Over the years, the movement to promote learning and talent development and build a learning society in the province has continued to develop extensively. With the involvement of all levels of the Association for the Promotion of Learning (HKH), Party committees, government, and the people, many effective learning models have been maintained and replicated, contributing to spreading the spirit of lifelong learning, building learning families, learning clans, and learning communities from the grassroots level.

Strengthening the organization of the association and spreading the learning movement.
For the 2021-2026 term, the Chau Thanh Commune Education Promotion Association was established by merging the Education Promotion Associations of My Chanh, Thanh My, Da Loc communes and Chau Thanh town. After the merger, the commune has nearly 12,000 households, of which the Khmer ethnic group accounts for about 43%. The large area, dense population, and difficult living conditions of some people have somewhat affected the work of promoting education and talent development in the locality.
Thanks to the leadership and support of the Party Committee and the government, along with the consensus of the people, the association's activities have gradually stabilized and developed. After the merger, the association has consolidated 41 branches, 13 education promotion committees, and 383 education promotion groups linked with self-governing groups. During the term, the association gained an additional 1,183 members, bringing the total to 9,817 members.
Along with strengthening the organization, propaganda work was intensified with 982 events, attracting more than 43,000 participants. The content of the propaganda focused on the Party's guidelines and the State's policies on promoting learning and talent, lifelong learning, and building a learning society. Many professional training courses for association and branch officials were also regularly organized to improve skills and the quality of grassroots activities.
The movement to build learning achievements continues to develop extensively. 100% of hamlets in the commune have achieved the title of "Learning Community," 375 out of 383 self-governing groups have been recognized as "Learning Communities," and 13 schools have achieved the title of "Learning Unit." The implementation of the "Learning Citizen" model on the Vietnam Association for Learning's software has yielded positive results, with over 7,600 citizens recognized.
The community learning center in the commune maintained effective operations with 181 propaganda and training sessions, attracting more than 17,000 participants. The content focused on transferring scientific and technical knowledge , disseminating legal information, healthcare, production and life skills, meeting the learning needs and enhancing the knowledge of local people.
One of the highlights is the mobilization of social resources for the education promotion movement. During the term, the association mobilized over 7.68 billion VND in cash and in-kind donations to support poor and disadvantaged students and to reward students with good academic achievements. Through this, more than 12,000 scholarships were awarded directly to students.
The "Piggy Bank for Education" movement continues to be effective, becoming a familiar model in many families. The entire commune has implemented over 22,000 piggy banks, saving over 13.3 billion VND to support the education of local children. From these small daily savings, many students have been able to buy books, school supplies, and continue attending school.
In Song Loc commune, the movement to promote learning has also achieved many positive results. Currently, the commune's Association for the Promotion of Learning has 22 hamlet branches and 12 sectoral branches with 6,816 members, accounting for 17.65% of the commune's total population. To date, the entire commune has more than 8,000 households achieving the title of "Learning Family," 5,795 people achieving the title of "Learning Citizen," and 22 branches and 313 learning promotion groups achieving the title of "Learning Community." The commune's Community Learning Center has coordinated the opening of 205 specialized classes with nearly 13,900 participants.

According to Mr. Truong Van Thanh, from O Bap hamlet, Song Loc commune, representing the Truong family clan, the establishment of a "Learning Family Clan" has contributed to strengthening the bond between generations within the family. The Truong family clan currently has three generations living together, always upholding the tradition of valuing education and viewing learning as the foundation for the development of the family and the homeland.

Over the years, the Truong family has consistently encouraged its descendants to overcome difficulties in their studies, established a scholarship fund, and organized ceremonies to honor students who have achieved good results. Currently, the family has 2 PhDs, 1 Master's degree holder, 6 university graduates, and many students who have achieved good and excellent academic results throughout their school years.
Mr. Truong Van Thanh stated: Through the practical experience of building the "Learning Family," the Truong family has gained many valuable lessons, such as promoting the role of the family, the exemplary behavior of adults, consistently encouraging learning, and providing timely support to children in need. This is also a way to educate the younger generation to live well, study well, and be responsible to society.
Along with the roles of family and community, schools continue to be an important foundation in building the "Learning Citizen" model. Ms. Kim Thuy Van, Deputy Principal of Luong Hoa C Primary School, said that the school identifies the implementation of Decision No. 677/QD-TTg, dated June 3, 2022, of the Prime Minister approving the "Program for Building the Learning Citizen Model giai đoạn 2021-2030" as a key task.
Accordingly, the school focuses on fostering a spirit of self-learning, developing life skills, digital skills, and responsibility towards family and society for its students. Recently, Luong Hoa C Primary School has intensified its promotion of lifelong learning through extracurricular activities and events; 100% of its staff and teachers have registered for the "Learning Citizen" title.
Mr. Kim Ngoc Tam, Chairman of the Song Loc Commune Association for the Promotion of Learning, stated: During the 2026-2031 term, the Song Loc Commune Association for the Promotion of Learning aims to achieve breakthroughs by establishing two new family clans with a tradition of learning and ensuring that 80% of religious establishments have a committee for promoting learning; mobilizing resources to provide an average support of 35,000 VND per person per year; strengthening the application of information technology in member management; and developing increasingly effective and practical learning models.
Speaking at the Song Loc Commune Association for the Promotion of Learning Congress for the 2026-2031 term, Mr. Tran Van Boi, Vice Chairman of the Provincial Association for the Promotion of Learning, requested that all levels of the association continue to thoroughly understand and effectively implement the Party's guidelines and the State's policies on promoting learning and talent; consolidate the association's organization, improve the quality of activities of community learning centers; and promote the mobilization of social resources to care for disadvantaged students. At the same time, he urged increased propaganda and replication of effective learning models, linking the movement for promoting learning with studying and following the thoughts, ethics, and style of Ho Chi Minh; and proactively coordinating with relevant departments and organizations to advise the Party committee and government on effectively implementing the work of promoting learning, contributing to improving the quality of education and developing local human resources.
Thanks to practical models of educational support and the joint contributions of all levels, sectors, and the people, the movement to promote education and talent development at the grassroots level is increasingly widespread. Many disadvantaged students have received support to attend school, and many families and clans maintain and promote the tradition of valuing education, contributing to spreading the spirit of continuous learning in the community. Through this, the intellectual level of the population is gradually raised, creating a workforce to serve socio-economic development in the locality.
