responsibilities", the spirit of enthusiasm in participating, proposing and implementing new effective models associated with local practices, promoting the development of science and technology, innovation, and national digital transformation are promoted.

The policy of seconding cadres from the province to support communes and wards demonstrates the spirit of running while lining up, being proactive and creative, ensuring the effective operation of the two-level local government right from the beginning, contributing to building Lam Dong province to develop strongly and sustainably in the future.
