Through assessing the actual operations of local governments at two levels in the area, Lam Dong province has a policy and organization to increase civil servants and public employees to support commune-level administrative units in many fields.
On the afternoon of August 1, Lam Dong Provincial People's Committee held a launching ceremony to increase the number of civil servants and public employees to the grassroots level in 2025.
On behalf of the provincial leaders, comrade Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lam Dong province, commended more than 260 civil servants and public employees; 370 police officers, 100 soldiers of the Vietnam People's Army who were selected to participate in this secondment. These are exemplary, pioneering comrades, ready to take on tasks at the grassroots level with a pioneering spirit, for the collective, for the people and the development of Lam Dong province.
The civil servants, public employees and police and military officers participating in this secondment will support the grassroots in various fields such as education, health, ethnicity-religion, industry and trade, construction, finance, civil justice, culture-information, office work, etc. The largest number is in the fields of information technology (17 people), internal affairs (23 people) and agriculture , land, and environmental resources (131 people).
Lam Dong province has 124 communes, wards and special zones. Through on-site inspection, the locality assessed that since the two-level government apparatus officially came into operation, many positive results have been achieved. The government apparatus at all levels has been consolidated, maintained relatively stable and smooth operations, ensuring good performance of tasks and continuous, uninterrupted service to the people and businesses.
However, reality shows that there are still difficulties and problems that need to be promptly addressed, especially the shortage and inappropriate arrangement of civil servants and public employees with expertise and skills in communes, wards and special economic zones, in the context that the commune level is receiving 1,065 more tasks than before; especially in localities with large areas, large populations, and socio-economic difficulties.
Chairman of Lam Dong Provincial People's Committee Ho Van Muoi said that the current shortage of personnel at the commune level with in-depth expertise to handle work is very urgent; some communes and wards have not yet fully filled key leadership positions... These "bottlenecks" need to be promptly resolved to avoid affecting the effectiveness and efficiency of State management, the progress of administrative procedure settlement and the trust of people and businesses.
Therefore, the Party Committee of Lam Dong Provincial People's Committee proposed and the Standing Committee of the Provincial Party Committee agreed to provide an urgent and necessary solution: sending a team of capable and experienced civil servants and public employees from the provincial level to strengthen and directly support the commune level for at least 3 months.
He suggested that the leaders of the departments organize intensive training for the team sent to the grassroots this time. At the same time, the comrades who are strengthening the grassroots need to quickly grasp the situation, promote their sense of responsibility, capacity, and strengths, and work with local officials to immediately handle related work; transfer knowledge, and guide the process to grassroots officials to form new working methods, shape the process of implementing tasks smoothly, quickly, and effectively.
