The program was chaired by Deputy General Director Pham Anh Tuan and the Corporation's Investment Board, held directly in Hanoi and connected online with points across the system. This is a practical activity to update new points in the Bidding Law, guide the development of internal regulations and remove practical obstacles in the process of selecting contractors at the units.
At the meeting and discussion, the Investment Committee presented important changes to the revised Law on Bidding such as: expanding the scope of online bidding, clearly defining criteria for evaluating contractor capacity, tightening conditions for bid designation and enhancing individual responsibility in organizing contractor selection. At the same time, units were also given detailed instructions on how to develop contractor selection regulations according to Official Dispatch No. 790/HHVN-DT and shared experiences in handling situations arising in practice.
In addition to the technical presentation, the discussion also spent time answering specific questions from member businesses, revolving around practical situations in bidding organization, document processing methods, approval processes and supplier selection.
Through the program, VIMC expects that units will increase their initiative in selecting contractors, gradually improve investment management capacity and ensure consistency and professionalism in implementation according to the system-wide orientation.
