A pillar of support for those facing hardship.
In a small house in Thanh Long village, To Thi Mai Huong (born in 2014) diligently studies and nurtures her dream of continuing her education like her peers. Few know that behind that innocent smile lies a childhood filled with hardship. Her mother left when Huong was only one year old, and her father also left the village, his whereabouts unknown. She lives with her elderly grandparents, whose health is declining, and their lives are fraught with difficulties. At one point, due to extreme poverty, Huong had to drop out of school.
During the process of reviewing and assessing the local situation, the Cam Thach Commune Police coordinated with the Party Committee, government, and local departments and organizations to learn about Huong's circumstances and selected her as a foster child under the "Commune Police's Foster Child" and "Younger Child of the Youth Union" models.

Lieutenant Colonel Bui Ngoc Chuyen, Head of the Cam Thach Commune Police, said that upon learning that Huong had dropped out of school, the commune police, along with the village committee and the school, encouraged her to return to class. During the major storm in 2025 that flooded her grandparents' house, the commune police directly assisted in evacuating the family to a safe place and provided essential supplies to help them stabilize their lives.
Understanding the hardships she is facing, the Cam Thach Commune Police have decided to support Huong with 1 million VND per month from contributions by officers and soldiers in the unit and from social donations. This support will continue until she turns 18 and completes her high school program.
Beyond providing material support, the officers and soldiers regularly visit, encourage, and give gifts on holidays, Tet (Lunar New Year), the start of the new school year, and International Children's Day. The officers and soldiers in the unit always monitor the child's academic progress and are ready to provide additional support if needed. It is planned that in the new school year, the commune police will continue to donate desks, books, clothes, and shoes to help the child have better learning conditions.
For Huong, these are not just gifts or monthly support, but also a source of emotional support that gives her more confidence in the future. And for the commune's police officers, each action stemming from compassion and responsibility is the most concrete way to fulfill the teaching "Serve the people."
"What we hope for is not only to provide material assistance but also to instill confidence in these children so they have the motivation to strive in life, grow up, and become useful members of society," Lieutenant Colonel Bui Ngoc Chuyen shared.
Without fanfare or ostentation, the "Adopted Children of Commune Police Officers" model is quietly spreading profound humanitarian values, contributing to strengthening the bond between the police force and the people at the grassroots level.
Get closer to the people through practical actions.
The spirit of the "Three Best" emulation movement is not only demonstrated through the "Adopted Children of Commune Police" model but also spreads to many other social welfare activities. In the first six months of 2026, the Cam Thach Commune Police actively participated in charitable activities, supporting people in difficult circumstances in the area. "Zero-Cost Stalls," gifts for poor students and families of policy beneficiaries, and visits to war invalids and those who have contributed to the revolution have become familiar sights. These seemingly small actions have contributed to sharing the difficulties of the people and simultaneously built a positive image of police officers in the hearts of the public.
According to the leaders of Cam Thach Commune Police, to effectively ensure security and order, it is essential to first understand the people, be close to them, and earn their trust and affection. Therefore, every officer and soldier is determined to regularly stay in the area, grasp the thoughts and aspirations of the people, and promptly advise on and resolve emerging issues at the grassroots level. This closeness not only helps people trust the police force more but also creates favorable conditions for mobilizing the public to participate in protecting national security.

Besides social welfare work, the Cam Thach Commune Police also implements many innovative and effective models in ensuring security and order. A notable example is the program "Exchange weapons, explosives, and support tools for fire extinguishers." Through this model, the police force has encouraged people to voluntarily surrender 15 firearms of various types and 14 rudimentary weapons, contributing to reducing the risk of crime and security breaches.
The unit also developed the "Workers' Security Team" model, promoting the role of workers in ensuring security at enterprises; and simultaneously implemented a pilot model of "Managing, rehabilitating, educating , and preventing delinquent youth from violating the law." In the future, the commune police will continue to expand models of rehabilitation and education for delinquent youth to prevent law violations early and proactively.
Simultaneously, the dissemination of legal information has been significantly reformed to be more accessible, understandable, and tailored to each target group. Since the beginning of the year, the commune police have organized over 65 direct awareness sessions in villages, schools, and businesses; conducted over 550 broadcasts on the local public address system; and posted 155 news articles on social media platforms. Notably, the commune police's fanpage currently attracts over 17,500 followers. The content of these awareness campaigns is engaging and practical, contributing to bringing legal knowledge closer to the people, especially young people.
These figures not only reflect the innovative efforts of the local police force but also demonstrate the effectiveness of the people-centered approach in public awareness campaigns and mobilization.
Through their simple yet responsible actions, the people's trust in the Cam Thach commune police force has been increasingly strengthened. The "Three Best" emulation movement is therefore not just a slogan or criteria on paper, but has been realized through concrete actions and the dedication of each officer and soldier who is working day and night in the area, serving the people.
With outstanding results achieved in the first six months of 2026, the Cam Thach Commune Police received two Certificates of Commendation from the Chairman of the Provincial People's Committee and five Certificates of Merit from the Director of the Provincial Police; many officers and soldiers were praised by various levels and sectors for their excellent achievements in their work. This is not only a recognition of the unit's collective efforts but also proof of the effectiveness of the grassroots police model when it truly gets along with the people, understands the people, and serves the people.
