
During implementation, the project encountered numerous obstacles related to compensation and land clearance; policy discrepancies between the 2013 Land Law and the 2024 Land Law; and prolonged funding periods, affecting the efficiency of land use.
Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam requested that departments, agencies, and localities continue to comprehensively review difficulties and obstacles to advise the Provincial People's Committee on appropriate solutions. He also requested that localities strictly manage the recovered land fund, promptly mark boundaries, and determine the limits of areas that have been cleared to avoid encroachment and disputes.
The urban renovation project, creating land reserves for the planning of a tourism-ecological resort and sports complex, has a total investment of nearly 384 billion VND and is being implemented from 2018 to 2025. The project affects 586 households with an area of approximately 312 hectares. To date, compensation plans have been approved for 531 households; of which 483 households have received compensation and handed over the land, with a total cost of over 227 billion VND.
