Leaders of the Ministry of Natural Resources and Environment periodically receive citizens in March 2023

On March 30, at the citizen reception office of the Ministry of Natural Resources and Environment, Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa chaired the Ministry's regular citizen reception meeting for March 2023.

Attending were Chief Inspector of the Ministry of Natural Resources and Environment Le Vu Tuan Anh; leaders of the Department of Land, Department of Environment, and Department of Legislation.

At the meeting, Deputy Minister Nguyen Thi Phuong Hoa and functional units of the Ministry received 4 groups of citizens complaining about land and environmental issues, including 2 large groups.

Specifically, the case of Mr. Duong Cong Tuy in Xuan La ward, Tay Ho district, Hanoi was authorized by Mr. Dinh Van Thanh to report on the settlement of Mr. Thanh's complaint about his family's land use rights in Ha Dong town, Ha Tay province (now Ha Dong district, Hanoi city).

In the case of a large group of Mr. Pham Thanh Lam, Mr. Dinh Van Mien, Mr. Phan Van Khuong, Mr. Tran Hong Thang, Mr. Phan Van Chat in Phuc Dien hamlet, Hung Tay commune, Hung Nguyen district, Nghe An province, representing the people in the hamlets: Phuc Dien, Thuong Khe, Dai Hue, Hung Tay commune, complaining about environmental, land, and construction violations of the Vinh Hang Ecological Cemetery Park project in Hung Tay commune, Hung Nguyen district.

Citizens said that the project near the mausoleum of Mrs. Hoang Thi Loan, Uncle Ho's mother, would affect the relic site; people were not allowed to give their opinions on the planning of the ecological cemetery until the land was recovered for the project; people did not agree because the multi-burial cemetery was built near a residential area, which did not comply with environmental laws... citizens requested that the Ministry of Natural Resources and Environment inspect the ecological cemetery to clarify the violations of the government when implementing the project that affected the living environment of the people in accordance with the law.

In the case of a large group of Mr. and Mrs. Vu Van Long, Hoang Van Luan, Duong Thi Thoa, Nguyen Thi Trinh from Hoa Dam village, My Hao town, Hung Yen, they reported that during the process of the government implementing the Hoa Phong waste treatment project, the people were not consulted before developing the project plan; the project is near a residential area, near the Bac Hung Hai canal. Therefore, the households are worried about the impact on the environment and health and request to reconsider the location of the project.

In the case of Mr. Le Van Long in An Dong ward, Hue city, Thua Thien Hue province, his complaint regarding the issuance of the Certificate was not resolved because the authorities claimed that the land was managed by the ward, while the land belonged to the Cooperative purchased by Mr. Long's family. Therefore, he requested to be issued a Certificate for this area.

After listening to the responses of the Ministry Inspectorate and units to citizens, Deputy Minister Nguyen Thi Phuong Hoa said that the leaders of the Ministry of Natural Resources and Environment always listen and will focus on directing affiliated units to resolve people's petitions and concerns related to the fields of the Ministry of Natural Resources and Environment according to their authority and legal regulations.

Deputy Minister Nguyen Thi Phuong Hoa requested that functional units focus on carefully studying the records of citizens' cases. Any content related to the Ministry's authority will be sent in writing to localities requesting them to review, verify and respond to citizens in accordance with legal regulations.

For cases not under the jurisdiction of the Ministry, the Deputy Minister explained and guided citizens to competent and responsible agencies and units to be resolved in accordance with regulations and legal procedures for complaints and denunciations.

In compliance with legal regulations on citizen reception, the Ministry of Natural Resources and Environment organizes regular citizen receptions on all working days of the week. Every month, the Ministry's leaders will directly receive citizens on the last Thursday of the month and conduct ad hoc receptions according to regulations to receive, answer and direct the timely resolution of complaints and denunciations of citizens in the field of Natural Resources and Environment.
