- Implementing Plan No. 245-KH/TU, dated June 15, 2025 of the Provincial Party Standing Committee on organizing the trial operation of the newly established commune and ward apparatus; Decision No. 2418-QD/TU, dated June 21, 2025 of the Provincial Party Standing Committee on establishing Working Groups to direct the trial operation and inspection of headquarters, facilities, equipment, working conditions of cadres and civil servants at newly established communes and wards, on June 26, working groups led by leaders of the Provincial Party Committee, People's Council, People's Committee, Provincial Fatherland Front Committee; members of the Provincial Party Standing Committee, leaders of departments and branches inspected the trial operation of the 2-level local government model at newly established communes.
* The provincial working delegation led by Comrade Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of Working Group No. 1, inspected and directed the trial operation and inspection of headquarters, facilities, equipment, and working conditions of officials and civil servants in newly established communes in Van Lang district.
Following the direction of superiors, Van Lang district and communes have deployed preparations for the trial operation of 5 newly established communes including: Na Sam, Hoang Van Thu, Thuy Hung, Hoi Hoan and Van Lang.
In particular, the units focus on completing the system of regulations, rules, and documents to operate all three blocks: Party, government, Fatherland Front, and political organizations, mass organizations; arranging headquarters, facilities, equipment, and working tools to serve the activities of agencies and units at the commune level in all three blocks; preparing technology infrastructure, digitizing documents, connecting, communicating shared data, software; organizing the activities of the Commune-level Public Administration Service Center...
Within the framework of the working program, Working Group No. 1 divided into groups to directly inspect the newly established communes. At the inspection points, representatives of the communes reported on the general preparation of facilities, human resources as well as other necessary conditions for the trial operation of the 5 communes. At the same time, the communes continued to urgently deploy the remaining contents and tasks to be ready to officially operate from July 1, 2025.
Speaking at the inspected communes, the Standing Deputy Secretary of the Provincial Party Committee commended and highly appreciated the direction and implementation of Van Lang district and the communes in operating strictly according to the province's plan; the arrangement of facilities and space for each working unit was basically guaranteed.
The Standing Deputy Secretary of the Provincial Party Committee requested the communes to continue to operate the work according to plan. On June 28 and 29, the communes will focus on human resources to complete the preparation work from records, documents, working space, environmental sanitation, working area facilities... By June 30, the decisions will be announced and handed over to the Party Committees and authorities in the new communes.
At the same time, the leaders of Van Lang district continue to pay attention to and take care of removing and resolving difficulties and bottlenecks so that the communes can operate smoothly. The communes need to grasp the regulations on the tasks and powers of the commune level; study and grasp the specialized laws, decrees, circulars, policies and guidelines on socio -economic development, national defense and security of the Central Government and the province... thereby successfully completing the assigned goals and tasks.
On the same day, Working Group No. 1 attended meetings in a number of communes; inspected facilities serving the tasks in newly established communes in Van Lang district.
*Working Group No. 2 of the Provincial Party Standing Committee, headed by Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, directed the trial operation and inspection of headquarters, facilities, equipment, and working conditions of officials and civil servants in the communes of That Khe, Doan Ket, Tan Tien, Trang Dinh, Quoc Khanh, Khang Chien, and Quoc Viet (currently belonging to Trang Dinh district).
Implementing Plan 245 dated June 15, 2025 of the Provincial Party Standing Committee on organizing the trial operation of the new commune and ward apparatus, during the trial operation period (from 8:00 a.m. on June 26 to 11:00 a.m. on June 27), the communes seriously implemented the tasks, scenarios, and programs set out, including organizing regular meetings of the Party Committee, the Party Committee Standing Committee, the Party Committee Executive Committee, and meetings of the People's Council and People's Committee. At the same time, the trial operation of the document management and operation system, the system for receiving, processing, and resolving public administrative services was conducted.
At the commune headquarters, after listening to the leaders of the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of the communes summarize the main content of the meetings, the working group contributed opinions and provided additional guidance on some contents related to the meetings.
Specifically, in the meeting of the Standing Committee of the Commune Party Committee, it is necessary to supplement discussion and approval of policies on the arrangement and assignment of cadres to hold leadership positions in departments (and equivalent) under the Commune People's Committee, and approve the content of the first session of the Commune People's Council; the meeting of the Executive Committee of the Commune Party Committee needs to supplement discussion and approval of the working regulations of the Commune Party Committee's Inspection Committee; the meeting of the Commune People's Council needs to supplement the approval of the working regulations of the Commune People's Council, research and rebuild a number of resolutions of the People's Council to serve the first session to ensure scientificity; the meeting of the Commune People's Committee needs to select a number of urgent and important contents that the Commune People's Committee needs to focus on directing immediate implementation.
During the program, the working group also inspected the operation of the document management and administration system; surveyed the facilities and the operation of receiving and handling administrative procedures at the public administrative service centers of the communes.
Speaking at the trial operation in communes in Trang Dinh district, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the proactiveness and positivity of the Party Committees and authorities of the communes in preparing conditions and organizing the trial operation of the new apparatus.
To ensure that the apparatus of the new communes will operate stably in the coming time, he requested that the standing committee of the Party Committee, the Standing Committee of the Party Committee, the Executive Committee of the Party Committee, and the Fatherland Front Committee of the communes fully absorb the opinions of the members of the working group, supplement documents and materials to serve the meetings on the trial operation day, and be ready for the meetings when the official operation takes place.
He emphasized: Although the meetings during the trial operation period are experimental in form, the content of the discussions must be substantial and thorough, ensuring readiness for official operation to take place according to the scenario.
He also requested the communes to ensure the conditions of facilities, transmission lines, etc. to operate the public administrative service center smoothly. The staff and civil servants quickly approach the work, promote the sense of responsibility in performing public duties towards building a professional and modern administration.
* Working Group No. 3, led by Comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, as Head of the Group, and Comrade Phan Hong Tien, Director of the Department of Finance, as Deputy Head, divided into two working groups to inspect the trial operation of the organizational apparatus of newly established communes in Cao Loc district, including the communes of Dong Dang, Cao Loc, Cong Son, and Ba Son.
According to Resolution No. 1672/NQ-UBTVQH15 of the National Assembly Standing Committee on "arrangement of commune-level administrative units of Lang Son province in 2025", Cao Loc district is arranged into 4 commune-level administrative units: Dong Dang, Cao Loc, Cong Son, Ba Son.
At the destinations, Working Group No. 3 inspected the preparation of headquarters, vehicles, information systems, and physical conditions for the operation of the new commune-level local government model; and directly attended the first trial operation meeting of the Party Executive Committee, the Standing Committee of the Party Committee, the People's Council, the People's Committee, the Fatherland Front and mass organizations at the commune level. Accordingly, the Party Committee, the People's Council, and the People's Committee of the communes have drafted documents according to the regulations of the higher levels.
The inspection shows that, up to now, the new communes have basically completed the arrangement of offices and necessary equipment to serve the work; the preparation and trial operation of the commune-level public administrative center is also ready. Regarding personnel, the communes have made arrangements to ensure factors of professional capacity, working conditions, and living conditions for cadres and civil servants when taking up their duties at the new communes.
In addition, representatives of the Party Committee and the authorities of the communes also raised some difficulties regarding the material facilities, some problems related to regular expenditures, transfer of assets and equipment for working at the new headquarters; at the same time, proposed and recommended that the working delegation report and advise the Provincial People's Committee to consider renovating and repairing the headquarters under the authority of the province's functional agencies.
In his concluding remarks at the inspection, the Deputy Secretary of the Provincial Party Committee acknowledged and highly appreciated the initiative and positivity of the new communes in organizing the pilot operation of the two-level local government in accordance with the spirit of the central government and the province.
He suggested: Party committees and authorities of new communes need to soon complete the repair and renovation of headquarters and facilities, paying special attention to ensuring accommodation for officials, civil servants and workers; equipment at public administration centers need to have smooth transmission lines, no congestion, ready to serve people and businesses from July 1, 2025.
He emphasized: The Party Committees and authorities of communes must continue to do well in political and ideological work; proactively grasp the thoughts and aspirations of cadres and party members, enhance the spirit of solidarity within the apparatus and cadres; thereby promoting the combined strength in operating the two-level local government . At the same time, urgently complete the operating regulations of the new administrative agency, regulations on assigning tasks to departments, cadres and civil servants. After being arranged, the cadres and civil servants need to continue to constantly improve their professional qualifications and skills to meet the requirements in the new situation. In particular, the new communes need to carefully prepare all conditions to successfully organize the new commune-level party congress for the 2025-2030 term.
* The working delegation led by Comrade Nguyen Hoang Tung, Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, inspected the implementation of the pilot operation of the 2-level local government model in Khanh Khe, Diem He, Van Quan, Tri Le, Tan Doan, and Yen Phuc.
Accordingly, the working group was divided into two groups to inspect the organization and trial operation of the administrative apparatus in newly established communes. At the inspection points, the communes held meetings of the Party Committee, People's Council, People's Committee, Standing Committee of the Vietnam Fatherland Front Committee and Standing Committee of socio-political organizations to review the process, assign tasks and ensure synchronous operation in the political system. At the same time, the Commune-level Public Administration Service Center was put into trial operation, deploying electronic document management software as well as receiving and processing basic administrative procedures to ensure smooth and effective settlement process.
Through the actual inspection, the Chairman of the Provincial Vietnam Fatherland Front Committee acknowledged the efforts of the Party Committee, the government and the Fatherland Front in operating the model in accordance with the direction of the Central and the province. He requested the communes to review and prepare more carefully and improve the facilities and means of work for each cadre and civil servant to meet the requirements of the task. At the same time, prepare documents for the meetings of the Party Committee, People's Council, People's Committee, Fatherland Front Committee and socio-political organizations from the beginning of July. The communes need to issue working regulations, clearly defining the functions and tasks of the specialized departments and offices under the Party Committee, People's Council, People's Committee and the Fatherland Front agency of the commune; carry out the process of establishing specialized departments and offices and appointing cadres according to the approved project from July 1.
He emphasized that it is necessary to pay attention to overcoming difficulties in arranging living arrangements for cadres and civil servants, especially food and accommodation; urgently develop plans to manage and use surplus documents and assets. In addition, it is necessary to step up propaganda and encourage cadres, civil servants, public employees and workers to overcome difficulties and work with peace of mind.
* Working Group No. 7, led by Comrade Doan Thu Ha, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, and Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, as Deputy Head, inspected and directed the trial operation of the two-level local government model in newly established communes in Loc Binh district.
The working group divided into two groups to inspect the 7 newly established communes: Loc Binh, Mau Son, Na Duong, Loi Bac, Thong Nhat, Xuan Duong, Khuat Xa.
At the inspection points, the delegation attended the meetings of the Standing Committee of the Commune Party Committee, the Executive Committee of the Commune Party Committee, the People's Council , the People's Committee, and the Commune Fatherland Front Committee; inspected the actual working headquarters, the operation of the public administrative service center, and the system of equipment serving the people. Through the inspection, the communes have basically completed the system of regulations, rules, and documents for operation; arranged and assigned cadres, civil servants, and workers in specialized agencies and units, and provided assistance; arranged headquarters, vehicles, equipment, and working tools to serve the operations of commune-level agencies and units; prepared technology infrastructure, digitized documents, connected, and communicated shared data, and software for all three groups: the Party, the government; the Fatherland Front, and mass organizations.
For public administrative service centers, communes have established and operated stably according to the new government model, ensuring continuous and uninterrupted service to people and businesses. In particular, communes have proactively reviewed and arranged suitable working spaces, prioritizing convenient locations for people; invested in information technology equipment (computers, printers, internet systems, file management software), helping citizens easily monitor the procedure settlement process.
Concluding the inspection, the Head of the Provincial Party Committee's Internal Affairs Committee acknowledged and highly appreciated the proactiveness and positivity of the Party Committees of the communes in piloting meetings, receiving and processing documents, and receiving and processing public administrative services. He requested the Party Committees of the communes to continue to lead and direct decisively, urgently, and comprehensively the contents, plans, and key work programs for the last 6 months of the year, promptly update information, focus on carefully studying new regulations of the Government, the province, and the sectors to ensure that the new government can operate from July 1, 2025; urgently direct the development of a plan to prepare for the congress, ensuring completion before July 31, 2025.
At the same time, the Party Committees of communes need to continue to pay attention to repairing and renovating working offices, facilities, connecting and communicating data, ensuring smooth operation; focusing on directing the careful preparation and full preparation of necessary conditions to implement the Ceremony to announce the Resolution of the National Assembly Standing Committee, The province's Decisions on implementing the 2-level local government model on June 30, 2025, affirm the determination and consensus for the revolution of streamlining the State apparatus, creating a joyful and exciting atmosphere, truly a festival for all people.
*Working group No. 8 led by comrade Giap Thi Bac, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, inspected the trial operation of the 2-level local government model in Dinh Lap district.
According to Resolution 1672 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Lang Son province in 2025; Dinh Lap district from 12 communes and towns is rearranged to 4 communes: Dinh Lap (including Dinh Lap town, Dinh Lap commune, part of Binh Xa commune); Thai Binh (including Thai Binh Farm town, Lam Ca commune and Thai Binh commune); Chau Son (including Bac Lang, Dong Thang, Cuong Loi, Chau Son communes and part of Kien Moc commune); Kien Moc (including Bac Xa commune, the remaining part of Binh Xa commune, the remaining part of Kien Moc commune).
At the time of inspection, the new communes had basically prepared the facilities and human resources to pilot the model. Some contents were tested according to Plan No. 245 of the Provincial Party Standing Committee on organizing the pilot operation of the newly established commune and ward apparatus, such as: regular meetings of the Party Standing Committee, regular meetings of the Commune People's Committee, handling of hypothetical situations, receiving and processing documents via the new VNPT-iOffice system, receiving and processing public administrative services, etc.
In the program, the working group was divided into 2 groups to directly inspect the headquarters, facilities, equipment, and working conditions of officials and civil servants of 4 communes: Dinh Lap, Chau Son, Thai Binh, and Kien Moc.
Speaking at the inspected communes, the Head of the Provincial Party Committee's Organization Board acknowledged and highly appreciated the Party Committees and authorities of the new communes in preparing conditions and piloting operations according to the 2-level local government model.
He requested that the Party Committees and authorities of the new communes continue to uphold their sense of responsibility, overcome difficulties, and seriously and effectively implement the directions of the Central and the province on the operation of the two-level local government model. In particular, focusing on tasks such as: preparing to organize the commune party congress to ensure progress, completing before July 31 as set by the province; paying attention to arranging facilities and human resources at the commune-level public administrative service center, not to interrupt the settlement of administrative procedures, promptly meeting the needs of citizens; developing working regulations, assigning specific tasks with clear people and clear work. At the same time, proactively seek opinions from provincial departments, branches and sectors when encountering difficulties and obstacles in the process of operating the new commune model, to ensure the model operates smoothly, effectively and efficiently from July 1, 2025.
* Working group No. 10 led by Colonel Nguyen Tien Trung, member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department as team leader (head of group No. 1) and Comrade Nguyen Dinh Dai, member of the Provincial Party Committee, Director of the Department of Industry and Trade as deputy team leader (head of group No. 2) inspected the trial operation of the organizational apparatus of the newly established communes in Huu Lung district, including the communes of Huu Lung, Cai Kinh, Huu Lien, Tuan Son, Yen Binh, Thien Tan, Tan Thanh and Van Nham.
Implementing the direction of the Central and the province, Huu Lung district is arranged into 8 commune-level administrative units including: Huu Lung, Cai Kinh, Huu Lien, Tuan Son, Yen Binh, Thien Tan, Tan Thanh and Van Nham.
Up to this point, the new communes have basically completed the arrangement of offices, tables, chairs, machinery and necessary equipment to serve the work; for working means, equipment and assets that can still be used, the commune authorities have transported them to the workplace where the new commune headquarters are located for continued use, ensuring the implementation of tasks after the arrangement, not affecting the operation of the unit, minimizing the purchase of new assets. The preparation and trial operation of the commune-level public administrative center is also ready, able to serve people and businesses from July 1.
At the destinations, the team leader and members of the working group conducted surveys on facilities, human resources, network connections, etc. At the same time, they grasped the thoughts and aspirations as well as listened to the sharing of the leaders of the Party Committee and authorities of the new communes about the advantages and difficulties of each commune.
Specifically, some difficulties and problems that communes encounter include: limited facilities, cramped commune headquarters, halls that do not have enough seats for delegates; unstable network systems and transmission lines, weak power systems, and some communes have not yet arranged public housing for officials living far away.
Concluding the inspection, the Head of Working Group No. 10 acknowledged and accepted the opinions and recommendations proposed by the leaders of the Party Committees and the authorities of the communes. He suggested that the Party Committees and the authorities of the communes should continue to do a good job in political and ideological work, proactively grasp the thoughts and aspirations of cadres and party members, maintain stability, enhance solidarity in the organization and staff, thereby promoting the combined strength in the operation of the two-level local government; proactively take preventive measures to promptly handle arising situations; the work of archiving and managing records and documents must comply with regulations, not allowing loss or misplacement, not revealing state secrets...
He emphasized that the equipment at the public administrative service center needs to have smooth transmission lines, no congestion, and backup transmission lines need to be arranged so as not to affect the handling of administrative procedures, serving people and businesses, ensuring smooth operation from July 1. At the same time, the communes need to ensure that all arising issues are resolved right from the trial operation so that when the official operation is in operation, it will be effective and efficient immediately.
* June 26, Working Group No. 11 Comrade Phung Quang Hoi, member of the Provincial Party Standing Committee, Secretary of Lang Son City Party Committee, as team leader inspected the trial operation of the Ky Lua ward apparatus.
During the program, the delegation inspected the preparation of headquarters, equipment, vehicles, and necessary conditions for the operation of the Ky Lua ward government, Lang Son city; the progress of organizing the Ward Party Executive Committee Conference; the first meeting of the People's Council and People's Committee of the ward after the arrangement. Through the inspection, the Secretary of the City Party Committee highly appreciated the proactive spirit of the ward in implementing the post-merger ward government model. He suggested that from now until June 30, the ward needs to focus on overcoming immediate difficulties, reviewing the remaining issues, promoting the spirit, responsibility, being exemplary, spreading the spirit of the province's direction, ensuring that the ward government apparatus operates effectively, efficiently, close to the people, serving the people and businesses well.
From July 1, 2025, Comrade Phung Quang Hoi, Member of the Provincial Party Standing Committee, Secretary of the Lang Son City Party Committee, was appointed to hold the position of Secretary of the Party Committee of Dong Kinh Ward (new). Also on this day, Comrade Phung Quang Hoi directed the organization of a trial operation of the two-level local government apparatus of Dong Kinh Ward (new).
Accordingly, Dong Kinh Ward organized the first meeting of the Standing Committee of the Ward Party Committee, the first meeting of the Executive Committee of the Ward Party Committee, approving the draft working regulations of the Executive Committee of the Dong Kinh Ward Party Committee, term I, 2025-2030; draft working program of the Executive Committee of the Ward Party Committee, the Standing Committee of the Ward Party Committee for the last 6 months of 2025; draft working regulations of the Inspection Committee of the Dong Kinh Ward Party Committee, term I, 2025-2030; draft supervision program of the Executive Committee of the Ward Party Committee for the last 6 months of 2025; along with many draft programs and working plans of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, Office, Party Building Committee, Inspection Committee of the Dong Kinh Ward Party Committee, term I, 2025-2030. The trial operation of Dong Kinh ward's apparatus took place according to the set plan, promoting the role and responsibility of the staff, leaders, and heads of the ward's apparatus. Together with other localities in the province, the trial operation will help Dong Kinh ward operate stably and effectively right from the first days of official operation.
* Delegation No. 2 of Working Group No. 9 led by Comrade Nguyen Huu Chien, Director of the Department of Agriculture and Environment, Deputy Head of Working Group No. 9, inspected the trial operation of the 2-level local government model in Chi Lang district.
The working group inspected the pilot operation of two-level local government activities in the communes of Chien Thang, Nhan Ly and Quan Son.
During the inspection, the working delegation directly attended the first meeting of the People's Committee of the commune (new commune), the meeting of the Standing Committee of the Party Committee of the communes. Accordingly, the Party Committee, People's Council, and People's Committee of the communes drafted documents according to the regulations of the higher level; drafted working regulations... The delegates attending the meeting focused on discussing and giving opinions on the content of each draft document.
In addition, representatives of the Party Committee and the authorities of the communes also raised a number of difficulties and problems in arranging and allocating workplaces for officials and civil servants of the communes when operating the two-level local government organization; proposed and recommended that the working group report and advise the Provincial People's Committee to consider allocating funding to invest in building working headquarters to ensure the operation of the commune-level government in the coming time.
Speaking at the inspection, the head of the working delegation acknowledged the efforts of the Party Committees and authorities of the communes in organizing the trial operation of the two-level local government in accordance with the spirit of the central government and the province. He emphasized that with the decentralized authority, the Party Committees, People's Councils and People's Committees of the communes must focus and be flexible in performing their tasks to ensure smoothness, in accordance with procedures and regulations.
The head of the delegation and members of the working delegation also requested the leaders of the Party Committee, People's Council, and People's Committee of Chien Thang, Nhan Ly, and Quan Son communes to continue to study and update current regulations, edit and complete drafts to ensure compliance with regulations and instructions from superiors; requested the Party Committees and authorities of the communes to pay attention to arranging and ensuring infrastructure and completing the installation of telecommunications and information technology systems... In particular, special attention should be paid to meeting the conditions of infrastructure, facilities, and arranging staff on duty at the commune-level public administrative service center, ensuring smooth reception and handling of administrative procedures for people without interruption.
Party committees and authorities of communes need to continue to proactively arrange public assets to ensure efficiency and avoid waste; pay attention to sending specialized staff to participate in training courses to ensure effective implementation of assigned tasks...
