Clarifying difficulties and obstacles of real estate projects

On August 8, the thematic monitoring delegation "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023" held its first meeting.

Programs, plans, forms of social housing development; subjects and conditions for benefiting from social housing policies; land funds and capital sources for social housing construction; implementation of social housing construction projects; types of houses and area standards for social housing; determination of rental prices, hire-purchase prices, and selling prices of social housing; principles of selling, leasing, and hire-purchasing social housing; management and operation of social housing.

At the meeting, the Supervisory Delegation announced Resolution No. 95 dated June 22, 2023 of the National Assembly on the establishment of a supervisory delegation on "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023";

Speaking at the meeting, Permanent Vice Chairman of the National Assembly Tran Thanh Man - Head of the Supervisory Delegation said that this is one of the four topics that will be supervised in 2024 and reported to the National Assembly at the 8th session.

Mr. Tran Thanh Man said that the monitoring topic has a wide content and scope, is a difficult field, related to the management responsibilities of many ministries, branches, localities and many affected subjects; the time to organize and implement the monitoring plan is not much, while the members of the delegation also simultaneously carry out many other parallel tasks.

Emphasizing that the real estate market currently plays a very important role in the economy , directly and widely affecting people, businesses, economic growth and development, Permanent Vice Chairman of the National Assembly Tran Thanh Man stated that the real estate market has been and is revealing many limitations and shortcomings, and the basic and consistent requirement is to perfect a synchronous legal mechanism and transparently implement market information.

Regarding social housing, solutions on mechanisms, policies and implementation organization for the social housing sector will contribute to ensuring social security and equity, in parallel with ensuring quality, meeting the increasingly high living standards of people and in line with sustainable development trends, and being the driving force for socio-economic development.

Affirming that one of the basic purposes and requirements for the monitoring delegation is to promote responsibility, contribute to "decoding" the essence of practical issues that are arising in order to continue to perfect the law and better organize law enforcement, Mr. Tran Thanh Man requested to review and adjust the working progress with ministries, branches and localities, not to rush the work schedule into the final stage, to avoid being passive;

Strengthen the mechanism for asking for written opinions; supplement the outline of some agencies: State Audit, Government Inspectorate, etc.; unify direct supervision in 12 localities and balance regional and economic factors, etc.

At the same time, he also noted that it is necessary to continue to review and thoroughly complete the content of each report outline of the subjects subject to supervision at the Central level (Government and ministries, branches) in accordance with the functions and management tasks of each assigned subject in implementing policies and laws on real estate market management and social housing development... .
