
According to regulations, in Hanoi and Ho Chi Minh City, a village must have at least 500 households, and a residential area must have at least 700 households. In the Northern Midlands and mountainous regions, the minimum size is 150 households for a village and 300 households for a residential area.
In the North Central, South Central coastal, and Central Highlands regions, villages must have at least 350 households. Neighborhoods must have between 450 and 500 households, depending on the area. For the Red River Delta, Southeast, and Mekong Delta regions, the minimum size for a village is 400 households, and for a neighborhood, 550 households or more.
The decree also stipulates that mountainous areas, ethnic minority regions, border areas, islands, areas with complex fragmentation, or isolated villages and residential areas may apply a lower number of households than the general regulations. Provincial People's Committees will provide specific guidance to suit the actual conditions of each locality.
