Attending and witnessing the announcement ceremony at the Dien Bien Provincial Conference-Cultural Center, there were Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; Comrade Huynh Thanh Dat, Member of the Party Central Committee, Deputy Head of the Central Propaganda and Education Commission; Comrade Tran Quoc Cuong, Member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee, along with a large number of cadres, people of all ethnic groups, students and soldiers of the Dien Bien Provincial Armed Forces.
Also at the conference, the Dien Bien Provincial Party Committee announced the decisions to end the activities of 10 district, town and city Party Committees under the province, starting from July 1, 2025.
According to Resolution 1661/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee, from July 1, 2025, Dien Bien province has 45 commune-level administrative units officially put into operation; including 42 communes and 3 wards.
Specifically, 42 communes include: Muong Nhe, Sin Thau, Muong Toong, Nam Ke, Quang Lam, Na Hy, Muong Cha, Na Bung, Cha To, Si Pa Phin, Na Sang, Muong Tung, Pa Ham, Nam Nen, Muong Pon, Tua Chua, Sin Chai, Sinh Phinh, Tua Thang, Sang Nhe, Tuan Giao, Quai To, Muong Mun, Pu Nhung, Chieng Sinh, Muong Ang, Na Tau, Bung Lao, Muong Lan, Muong Phang, Thanh Nua, Thanh An, Thanh Yen, Sam Mun, Nua Ngam, Muong Nha, Na Son, Xa Dung, Pu Nhi, Muong Luan, Tia Dinh, Phinh Giang; 3 wards include: Muong Lay, Dien Bien Phu, Muong Thanh.
At the conference, Dien Bien Provincial Party Committee announced the Decision of the Dien Bien Provincial Party Committee to establish 45 commune and ward Party Committees directly under the Provincial Party Committee; the decision to appoint personnel for the Party Committee Executive Committee, the Party Committee Standing Committee and the positions of Secretary and Deputy Secretary of the Party Committee of 45 communes and wards.
The Standing Committee of the People's Council of Dien Bien province announced the resolution appointing the Chairman, Vice Chairman, Head of the People's Council; Chairman, Vice Chairman of the People's Committee of the commune and ward.
The Fatherland Front Committee of Dien Bien province also announced the decision to establish a fatherland front for 45 communes and wards.
Praising the achievements of Dien Bien in socio-economic development, ensuring national defense and security, at the conference, Deputy Prime Minister Bui Thanh Son acknowledged the efforts of Dien Bien province in implementing the Central Government's direction on building a two-level local government. The Deputy Prime Minister pointed out: "Dien Bien has overcome difficulties, focused on restructuring the apparatus according to the two-level local government model and has so far successfully completed the assigned tasks, contributing to the overall success of the whole country".
Regarding the road ahead, the Deputy Prime Minister assessed that the amount of work to be implemented is very large; changing the organization, personnel, and increasing the tasks of the Party Committee and the communal government will create new difficulties and challenges, but it is also a premise to create new opportunities and development space in the locality. Therefore, Dien Bien needs to proactively grasp the difficulties arising from practice to have timely solutions to ensure the 2-level local government model operates effectively and efficiently.
The Deputy Prime Minister has requested the Party committees, authorities and people of all ethnic groups in Dien Bien province to raise their determination to resolutely implement 5 groups of tasks and solutions.
Specifically: Continuing to thoroughly grasp and actively implement the major and important policies and orientations of the Central Committee, such as: Directive 45 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, Conclusion 123 of the Central Committee on the growth target of 8% or more based on the "four pillars" of science and technology development, innovation and digital transformation; private economic development; innovation in law making and enforcement; international integration.
For Dien Bien province, in Resolution 25 of the Government dated February 5, 2025, the growth target for Dien Bien province in 2025 is 10.5%, so the leaders, cadres, party members and all ethnic groups in the province must join hands, be united and determined to achieve this goal.
Regarding cadres and party members who have just been entrusted with important responsibilities at the Party Committee, government, Fatherland Front and mass organizations of 45 communes and wards, Deputy Prime Minister Bui Thanh Son requested that they make efforts to overcome all difficulties and immediately start implementing their tasks and work plans.
At the same time, comrades need to pay special attention and perform well the settlement of administrative procedures to serve people and businesses, ensuring that tomorrow (July 1, 2025) all work under the authority of the two levels (province, commune) must be carried out smoothly, without delay, without missing work, in accordance with the spirit of serving people and businesses better, while preserving the image of officials "from serving administration to serving the people" .
For communes lacking specialized staff, the province must promptly and fully arrange, strengthen, support, and assist to ensure smooth work.
In order for Dien Bien province to continue to successfully implement its goals and tasks, comrade Bui Thanh Son requested that central ministries, departments and branches continue to support and guide Dien Bien province in the process of operating the two-level local government apparatus; promptly synthesize and advise the Politburo, the Secretariat, the National Assembly and the Government to make appropriate adjustments and supplements to policies and mechanisms; research and consider investment and financial support for Dien Bien province to gradually complete the infrastructure, transmission system, especially the working headquarters for communes and wards to ensure smooth and effective operation.
Deputy Prime Minister Bui Thanh Son expressed his firm belief that, with a high sense of responsibility, the leadership, Party committees, authorities and people of Dien Bien province; especially the Party committees and authorities of 45 new communes and wards, will promote the heroic Dien Bien Phu tradition, quickly catch up with work, successfully complete tasks, and together with the whole country firmly step into a new era - an era of prosperity and strength for the Vietnamese people.
