The first-ever Publication of the Business Performance Index (BPI) for Private Sector Development has been released.

(Dong Nai) - On May 15th, in addition to announcing the results of the Provincial/City Competitiveness Index 2025 (PCI 2025), the Vietnam Federation of Commerce and Industry (VCCI) also announced the results of the Business Performance Index (BPI).

This year marks the first time the Business Performance Index (BPI) has been piloted and published. The BPI is not designed to replace the PCI, but rather to serve as a supplement, expanding the analytical framework from purely assessing the quality of the business environment (institutional inputs) to quantifying practical performance results (market outputs). As a supplementary index, the BPI stands independently and is not included in the overall PCI score.

The BPI 2025 comprises 23 indicators grouped into two dimensions. The first dimension, "Private Sector Development," focuses on core business performance outcomes such as enterprise size, sustainability, revenue growth, and profitability. This is a traditional output group that can be more directly linked to the quality of provincial-level economic governance.

Meanwhile, the second dimension, "Innovation," reflects aspects of technological capability, innovation investment, and supply chain linkages. Indicators in this dimension are often strongly influenced by the industry structure, technological foundation, and depth of the local innovation ecosystem.

The establishment of the BPI is linked to the goal of measuring the development of the private sector at the local level, serving as a basis for evidence-based assessments of the effectiveness of implementing action programs under Resolution No. 68-NQ/TW on the development of the private sector at the local level.

The BPI 2025 pilot results show that Ho Chi Minh City leads with 5.67 points, followed by Hanoi with 5.41 points and Quang Ninh with 5.33 points. Dong Nai achieved 3.91 points in this index.

The BPI 2025 scores reveal a fairly clear disparity between localities. The national median score is 4.2 points. The lowest BPI score is 3.26 points and the highest is 5.67 points.

This year's report is based on surveys of over 3,500 domestic private enterprises, 586 FDI enterprises, and more than 1,000 business households across all 34 provinces and cities. This is considered one of the largest and most in-depth surveys of the private sector in many years.
