Vietnam publishes first national report on civil registration and statistics

Vietnam has taken an important step forward in its journey to building a comprehensive, transparent and people-centered data system, with the official release of its first National Report on Civil Registration and Statistics for the 2021-2024 period.

This landmark report, developed by the General Statistics Office based on the national electronic civil registration database, with the effective support of the United Nations Population Fund and the World Health Organization, under the Bloomberg Philanthropies’ “Data for Health Initiative”, provides a picture of the nationwide birth, death and marriage registration situation, as well as a number of other population issues, and calls for action to ensure that no one is left behind.

The launch ceremony was attended by leaders from relevant ministries, sectors, United Nations agencies, development partners and academia – marking an important milestone in building a strong, comprehensive and transparent data ecosystem in Vietnam.

“When collected accurately, data helps us understand which policies are working, who is being missed, and what we need to do to build a more inclusive data system for everyone.


UNFPA will continue to work to ensure that every person counts and every life matters. The data are positive: the rate of timely birth registration (within 60 days of birth) has increased from 74.4% in 2021 to 84.9% in 2024; the rate of timely death registration (within 15 days of death) has also improved, from 66.4% in 2021 to 69.3% in 2024. These are significant improvements, demonstrating the strong commitment of the Government of Viet Nam to building a population data system that is accurate, timely and highly applicable in areas such aseducation , health and comprehensive human development,” added Mr. Matt Jackson.

Similar to birth registration, the number of cases of timely death registration (within 15 days after death) accounts for a high proportion of 69.3% in 2024, however, the situation of late death registration is still common in ethnic minority areas, with some ethnic groups reaching nearly 80%.

The report also provides important findings on trends in fertility, mortality and marriage. The total fertility rate is falling and is below the replacement level of 2.1 children per woman.

Meanwhile, the gender imbalance at birth still exists and has lasted for many years, far exceeding the balance of 104-106 boys/100 girls. This situation is common in the northern provinces, typically Bac Ninh, Vinh Phuc, Hanoi , Hung Yen and Bac Giang. The average age of women giving birth is on the rise.

There is a large difference in the average age of the mother at childbirth according to the mother's ethnicity. The Chinese and Kinh women have the highest average age at childbirth, at 29.9 years and 29.4 years, respectively, which is 2 to 6 years higher than women from many other ethnic groups such as La Ha (23.2 years), Co Lao (23.3 years), La Hu (23.7 years), Hre (23.8 years), and Xinh Mun (23.9 years).

Regarding mortality, the average age of death of the Vietnamese population in the period 2021-2024 is 69.5 years old and there is a large gender gap: the average age of death for men is 64.6 years old and for women is 75.6 years old.

The majority of deaths in 2024 will be due to disease or old age (95.2% of all recorded deaths). In particular, over three-quarters of deaths from traffic accidents and suicides will be male.

Speaking about these important figures, Ms. Nguyen Thi Huong, Director of the General Statistics Office, emphasized: "For the first time, we can use complete and updated civil status data to conduct statistical analysis of births, deaths and marriages nationwide. This is a very important milestone. The results also show that there are still disparities between ethnic groups and regions in civil status registration. However, the analysis results also confirm that the government's investment in digital transformation in the civil status registration system is bringing about results. In the coming time, improving the timeliness and accuracy of data will be a key factor so that everyone is reflected in the data system, ensuring that no one is left behind . "

“Accurate and timely data is the foundation of strong health systems and effective policies. We are proud to be part of this important process and witness the strong commitment from Vietnam’s leadership to this important agenda,” said Gurpreet Kaur Rai.

Going forward, the report recommends continued investment in upgrading technology for the national electronic civil registration system, increasing training for grassroots registration staff, and promoting outreach to vulnerable groups.


Deeper integration with national databases on population, health and education is also needed to maximize the benefits of civil status data.

As Vietnam accelerates its digital transformation and prepares for future demographic changes, its civil registration and census systems will continue to serve as a foundation for effective governance, human rights, and inclusive development.
