At the ceremony, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong announced the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hanoi in 2025; the Decision of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the recognition of positions in the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi; the Decision of the City Party Committee Executive Committee on ending the activities of the Party Committees of districts, towns and cities; the Decision of the City Party Committee Executive Committee on the establishment of Party Committees of 126 communes and wards in Hanoi; the Decisions on appointing personnel of Party committees, leaders of the People's Council, People's Committee, and Vietnam Fatherland Front Committee at the commune level.
Hanoi has been reorganized from 526 communes and wards to 126 commune-level administrative units, including 51 wards and 75 communes. Along with localities across the country, communes and wards in Hanoi have officially operated a two-level local government model since July 1.
In recent times, Hanoi city and its communes and wards have made great efforts with a high sense of responsibility, overcoming all difficulties to organize a trial operation of the 2-level local government model, bringing positive results and much necessary experience to be ready for official operation.
Up to now, preparations for the operation of the two-level government and 126 new communes and wards in Hanoi have been basically completed, ready to operate the new apparatus of the capital smoothly and effectively.
The 9th session of the 15th National Assembly passed a Resolution amending the Constitution and a Resolution on the arrangement of provincial-level administrative units.
The whole country is reorganized into 34 provinces and cities and implements a two-level local government model, including provincial and communal levels. This is one of the historic decisions with long-term strategic significance to expand the space for socio-economic development, suitable for the country's context in the new era.
At the same time, for the first time in the history of administrative reform, our country has carried out large-scale reforms, reducing intermediate levels, forming a streamlined, strong, effective, efficient and effective administrative apparatus, aiming to better serve the people.
Speaking at the ceremony, President Luong Cuong stated that, implementing the Conclusion of the Secretariat, 34 provinces and cities across the country will simultaneously hold ceremonies to announce Resolutions and Decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones.
This is a very special milestone for the capital Hanoi and the whole country, and starting from July 1, the local government apparatus of the whole country officially entered a new phase - shifting from the 3-level local government that has been operating for 80 years since the country's founding to a 2-level local government.
The President affirmed that this is a major and especially important policy of our Party and State, of long-term strategic nature, demonstrating great political determination in building a streamlined, effective, efficient, close-to-the-people administration to better serve the people.
This is not just a simple adjustment of administrative boundaries, but also a step of great political and organizational significance, ensuring the country's sustainable development.
In particular, for the capital Hanoi, a thousand years of culture and heroism, with a particularly important position and role, as the national political-administrative nerve center, the heart of the whole country, a major center of economy, culture, education, training, science-technology and international integration with the quintessence of the nation, with thousands of historical and cultural relics, this administrative unit arrangement has great significance, aiming to meet the needs of urban, cultural and historical development; administrative reform, management, and more effective promotion of the space and resources of the capital.
The President highly appreciated the recent seriousness, responsibility and creativity of the Hanoi Party Committee in rearranging the agencies of the apparatus, proactively having a plan to terminate the activities of the district level and rearranging and reducing the number of commune-level administrative units from 526 to 126 units.
In particular, this arrangement has received high consensus and support from the people, cadres and party members, thereby demonstrating a strong change in the thinking of administrative reform of the Capital; opening up new development space for the Capital Hanoi to better promote its role as a locomotive and growth driver for the Capital region, the key economic region of the North and the whole country.
To meet the goals and requirements of a new, compact, but strong, effective, efficient, and closer to the people apparatus, the President suggested that the Standing Committee of the Hanoi Party Committee focus on leading and directing Party committees and authorities at all levels; especially the Party committees and authorities of 126 new communes and wards, right from the official start of operation from July 1, must operate smoothly, synchronously, and effectively the entire new administrative apparatus; not to delay work, not to cause congestion, affecting the normal activities of society, especially work related to people, businesses, investment, and essential public services.
The President also requested that cadres, party members, civil servants and public employees promote a high sense of responsibility, aspiration for dedication, intelligence and public service ethics; be pioneers in innovating management thinking, taking effective service to the people as the highest goal; must shift from administrative thinking to service thinking, making people trust, agree and support.
Based on the very important guidelines and policies issued by the Party and State in recent times to create a legal and political framework for the organization of two-level local governments, the President requested the Party Committee and the Hanoi government to continue to concretize and implement them well and effectively, paying special attention to organizing the implementation of Directive No. 45 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party; the Politburo's Resolutions on breakthroughs in science and technology development, innovation and national digital transformation; on innovation in law-making and enforcement; on private economic development; on international integration in the new situation, as well as the Resolution on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045 and the Capital Law 2024...
On that basis, Hanoi needs to proactively build action programs in a scientific, methodical, focused, and specific roadmap manner.
The President affirmed that this is not only an administrative requirement, but also a concrete manifestation of the spirit of innovation in management thinking and innovation in methods of organizing the implementation of Party resolutions in practice.
At the same time, the President emphasized that only when Hanoi develops strongly and modernly, will the central, leading and symbolic role of the Capital be fully promoted, worthy of the expectations of the Party, State, people of the whole country and international friends.
President Luong Cuong firmly believes that, with a thousand-year tradition of civilization and heroism, a spirit of solidarity, intelligence, aspiration and dynamism, the Party Committee, government and people of the capital Hanoi will join hands and unite to promote the highest strength of national solidarity, continue to take the lead in innovating the management model, improving the quality of grassroots government, building a modern and professional administration, serving the people better and better; contributing to bringing the country firmly into a new era - an era of strong and prosperous development of the nation.
