Spread the spirit of national unity

BAC NINH - After the merger, Bac Ninh province entered a new development stage with the expectation of building a streamlined, effective and efficient political-administrative institution. In that flow of innovation, the merger of political-social organizations into the Provincial Fatherland Front Committee is not only an organizational requirement, but also an opportunity to promote the combined strength, create consensus and spread the spirit of great national solidarity in the new period.

The power of resonance from convergence

The merger of socio -political organizations under the same focal point with the provincial Fatherland Front is a strategic step in the process of arranging and perfecting the organization and apparatus of the political system after the establishment of the new Bac Ninh province. When gathered under the same roof, the Fatherland Front system and socio-political organizations have the conditions to enhance coordination and closer links in implementing political tasks, avoiding overlap. Previously, there were many activities that overlapped in content, many organizations simultaneously implemented propaganda programs or emulation movements in the same area, causing waste of resources and reducing the effectiveness of reaching people. After unifying the focal point, each task will be clearly assigned according to the functional strengths of each organization but together towards the common goal of building a new life, new culture, and new people.

Typically, in the movements "All people unite to build new rural areas and civilized urban areas", "Join hands for the poor, leaving no one behind", "All people participate in donating land to build traffic infrastructure"... the linkage model between mass organizations will help connect resources, coordinate human resources and action content in a synchronous and systematic manner. The Fatherland Front plays a central coordinating role; mass organizations are in charge of specific target groups, such as women, youth, farmers... thereby improving communication effectiveness and increasing voluntary participation of the people.

Or, for example, social supervision and criticism activities will have closer coordination between the Vietnam Fatherland Front and mass organizations from the planning stage, unifying methods, avoiding overlapping content, programs, objects, and monitoring time, contributing to better performing the representative function, promoting ownership, protecting the legitimate and legal rights and interests of the people. Moreover, convergence also helps increase the efficiency of budget and facilities use. In particular, the common organizational model also expands the space for interaction and learning between organizations. Mass organization officials working together at the same headquarters helps increase experience sharing, coordinate work, and improve professional qualifications and practical skills.

Not only stopping at internal benefits, the resonance from this model also helps to create a unified, professional, and modern image of the great national solidarity bloc. Instead of operating individually, each movement and campaign will bear the mark of unity, with a methodical communication strategy, contributing to enhancing the position of the Fatherland Front and socio-political organizations in the political and social life of the province. The convergence of organization, human resources and methods of operation is the premise for Bac Ninh to effectively implement tasks in the new development stage, where the strength of the entire political system is aroused and spread from the roots - that is the people's hearts, the great national solidarity bloc.

Towards flexible and synchronized operation

According to Chairwoman of the Provincial Fatherland Front Committee Nguyen Thi Ha, for the model to operate effectively, it is necessary to build and perfect the legal framework and unified coordination regulations between the Fatherland Front and socio-political organizations. Each organization has its own mission associated with each target: Youth, women, farmers, veterans, workers, etc. Therefore, the promulgation of working regulations is not only to clearly define functions and tasks but also to ensure initiative and creativity in implementing the tasks of each organization. The Fatherland Front plays a coordinating and strategic orientation role; member organizations promote their professional strengths and choose appropriate methods of operation for each specific social group. Along with that, to ensure flexibility, it is necessary to strongly innovate thinking and leadership methods. Do not impose administrative measures, but instead, give more power to organizations in implementing social initiatives and movement activities.

Currently, the Vietnam Fatherland Front Committee and socio-political organizations of Bac Ninh province have 352 cadres, civil servants, public employees, and workers. Each organization such as the Women's Union, Youth Union, Farmers' Association, Labor Federation, Veterans' Association... has a wide network, forming "extended arms" of the Party in grasping the thoughts and aspirations of the people and implementing patriotic emulation movements.

The human factor plays a decisive role in the transformation process. Therefore, it is necessary to have a comprehensive training and retraining plan in professional skills, soft skills, information technology and especially a modern and humane approach to the community. The evaluation of cadres should not be based solely on administrative indicators, but should be linked to the quality of practical activities and the level of dissemination among the people. Another important solution is to promote digital transformation in the work of the front and mass organizations.

Bac Ninh has made many strides in building e-government and smart cities. This is an opportunity for the Vietnam Fatherland Front and socio-political organizations to build a shared digital platform, apply membership management software, online petition reflection system, digital community maps, etc. to help save time and costs, while increasing the level of interaction and feedback between union officials and the people. In addition, the establishment of a scientific and fair evaluation, inspection and supervision mechanism also needs to be implemented synchronously. The criteria for evaluating the performance of organizations need to be established on the principles of publicity, transparency, closely following the assigned political tasks and the level of consensus of the people.
